Add Following in the scope :

Magnetic Particle Test shall be performed after final completion and before Painting and Coating activities for Petrofac /
COMPANY'S's acceptance as per Piping Material Specification PMS.

1 INTRODUCTION
SARPI hereafter referred as Subcontractor will execute the (Gathering Pipelines,
Wellheads & Manifolds MEI Works) Subcontract on behalf of PETROFAC referred
hereafter as Contractor.
Whereas the Groupement ISARENE, hereinafter collectively referred to as “client” or
“COMPANY” have awarded Petrofac a Contract for EPCC of Ain Tsila Development
(hereinafter referred to as the “Contract” or “Main Contract”).

2 PURPOSE OF THE DOCUMENT


To develop and established quality control procedure reference for Magnetic particle
inspection testing as described in the contract, Sub-contract and standard procedure

set by COMPANY / CONTRACTOR.
Sub-contractor has to mention the scope as per purchase order, which

This document describes the procedure and acceptance standards for Magnetic
particle inspection testing of welds in AinTsila Development project.
In case of any conflict between this document and the Project Specification, drawings
and applicable Codes, where Algerian regulations, codes and standards exist, their
recommendations shall always take precedence. Such regulations shall therefore be
deemed to supplement and/or amend the provisions of this specification.
In the event of conflict between the requirements of this specification and other
referenced documents, the CONTRACTOR shall request written clarification from
COMPANY. The order of precedence will normally be:
 Statutory regulations
 Referenced codes and standards
 This specification
 Other referenced project documents
Any deviations from these documents shall be agreed with COMPANY prior to
implementation. However, adherence to them does not relieve the SUB-
CONTRACTOR of its obligation to apply good industry practices in the delivery of
goods and services to the Development.

4 DEFINITIONS

The terms and definitions as used within this document are listed below.

“COMPANY” means Groupement ISARÈNE (the operator of the Ain Tsila


Development)

“CONTRACTOR” Petrofac International UAE Limited, who is in charge for the


execution of EPC project.

“Sub-contractor” means any sub-supplier or subcontractor of any tier on whom the


CONTRACTOR has directly or indirectly placed a Subcontract

“shall” or “must” indicates that the specified action is mandatory (i.e. must be done by
the specified action party)

“should” Indicates that the specified action is recommended but not


mandatory

“will” indicates a commitment by others or a statement of fact

6 RESPONSIBILITY
Responsibilities of project personnel related to this procedure are described as below.

6.1 Construction representative:


The Construction representative (CR) shall be responsible for the following:
 To ensure construction is carried out in accordance with the Project Specifications
approved drawings, ITP’s and QCP’s.
 To ensure that all necessary resources like Manpower, machineries, equipment’s,
Tools & tackles are arranged at site to perform the site activities
 To ensure the required work permits are obtained prior to work start of.
 Personnel to be deployed in the field shall be trained about project documentation
and Client’s requirements

6.2 QA/QC Coordinator


Responsible for the implementation of the quality control process in accordance with
project procedures. Insuring adequate QC monitoring in accordance with the ITP a
QC support where necessary:
 Ensuring that all NDT activity in accordance with Quality Plants and Procedure.
 Ensuring that all construction activities are carried out to schedule and in
accordance with quality and safety requirement.
 NDT activity carried out to relevant Procedure.
 Assurance of weld numbering system.
 Ensuring record of accepted and rejected welds are maintained and traceable.
 Establish & maintain QC system for early diagnosis & avoidance of weld defects
to minimize repair rate. Liaise with Weld Supervisor to ensure corrective action.

6.3 QC Engineer:
The Quality Control Engineer shall be responsible for the following:
 Review all relevant documentations, test reports, calibration certificates issued by
parties involved such as surveyor, QC inspectors and submit the records to the
Contractor/COMPANY as required.
 Review all material certificate with Project Requirements
 Organize and allocate inspection works to the Quality Control Inspectors.
 Accompany Contractor & COMPANY representative if required, carrying out
inspections and release hold points.
 Sign and obtain signatures from Contractor & COMPANY on the various forms
and verifying documents as required.
 Coordination with construction representatives.
 Ensure as built information is recorded in ITR.
 NCR’s if any Non-conformance observed and to follow up with Construction
representative to provide timely and appropriate root cause, Correction, and
corrective action.
 Review / monitor non-conformance reports and track disposition and close out.

6.4 NDT Welding Inspector


 Implementing Procedure and NDT Procedure.
 Interpretation of NDT results
 Supervising personnel involved in NDT activity and ensuring their competence
 Ensuring NDT equipment is maintained in good order.
 Monitor defect type, location, frequency to apply prompt corrective action & avoid
repairs. Liaise with QC to maintain records & review trends.
 Ensuring that correct weld numbering is adhered to and clearly visible.
 NDT personnel management
 Planning and completing work programs and management certification Penetrant
inspection testing discipline personal NDT.
 The risk assement and all safety instruction shall be respected all the time and
during the work.
Sub-Contractor will completely remove all non-magnetic coating, including
7 EXECUTION TECHNIQUE paint, rust, scale etc. from testing surface. After that only white paint may
apply to enhance color contrast. The thickness of white paint shall be

Prior to magnetic particle examination, the surface to be examined and all
adjacent areas within at least 25 mm shall be dry and free of all dirt, scales,
grease, scraps, welding spatters or any foreign substances.
When surface irregularities are such as to make interpretation difficult or to mask
possible defects, the surfaces shall be ground with a grinding wheel.
In case of painted parts the examination is allowed on prior check that the paint
layer is not too thick, coming off, cracked or however in poor adherence and
irregular.
A veil of paint of 0,02 ÷ 0,05mm should not influence the sensitivity of the
examination and sometime it can be used to guarantee an adequate contrast of
the surface with the magnetic colored particles.
However, if the paint layer is more than 0,02 ÷ 0,05mm, the sensitivity of the
examination should be proved.
If the examination is done on painted surface this condition shall be recorded in
the test reports.
The surface of the part shall not exceed 57°C.

7.2 Magnetizing Equipment

7.2.1 Yoke
The magnetic particle examination shall be performed using alternating or direct
electromagnetic yokes or permanent magnet yokes.

7.2.2 Lifting power of yoke


(a) The magnetizing power of yokes shall be verified prior to use each day the
yoke is used. The magnetizing power of yokes shall be verified whenever the
yoke has been damaged or repaired.
(b) Each alternating current electromagnetic yoke shall have a lifting power of at

least 4.5 kg at the maximum pole spacing, with contact similar to what will be
used during the examination.
(c) Each direct current or permanent magnetic yoke shall have a lifting power of
at least 18 kg at the maximum pole spacing, with contact similar to what will be
used during the examination.
(d) Each weight shall be weighed with a scale from a reputable manufacturer and
stenciled with the applicable nominal weight prior to first use. A weight need only
be verified again if damaged in a manner that could have caused potential loss of
material.

7.3 Magnetic Particle Materials If sub-contractor is not using , MT consumable in form of


Ready made Aerosol Can then as per T-765, Article 7,

7.3.1 Examination medium and Contamination
Wet non-fluorescent (color contrast) particle shall be used as an examination
medium for the magnetic particle examination.

7.3.2 Suspension medium


Suspended powders, supplied in atomizer-like pressurized containers, are used.

7.3.3 Particle color


The color of the particle shall provide adequate contrast with the surface being
examined, usually is black or reddish brown.

7.4 Magnetizing Field Adequacy and Direction


Before start magnetic particle examination in each shift, it is necessary to verify
the adequacy or direction of the magnetic field and the particle medium suitability
by using a field indicator (Berthold's probe) as per ASME Section V, Article 7, T-
764.
The test conditions are satisfactory if when magnetic particles are applied
simultaneously with the magnetizing force to the examination area, one or more
well defined lines form on the surface of the indicator otherwise the system shall
be re-established and re-verified.

7.5 Magnetic Particle Examination Procedure


The following procedure shall be followed:
a) Apply a layer of white coating to the cleaned examination surface for color
contrast enhancement, if so required.
b) Apply a magnetic field by yoke to the examination area.
c) Apply magnetic particle solution (continuous technique). The particle solution
may be applied either spraying or flowing over the area to be inspected.
d) Hold the magnetic field for 5 seconds to allow particle migration before
withdrawal of the yoke.
e) Examine the surface indications on the area carefully to detect any flaws.
During the operation, it must be noted:
 For each examination area, the above steps (from “b” to “e”) shall be

repeated at least twice with the yoke positioned in perpendicular directions


to ensure that the defects are detected in different direction.
 The examination area shall have a sufficient overlap to its adjacent one,
so that 100% coverage at the required sensitivity can be obtained.

7.6 Interpretation of the indications


The surface shall be carefully examined just after the application of the magnetic
particles.
Adequate lighting is required during the examination. An independent spot
lighting is especially suitable, whether it is a visible light or a black light.
Discontinuities and defects appear as an accumulation of magnetic particles.
Surface discontinuities produce generally well defined outlines; subsurface
discontinuities may appear as lines whose outlines widen and merge or
sometimes appear as discontinuous lines.
Not all of the indications provided by the magnetic particles are real defects and a
good practical experience is necessary for their evaluation. Only a person
qualified as level II or level III is allowed to interpret the examination results.

7.7 Acceptance Criteria. Acceptance criteria will be as per ASME B31.3 for
Piping and API 1104 for Pipeline
Magnetic particle indications are caused by the attraction of the test media to
surface or near-surface discontinuities in the area under test. However, all such
indications are not necessarily imperfections, since excessive roughness,
magnetic permeability variations, etc., may produce nonrelevant indications.
Inadvertent accumulation of particles not related to magnetic attraction is
classified as a false indication.
Indications shall be verified as being relevant, nonrelevant, or false. Additional
surface preparation and/or other test methods may be used as needed to verify
the relevance of an indication.
An indication of an imperfection may be larger than the imperfection that causes
it; however, the size of the indication is the basis for acceptance evaluation. Only
indications that have any dimension greater than 1.5 mm (1∕16 in.) shall be
considered relevant. Add : Repair work can be started only after approved repair
procedure by Petrofac & COMPANY.
7.8 Demagnetization
When the presence of residual magnetism within the piece could interfere with
subsequent processing or usage, the piece shall be demagnetized.
Demagnetization shall always be performed on parts, which are to be welded
after the magnetic examination has been performed to prevent arc blow.
Demagnetization with yoke :
Alternating-current yokes may be used for local demagnetization by placing the
poles on the surface, moving them around the area, and slowly with drawing the
AC yoke while it is still energized.
Sub-contractor to mention Demagnetization requirement, which shall be done to remove
residual magnetism after completion of the test. Residual magnetism shall not be
exceeding 2.5mT.

Post cleaning is Mandatory for all surface including white paint if used to enhance color contrast . It shall be conducted as
soon as practical using a process that does not adversely affect the part

7.9 Recording
The following data shall be recorded and, if so required, certified:
- Information for the identification of the item
- Demagnetization apparatuses, powders and technique utilized
- control parameters, such as the distance of the points, the intensity of the
current, etc
- Surface condition of the controlled zones
- Description of the possible indications found
- Acceptability judgment
- Norms and qualification level of the operators

7.10 Qualification of the personnel

The personnel who perform the magnetic particle examination shall be qualified
at least as level I according to the prescriptions ASNT/SNT-TC-1A or equivalent
standard.
The personnel, who interpret the test results, shall be qualified as level II or level
III.
A qualification certificate for each examiner shall be valid and available at site
during the project implementation. NDE Personnel shall hold current Level-2 certification (or
equivalent), specifc to weld testing for the appropriate NDE
methods to any of the following standrads as minimum

natural or corrected near-distance acuity in at least one eye such that each Sub-contractor to attach the PT report format

Surface discontinuities are indicated by accumulations of magnetic particles which should contrast with the examination
surface. The color of the magnetic particles shall be different than the color of the examination surface. Illumination (natural
or supplemental white light) of the examination surface is required for the evaluation of indications. The minimum light
intensity shall be 100 fc (1 076 lx). The light intensity, natural or supplemental white light source, shall be measured with a
white light meter prior to the evaluation of indications, shall be measured with a calibrated white light meter prior to the
evaluation of indications. light meter to be calibrated yearly.
