1 INTRODUCTION
Groupement ISARÈNE (the “COMPANY”) will develop the Ain Tsila gas field which is located in
the Illizi basin in the eastern part of the Sahara Desert in south-east Algeria, south of the Grand
Erg Oriental.
Figure 1 below shows the location of the Périmètre Isarène and Ain Tsila:

The field was discovered within the Périmètre Isarène (Blocks 228, 229a) in 2007 and has been
appraised to hold approximately 65 billion cubic metres (2.29 trillion cubic feet) of recoverable
hydrocarbon reserves. The field lies in the Sahara Desert, approximately 1,100km south-east of
Algiers, 175km west of In Amenas, 175km north- west of Illizi and 450km to the south-east of
Hassi Messaoud. Central Processing Facility (CPF) is designed to produce 10.3 MMSCMD sales
gas.
A gathering system, comprising wellsites, wellsite systems, flowlines, manifold stations, and trunk
pipelines to gather the produced fluids and transport them to the reception facilities at the CPF.
Raw gas will be treated in the CPF. Processing facilities comprising pipeline reception facilities,
slugcatcher(s), feed gas compression, mercury removal, gas dehydration, gas conditioning
(natural gas liquids extraction), export compression, condensate stripper, LPG fractionation
facilities, condensate and LPG export facilities and associated utilities, storage and buildings (all
located at the CPF). Fiscal metering for sales gas, LPG, and condensate, located at the CPF
battery limit.
Sales quality gas will be delivered to SONATRACH TRC’s (TRC) sales gas pipeline system at a
tie-in point on a manifold next to the TFT compressor station. Liquefied petroleum gas (LPG) will
be delivered to TRC’s LPG pipeline system at a tie-in point located at a block valve station west
of the TFT compressor station. Stabilized condensate will be delivered to TRC’s condensate
pipeline system at a tie-in point located at Méderba, approximately 165km north of Ain Tsila.

4 GENERAL

4.1 Seller’s general responsibilities

4.4 Hazardous area considerations

5 UPS System General Requirements

5.1 General
The project requires standalone fully redundant UPS for providing uninterrupted power
for critical telecom systems at different locations during power failure.
This section provides an overview of the UPS functional and technical requirements as
per the project requirements.

5.2 UPS System Requirements


UPS is required in various capacities viz. 3KVA, 5KVA and 6KVA.
UPS shall be online and double conversion type.
UPS shall be A+B configuration with independent power output distributions. Switching
between A and B UPS is manged at the load equipment side by use of dual power
supplies in the load equipment or by use of Automatic transfer relays / switches at the
input of the load equipment.
Each of the A and B UPS systems shall have a dedicated battery bank to provide 60
minutes of continuous autonomy.

It will take 126 full recharge cycles (means 252 hours of Non-UPS outage) to reach 2%
H2 concentration in the cabinet assuming the cabinet is not ventilated.
However, for this project UPS cabinet is ventilated by 2nos of fan units. The room in
which the battery is kept is also provided with HVAC for air exchange.
Hence risk of explosive atmosphere created due to H2 concentration is not envisaged
for all the UPS systems.

6.7 Remote Management


The UPS has a remote management software which can be installed in a PC. UPS can
be accessed via B-LAN. The remote management software provides the following
features.
• Display of all the operations and diagnostic data in case of problems (UPS
Communicator)
• Automatic shutdown of the local computer (UPS Communicator)
• Setup of special functions (UPS Setting tool)

6.8 Alarms Interface with TMS


UPS is design with an SNMP plug in module that provide alarms via an Ethernet
interface. TMS system is configured to monitor the SNMP traps from UPS and display
the status on the GUI.

6.9 Alarms Interface with PCS


Automation gateway device in TMS will poll the SNMP agent in the UPS for status of
specific alarms and convert the same into protocol for interfacing with PCS. PCS will
display the status of specific UPS alarms to production operators for immediate
attention. Alarms extended to PCS are as follows.

6.10 Interface to NTP


A GPS based Network Time Protocol (NTP) Server is provided as a part of LAN
Subsystem for serving date & time with very high accuracy. All devices, servers and
applications in the project are tied to this time server for a common clock reference.

UPS system is configured to synchronise with this server for Date and Time for event
logging of faults.

6.11 Failure Considerations and Redundancy


UPS is used to power critical communication loads and hence shall be of very high
availability.
Hence UPS is designed with A + B redundant configuration. Each of the A and B UPS
are provided with full load capacity and full autonomy battery banks.
A and B UPS are not paralleled or provided with an automatic transfer switch within the
UPS system itself.
A and B UPS have independent power input and independent power output distributions.
Two separate feeders one each from UPS A and UPS B are extended to the load.
Most of the loads have inbuilt redundant power supply cards that receive power from
UPS A and UPS B. Hence the switching between the UPS A and B is carried out inside
the load device.
Loads that do not have inbuilt redundant power supply cards are fed via an automatic

Manufacturer has provided MTBF Values for UPS and Battery Units.
Battery has the worst MTBF value and hence the same is used for availability calculation
below.
MTTR is assumed as 48hours within which diagnosis, replacement and restoration
happens. However, this will require availability of qualified personnel at site with spares
for replacement of defective units.

Manufacturer and generated out of interpolated data obtained during short duration of
test or statistical information.

7 INSPECTION AND TESTING

7.1 INSPECTIONS
This section defines the minimum requirements for inspection and testing of the UPS
System.

7.2 FACTORY ACCEPTANCE TEST (FAT)


The objective of the FAT is to verify that the system is configured for delivery meets or
exceeds the specified design and functional requirements. The test shall be conducted
according to the FAT procedure produced for the project.
The FAT procedures will include a check of the wiring, panel internals and layouts, as
well as functionality and a check of all critical parameters.
The goal is to demonstrate full functionality of the system at the FAT prior to shipment
to site.
The System tests issued during the FAT shall first demonstrate that:
• Core components are working accordingly to required services
• All software features are operational
• All labels are present, readable and conform to wiring documents
• Interfaces to other systems are full operational
• Spare capacities are provisioned.

7.3 SITE ACCEPTANCE TEST (SAT)


The site acceptance test shall be based on the factory acceptance test. The site
acceptance test shall be performed at site after the completion of installation and
