1 PURPOSE
This specification, together with referenced documents, associated data sheets and
requisition package, defines the scope and technical requirements for the design,
materials, manufacturing, assembly, factory acceptance testing (FAT), preparation for
shipment and performance testing of solar power generation and distribution systems for
stand alone facilities remote from the Ain Tsila central processing facilities, specifically
well heads, valve stations and third party system interface points.
The solar power generation and distribution system shall supply load demands, as
quantified in data sheets, associated with general instrumentation, hydraulic power packs
for well safety, choke control valves, chemical injection, data/control transmission
systems and voice over internet telecommunications.

2.1 Codes and Standards


Equipment supplied shall in addition to complying with national standards, also be in

2.2 CE Marking and Certificates


All equipment, materials and components included in the delivery for installation and
application in the Ain Tsila Development Project shall be CE certified, shall have CE
marking and shall be compliant to the EC directives, such as, but not limited to:
• Electro Magnetic Compatibility (EMC)
o Directive 2014/30/EU Electro Magnetic Compatibility;
o Guide lines for Electro Magnetic Compatibility;
• Low Voltage
o Directive 2014/35/EU Low Voltage directive;
o Guidelines for Safety of Low Voltage Equipment.
• Explosive Atmospheres
o Directive 2014/34/EU concerning equipment and protective systems
intended for use in potentially explosive atmospheres;

Seller shall provide the required explosion protection certificates in accordance with the
ATEX 2014/34 Directive.
Supplier shall provide an EC declaration of conformity, which shall state full compliance
to the EC directives and standards. The declaration shall further state the method of
compliance followed, e.g.:
• Self-certification to appropriate harmonized European standards;
• Technical file, which is approved by an accepted, notified body;

• Type examination.
For equipment, components and systems manufactured outside European Union region;
relevant IEC standards mentioned in the project specifications shall be followed and
reflected in the vendor documentation. Conformance to EC directives and CE marking will
not be applicable.

3 DEFINITIONS

“COMPANY” means Groupement ISARÈNE (the operator of the Ain


Tsila Development)
“CONTRACTOR” means the party, which carries out all or part of the
design, engineering, installation and commissioning,
procurement and construction applicable to this
specification

“Purchaser” means the entity defined as such in the purchase order or


contract

“Supplier” means the entity defined as such in the purchase order or


contract

“shall” or “must” indicates that the specified action is mandatory (i.e. must
be done by the specified action party)

“should” indicates that the specified action is recommended but


not mandatory. However the action party will be
responsible for the consequences in the event that
he/she elects not to do it

“will” indicates a commitment by others or a statement of fact

“Sub-supplier” means the entity responsible for the supply of


components or services to the Seller

“Manufacturer” means the entity responsible for the manufacture of an


item ultimately supplied by the Seller to the Purchaser

“Goods” means the physical items delivered under the terms of


the purchase order or contract

“Services” means any services provided pursuant to the purchase


order or contract but not incorporated in the Goods

4 GENERAL

4.1 Ain Tsila Development - Summary


Groupement ISARÈNE (the “COMPANY”) will develop the Ain Tsila gas field which is
located in the Illizi basin in the eastern part of the Sahara Desert in south-east Algeria,
south of the Grand Erg Oriental. The field was discovered within the Périmètre Isarène
(Blocks 228, 229a) in 2007 and has been appraised to hold approximately 65 billion
cubic metres (2.29 trillion cubic feet) of recoverable hydrocarbon reserves. The field lies
in the Sahara Desert, approximately 1,100km south-east of Algiers, 175km west of In
Amenas, 175km north- west of Illizi and 450km to the south-east of Hassi Messaoud.
Central Processing Facility (CPF) is designed to produce 10.3 MMSCMD sales gas.
A gathering system, comprising wellsites, wellsite systems, flowlines, manifold stations
and trunk pipelines to gather the produced fluids and transport them to the reception
facilities at the CPF. Raw gas will be treated in the CPF. Processing facilities comprising
pipeline reception facilities, slugcatcher(s), feed gas compression, mercury removal, gas
dehydration, gas conditioning (natural gas liquids extraction), export compression,
condensate stripper, LPG fractionation facilities, condensate and LPG export facilities
and associated utilities, storage and buildings (all located at the CPF). Fiscal metering for
sales gas, LPG and condensate, located at the CPF battery limit.
Sales quality gas will be delivered to SONATRACH TRC’s (TRC) sales gas pipeline
system at a tie-in point on a manifold next to the TFT compressor station. Liquefied
petroleum gas (LPG) will be delivered to TRC’s LPG pipeline system at a tie-in point
located at a block valve station west of the TFT compressor station. Stabilised
condensate will be delivered to TRC’s condensate pipeline system at a tie-in point
located at Méderba, approximately 165km north of Ain Tsila.

4.2 Supplier’s General Responsibilities


The Supplier shall be fully responsible for all aspects of the design, manufacture,
inspection, factory acceptance testing and supply of all equipment within its scope of
supply. This shall include, but not be limited to:
• Ensuring that the equipment meets all the requirements of this specification;
• Co-ordination and control of its sub-suppliers;
• The provision of support to the Purchaser and COMPANY during FAT,
commissioning and start-up;
• The provision of a list of all appliances, special tools and accessories that are
necessary for the correct installation, operation and maintenance of the
equipment;
• Supplier shall complete the equipment data sheet(s) and return with its quotation.
Compliance with the provision of this specification does not relieve the Supplier of its
responsibility to furnish equipment of a proper design suited to meet the specified
service conditions and/or local codes governing health and safety.

4.3 Proven Equipment


The equipment rating, basic design and accessories shall not exceed the limits of the
Supplier’s proven design and shall not involve the use or application of any prototype
design or component. Only equipment with demonstrable reliability is acceptable to
COMPANY.
The Supplier shall provide application references with its tender which demonstrate a
high level of reliability of the equipment proposed, in similar service under comparable
operating conditions and in a similar location. At least two of the references must
demonstrate at least 2 years of reliable operation.

4.4 Design Life


Batteries shall have a minimum service life of 20 years. All other equipment shall be
designed for a service life of 25 years.

4.5 Maintenance Interval


The equipment shall be designed to minimise maintenance, particularly that requiring a
shutdown. The interval between major shutdowns shall be a minimum of 3 years.

4.6 Codes, Standards and Regulations


The equipment shall be designed, manufactured, inspected and tested in accordance
with the requirements of this specification, the documents referenced in Section 2, the
equipment datasheets and appropriate Algerian regulations, codes and standards. The
codes and standards used shall be the latest revisions available effective date 24th
December 2018.
The Supplier shall include in its tender a detailed list of the codes and standards it
proposes to use in the design and construction/fabrication of the equipment. These may
include alternatives to those listed in Section 2, but such variances must be highlighted in
its tender.

4.7 Order of Precedence


The order of Precedence for all the Technical documentation shall be as follows:
1. Algerian Legislation and Regulatory Authorities Regulations
2. Project Philosophies
3. Equipment datasheets
4. Primary Equipment Specification
5. Other Project Specifications
6. International codes and standards
In case of conflict between any of the above then the MOST STRINGENT shall apply
unless a dispensation has been approved by the COMPANY.

Any deviations from these documents shall be agreed with the Purchaser prior to
implementation. However, adherence to them does not relieve the Supplier of its
obligation to apply good industry practices in the delivery of goods and services to the
Development.

4.8 Tag Numbering


All equipment shall have tag numbers allocated in accordance with the Project
Procedures. The Supplier’s attention is drawn to the depth of tagging required and the
information required to be supplied for each tag number.
Dual tagging is permissible, such that the equipment carries a Project tag number and
the Supplier’s tag number. In this case the design of the Project tag labels shall be
adjusted to accommodate the Supplier’s tag number as well as the Project tag number.

4.9 Quality Assurance


The Supplier, and its sub-suppliers, shall operate a quality system satisfying the
applicable provision(s) of ISO 9000 (series).
The Supplier shall ensure that its sub-suppliers operate a quality system meeting the
specified conformance criteria to ISO 9000. The Supplier’s quality system will be subject
to the Purchaser’s approval prior to issue of a purchase order. Major sub-suppliers will
be subject to the same approvals. The Purchaser reserves the right to conduct a quality
audit at the Supplier’s/sub-supplier’s facilities at any stage during the design,
manufacture, assembly, inspection and/or factory acceptance testing processes.

4.10 Health, Safety and Environmental Regulations


The Supplier shall be responsible for ensuring that the equipment supplied meets all
applicable regulations on health, safety and environment.

4.11 Area Classification


Generally, Solar Power System equipments should be installed outdoor in non-classified
safe area. Equipments installed in non-classified safe area shall be industrial type.
If an equipment is to be installed in a hazardous area, the equipment shall be suitable for
the applicable zone (1 or 2).

4.12 Language
All documents, drawings and correspondence shall be provided in the English language.
The documentation, including the installation, operating and maintenance manuals, shall
be provided in both English and French.
Where abbreviations are used on drawings, a legend shall be provided defining the
abbreviations, in both English and French.

4.13 Deviations
Any requirements herein which cannot be met shall be identified and variances explained
in the Supplier’s tender. Any non-conformances discovered (after purchase order

placement or contract award) shall be formally notified by the Supplier to the Purchaser
and addressed through the Purchaser’s non-conformance and deviation processes.

4.14 Hazardous Materials


Where the use of hazardous materials is unavoidable, the Supplier shall provide the least
damaging to personnel and the environment whilst ensuring the function of the
equipment is not compromised. If this means providing an alternative to materials
specified herein, these alternative materials shall be proposed to the Purchaser for
agreement / rejection.
Carcinogenic materials shall not be used.

4.15 Material Health, Safety and Environment Data Sheets


If the equipment contains any substance that may be hazardous to health or the
environment, then a material safety data sheet for each substance shall be provided by
the Supplier to the Purchaser.
If the equipment does not contain any hazardous substances then a formal statement to
that effect, signed by an authorised representative of the Supplier shall be provided by
the Supplier to the Purchaser.

5 SYSTEM SPECIFICATION CRITERIA

5.1 Scope
Each package scope shall include:
• Solar panel array complete with steel support mounting frame, associated secure
containment grid with padlock facilities and steel mounting pole;
• Sun shields for equipment listed below;
• Dual insulated 24V DC battery chargers including blocking diode circuit,
regulation, controls and status circuits;
• Single Battery System connected to provide 24V DC outputs;
• Battery stand frame, removable cover with ventilation grilles, insulated battery
links, insulated battery connections and interface cables;
• 24V DC distribution board, complete with integral fault rated battery isolator and
interface junction boxes;
• All inter-connecting status monitoring cables.

5.2 Project Specific Outline Design Criteria


The design intent is to specify equipment for a twenty five (25) years’ operating life and
systems to be provided in package format complete with interface junction boxes and
connections, such that site installation and hook-up work scope is simplified. The twenty
five (25) years design life requirement shall be based on conservative unit ratings for
electrical equipment and on surface protection in general.
For batteries a twenty (20) year life cycle is specificed.
System unit ratings and specification shall include a nominal 10% design margin for
future demand growth, which may be taken into account when substantiating a twenty
five (25) years design life.
Procurement documentation shall focus on ensuring comprehensive FAT procedures to
further simplify site work scope with preference given to plug and play equipment.
Systems shall be fit for purpose operating in a dust laden desert environment and battery
banks rated to supply load demands for a 48 hour period without charge. Battery bank
recharge time shall be less than (8) eight hours.

5.3 Substantiation of Design Specification


Suppliers shall provide an EC declaration of conformity and fix a CE mark to the package
nameplate.
Suppliers shall list all components within scope of supply together with the EU directives
with which they comply.
Suppliers shall compile a technical file in accordance with all applicable EU directives
and retain it for a period of 10 years after equipment shipment.

For equipment, components and systems manufactured outside European Union region;
relevant IEC standards mentioned in the project specifications shall be followed and
reflected in the vendor documentation. Conformance to EC directives and CE marking will
not be applicable.

5.4 Environment Design Criteria


Equipment shall be located outdoors in a dust laden desert environment with
temperature range of -5oC minimum, and 55 oC maximum. Equipment shall be designed
to deliver rated output at 45oC, and continue to operate, with accepted performance
degradation, at 55oC.

5.5 Degree of Protection


The minimum equipment enclosure protection shall be conform to IEC 60529 as follows:
• IP 55 Ex(d) certified equipment;
• IP 54 Outdoor static electrical equipment;
• IP31 Battery cover ventilation openings;
• IP 42 Charger housing to allow ventilation.
For the charger unit a shield type housing shall be provided for protection against the
wind borne dust and sand laden environment.

6 CONSTRUCTION CONSIDERATIONS

6.1 General
System shall be installed outdoors in an area designated non-hazardous within a fenced
hydro-carbon delivery facility.
Solar arrays shall be secured in a steel frame, pole mounted at least Eight (8) metres
above ground level. The frame shall incorporate a number of removable and lockable
securing top frames to both secure each array section and deter theft.

6.2 Autonomy and voltage design criteria


The equipment shall be capable of forty eight hour autonomy without sunlight. Remote
status indications shall alarm at 80% of nominal voltage.
Rating criteria of the solar power system shall be specified based on this autonomy time
and load demands quantified in data sheets. System shall be rated to maintain
distribution voltages as follows:
• Nominal voltage during the float charging shall be between 27.6 and 28.2V;
• During boost charging the voltage shall be up to 29.4 V.
Moreover solar power unit shall be rated to maintain 95% nominal voltage at the
distribution board during switching operations.

6.3 Solar Array


The solar array modules shall be made of glass and designed to minimize the adverse
effects of a dust laden environment on its performance.
General Requirements:
• Solar cells shall be high quality, crystalline silicon construction, N-P junction type;
• Solar array modules shall be rated for 25 years of life with predicted electrical
degradation of less than 10 percent of rated output over the life of the array;
• Module insulation rating shall be 600 V DC minimum;
• A derating factor of 10 percent of maximum output shall be applied.

6.4 Battery Banks


Individual batteries shall be valve regulated nickel cadmium (NiCd) type with a design life
of 20 years at the project specific 45oC ambient temperature. Batteries shall be delivered
empty and discharged, with dry electrolyte in separate containers. Supplier shall manage
mixing electrolyte, cell filling and initial charge on site.
Cell containers shall be flame retardant, anti-static, high impact strength styrene acrilineit
rate thermoplastic material. Cells shall carry polarity markings in accordance with IEC
60417.
Cell containers shall be transparent to permit electrolyte level checks with both minimum
and maximum level marked.

Each battery shall be furnished complete with insulated inter-cell, inter-row and inter-tier
connections as appropriate.
Batteries shall be capable of delivering full output for the specified autonomy time without
compromising design life integrity or nominal recharge voltage constraints. Battery sizing
calculations shall be provided to substantiate performance criteria.

6.5 Battery Bank Frame and Cover


The frame shall be steel, complete with mounting feet, and the latter UV resistant GRP
construction. The cover shall be complete with ventilation louvres and lifting handles.
Interface fixings between frame and cover shall be via spring loaded clips.

6.6 Cables
All interconnecting cables between solar array, batteries, charger and distribution boards
shall be provided by the Supplier in line with Project Specification A-ELE-SPE-800-
30015-Electrical Cables, Glands & Termination kits.

6.7 Battery Accessories


The following accessories shall be supplied for each battery system:
• Battery cell voltage tester;
• Cell number markers;
• Electrolyte tester and fill bottle;
• Safety gloves, goggles and separate visor.

6.8 Controller / Battery Charger Regulator


Each sub-system voltage network shall have dual automatic, battery chargers,
microprocessor based with the following functions:
• Battery state-of-charge and charge/ discharge rate measurement and monitoring.
• Low and high voltage alarms;.
• Charging control algorithms for maximum battery-charge efficiency with PV
arrays;
• Interface circuits for remote unit status monitoring via serial data link.

6.9 Over Voltage Limiter


The dual unit shall be provided with over voltage limiter such that distribution board
voltages cannot exceed 28.1 for 24 V systems.

6.10 Distribution Board


The distribution board for the loads shall have the number of ways detailed in the data
sheets, each a two pole fault rated circuit breaker.

6.11 Indication Lights, Meters and Signaling


System design shall be self-monitoring with both local and remote annunciation of:
The following shall be indicated as a minimum:
• Charging current and battery voltage;
• Load current and voltage;
• All alarms.

6.12 Safety and Reliability


The equipment shall be standard, tested and proven design to ensure maximum safety
to personnel, maximum reliability and economic operation for 25 years. Design and
construction shall be simple and shall provide good accessibility to components and
parts for maintenance and operation.
All equipment, materials and parts shall be new and unused, of current manufacture, of
modern design and of the highest industrial grade, free from all imperfections that might
effect the performance.

6.13 Guarantee on Power Output


Power output of the solar power units as specified herein, shall be guaranteed for a pe-
riod of 25 years (20 years for batteries) in project specific ambient conditions. System
availability shall be 99.7% or better.

6.14 Solar Power Unit Support Structure


The support structure elements shall be hot dip galvanized steel. Units shall be elevated
above ground level and shall be designed for mounting on a flat surface. The support
should be 8 m high at the lower side of the inclined panel (approximately 35 degrees).
The actual inclination to be recommended by Supplier for satisfactory operation of the
unit.
The support structure shall allow for adjustment of the solar arrays. The Supplier shall
determine the optimum inclination for mounting the array. The mounting shall be
adjustable about the determined angle by +/- 10 degrees. Support structure shall be

6.15 Cabinets, Enclosures and Junction Boxes


Modules and interconnections shall be arranged to allow easy replacement of faulty
modules under field conditions, and shall be mechanically and electrically interchangea-
ble.
Distribution board terminals shall be clamp/bar type and sized to accept cable sizes
stated in the data sheet.

6.16 Interconnection Cables


Shall be flame retardant 600/1000 V grade copper conductor XLPE insulated, steel wire
armoured in accordance with IEC-60332-3-24 Category – C as minimum.

7 LABELS
Nameplates, labels and equipment number tag plates and their dimensions and letter
heights shall be Supplier's standard. All shall be corrosion resistant, durable material,
securely fastened to the panel frame clearly visible with the door open. All major sub
assemblies shall have name and rating plates.
Rating plates shall include information in accordance with IEC 60146-1-1, clause 6.6.2
and IEC 61800-2, clause 8.1.
Each device installed in the panel, transformer, terminal box, each terminal strip, each
indicating and operating element, shall be identified with permanently attached tags or
labels in accordance with drawings approved during manufacture.
Labels mounted on removable parts shall include Suppliers’ serial number and
reference. Each cabinet and rack has to be clearly tagged and interconnecting cables
and terminals marked as shown in the respective block or connection diagrams supplied
by Supplier.

8 INSPECTION AND TESTING

8.1 General
The responsibility for inspection rests with the Supplier. The approval of any work by the
Purchaser or the release of equipment for shipment shall in no way relieve the Supplier
of its responsibility for meeting the requirements of this specification.
Inspection and testing shall be carried out in accordance with an approved project quality
plan and shall comply with the requirements of this specification, the data sheets and
other referenced documentation forming part of the purchase order.
The Purchaser reserves the right to carry out its own inspection during design and
manufacture. The Supplier shall provide free access to its works, and to that of its sub-
suppliers, for the Purchaser and its authorised representative(s). All necessary
certification documents relating to materials, shop test data, etc., shall be made available
to the Purchaser and its authorised representatives to verify that the requirements of the
purchase order are being met.
The Supplier shall furnish a representative quality plan detailing its normal scope of
inspection and testing with its tender.
In the event of an order, the Supplier shall prepare a detailed project specific inspection
and test plan for the Purchaser’s approval. The inspection and test plan shall identify all
inspection and test activities, their acceptance criteria and Purchaser-observed or
witness hold points.

9 FACTORY ACCEPTANCE TESTS


Will be a two stage process, initially proving unit design specification compliance and
subsequently package performance criteria including reliability and maintainability
parameters.
Initial design specification compliance will include the following:
• Static inspection to verify general arrangement design compliance, both scope
and content;
• Static loop checks to verify control, monitoring and protection circuit fitness for
purpose.
Subsequent system performance proving will include the following:
• Combined charger and battery charge and discharge tests to confirm
specification rating;
• Operational load checks to verify transient performance criteria.

9.1 Procedure and Acceptance Criteria


At least two months prior to any test, the Supplier shall submit a detailed factory
acceptance test procedure incorporating the guarantee point values and acceptance
criteria (test tolerances) for the Purchaser’s review and approval.

10 ACCEPTANCE CRITERIA
Shall be successful completion of unit and system verification procedures and
performance testing as a system in situ.

11 PAINTING
Equipment shall be painted in accordance with the Supplier's standard for the subject
environment, subject to approval by COMPANY. The Supplier shall submit the painting
specification for approval upon request. The specification shall include surface
preparation, paint materials, application, film thickness and the paint Supplier's data
sheets. Stainless steel components shall not be painted.

12 PACKING AND PREPARATION FOR SHIPMENT


"Preparation for Shipment" shall be in accordance with Supplier’s standard, unless
otherwise noted on the "Request for Quotation" and/or Purchase Order. The Supplier
shall be solely responsible for the adequacy of the "Preparation for Shipment" provisions
employed in respect of materials and application, to provide materials to their destination
in ex-works condition when handled by commercial carrier systems.
Control relays, magnetic contactors, and any other component with moving parts which
might be damaged in shipment, shall have all such moving parts securely blocked and
braced.
Each "shipping section" of stationary structures shall be provided with a permanently-
attached, readily visible identification tag.
Waterproof wrapping shall be provided for protection.
A bag of desiccant shall be placed in each enclosure before shipping in order to prevent
the condensation of moisture during storage. Anticipated storage duration will be as
specified, and the Supplier shall inform the Purchaser if changes of desiccant are
required. Parts and accessories, when shipped separately, shall be prepared by the
Supplier in a manner to exclude moisture and damage when handled by commercial
carriers and tagged with the Supplier's order number and description.
A packing list shall be placed both inside and the outside of the shipping package.
Final and complete skid packaging shall consider transport conditions & long term
external storage in a desert environment with frequent sandstorms.

13 SPARE PARTS
Tenderers shall provide general quotations for the supply of start-up and
commissioning/two years operational and insurance spare parts with the tender.
The Supplier shall provide itemised quotations, within sixty (60) days of order placement,
for the following categories of spare parts with the tender:

• Start-up and commissioning spares (as recommended by the Supplier)


• Two years’ operating spares (for the entire package)
• Insurance spares
Each of the above categories of spares shall be quoted by the Supplier and an unpriced
list included, in the technical portion of its tender, for review during the tender evaluation
phase. Spares may be purchased separately or with the equipment.
The spare parts list shall include parts location diagrams and drawings.
The Supplier shall propose these spares on COMPANY’s spare parts interchangeability
record (SPIR) form as specified in the Supplier Documentation Requirements Schedule.

13.1 Start-up and Commissioning Spares


Start-up and commissioning spares are those parts likely to be required during the
installation, site testing and commissioning of the equipment, including minor
modifications and damage repair.
They shall include as a minimum:
• One complete set of consumables;
• Two lamps of each type used on the equipment;
• Delicate items likely to be broken during installation or testing.

13.2 Two Years’ Operating Spares


The Supplier shall propose the spares required for two years’ operation of the
equipment, based on COMPANY’s Maintenance and Sparing Philosophy (A-OPS-PHL-
000-00002). This sets out the maintenance principles that COMPANY will apply in terms
of the types of equipment that will be repaired at site, those types that will be scrapped
and replaced as complete units and those that will be sent to the manufacturer’s service
centre for repair. The proposal shall be set out on COMPANY’s spare parts
interchangeability record (SPIR) form as specified in the Supplier Documentation
Requirements Schedule.

13.3 Insurance Spares


Insurance spares are those items unlikely to fail in service but which are not commonly
held as spare parts by the manufacturer or are specially made for the equipment with a
long delivery time. An indication of turnaround time for replacement parts will suffice.

14 DOCUMENTATION

14.1 General
The requirements for the Supplier’s documents and data submissions are detailed in the
Supplier Document Requirements Schedule.
