Liquid Penetrant Test shall be performed after final completion and before Painting and Coating activities for Petrofac /
COMPANY'S's acceptance as per Piping Material Specification PMS.

1 INTRODUCTION
SARPI hereafter referred as Subcontractor will execute the (Gathering Pipelines,
Wellheads & Manifolds MEI Works) Subcontract on behalf of PETROFAC referred
hereafter as Contractor.
Whereas the Groupement ISARENE, hereinafter collectively referred to as “client” or
“COMPANY” have awarded Petrofac a Contract for EPCC of Ain Tsila Development
(hereinafter referred to as the “Contract” or “Main Contract”).

This document describes the procedure and acceptance standards for Penetrant
inspection testing of welds in AinTsila Development project.
In case of any conflict between this document and the Project Specification, drawings
and applicable Codes, where Algerian regulations, codes and standards exist, their
recommendations shall always take precedence. Such regulations shall therefore be
deemed to supplement and/or amend the provisions of this specification.
In the event of conflict between the requirements of this specification and other
referenced documents, the CONTRACTOR shall request written clarification from
COMPANY. The order of precedence will normally be:
 Statutory regulations
 Referenced codes and standards
 This specification
 Other referenced project documents
Any deviations from these documents shall be agreed with COMPANY prior to
implementation. However, adherence to them does not relieve the SUB-
CONTRACTOR of its obligation to apply good industry practices in the delivery of
goods and services to the Development.

4 DEFINITIONS

The terms and definitions as used within this document are listed below.

“COMPANY” means Groupement ISARÈNE (the operator of the Ain Tsila


Development)

“CONTRACTOR” Petrofac International UAE Limited, who is in charge for the


execution of EPC project.

“Sub-contractor” means any sub-supplier or subcontractor of any tier on whom the


CONTRACTOR has directly or indirectly placed a Subcontract

“shall” or “must” indicates that the specified action is mandatory (i.e. must be done by
the specified action party)

“should” Indicates that the specified action is recommended but not


mandatory

“will” indicates a commitment by others or a statement of fact

6 RESPONSIBILITY
Responsibilities of project personnel related to this procedure are described as below.

6.1 Construction representative:


The Construction representative (CR) shall be responsible for the following:
 To ensure construction is carried out in accordance with the Project Specifications
approved drawings, ITP’s and QCP’s.
 To ensure that all necessary resources like Manpower, machineries, equipment’s,
Tools & tackles are arranged at site to perform the site activities
 To ensure the required work permits are obtained prior to work start of.
 Personnel to be deployed in the field shall be trained about project documentation
and Client’s requirements

6.2 QA/QC Coordinator


Responsible for the implementation of the quality control process in accordance with
project procedures. Insuring adequate QC monitoring in accordance with the ITP a
QC support where necessary:
 Ensuring that all NDT activity in accordance with Quality Plants and Procedure.
 Ensuring that all construction activities are carried out to schedule and in
accordance with quality and safety requirement.
 NDT activity carried out to relevant Procedure.
 Assurance of weld numbering system.
 Ensuring record of accepted and rejected welds are maintained and traceable.
 Establish & maintain QC system for early diagnosis & avoidance of weld defects
to minimize repair rate. Liaise with Weld Supervisor to ensure corrective action.

6.3 QC Engineer:
The Quality Control Engineer shall be responsible for the following:
 Review all relevant documentations, test reports, calibration certificates issued by
parties involved such as surveyor, QC inspectors and submit the records to the
Contractor/COMPANY as required.
 Review all material certificate with Project Requirements
 Organize and allocate inspection works to the Quality Control Inspectors.
 Accompany Contractor & COMPANY representative if required, carrying out
inspections and release hold points.
 Sign and obtain signatures from Contractor & COMPANY on the various forms
and verifying documents as required.
 Coordination with construction representatives.
 Ensure as built information is recorded in ITR.
 NCR’s if any Non-conformance observed and to follow up with Construction
representative to provide timely and appropriate root cause, Correction, and
corrective action.
 Review / monitor non-conformance reports and track disposition and close out.

6.4 NDT Welding Inspector


 Implementing Procedure and NDT Procedure.
 Interpretation of NDT results
 Supervising personnel involved in NDT activity and ensuring their competence
 Ensuring NDT equipment is maintained in good order.
 Monitor defect type, location, frequency to apply prompt corrective action & avoid
repairs. Liaise with QC to maintain records & review trends.
 Ensuring that correct weld numbering is adhered to and clearly visible.
 NDT personnel management
 Planning and completing work programs and management certification Penetrant
inspection testing discipline personal NDT.
 The risk assement and all safety instruction shall be respected all the time and
during the work.

7 EXECUTION TECHNIQUE Add : Surface irregularities, including cap welds,


inhibiting accurate interpretation of the specified
method of NDE shall be ground smooth
7.1 Surface preparation
The surface of the part to be examined may be prepared with mechanical means,
such as soft bristle brushing, grinding, etc.
For stainless steels and Ni alloys, brush bristles shall be of stainless steel and not
previously used on other steels.
The surface to be examined and the adjoining zone having a min. width of 25 mm
shall be dry and free from dirt, grease, oil, scales, welding spatters and any alien
substances and surface irregularity which might affect the detection of unacceptable
discontinuities.
Sandblasting and shot peening are critical as cleaning means without further
treatments.
In any case, the surface to be treated shall be cleaned with a solvent and let dry
before applying the dye penetrant.
Drying is usually accomplished by exposure to ambient temperature. If required,
forced hot air or other method may be used to warm the part for drying.

7.2 Temperature requirements


The temperature of the penetrant and the surface of the part to be processed shall not
be bellow 5 °C nor above 52 °C throughout the examination period.
Local heating or cooling is permitted the part temperature remains in the range of 5°C
to 52 °C during the examination.
Where it is not practical to comply with these temperature limitations, other
temperature may be used, provided the procedures are qualified as per ASME Code:
Section V -Article 6 - Par. T-653.
Testing out of 5 Deg C TO 52 Deg C range is not permitted
for this purchase order.

7.3 Application of the penetrating fluid


The surface to be examined shall be carefully wetted with the liquid penetrant.
The penetrant may be brush applied or sprayed.
As a rule, the liquid penetrant shall remain on the surface under examination for at
least 5 minutes and no more than 30 minutes, and it shall not become dry during the
penetration period.
Variations may be allowed, if the observance of temperature limits and penetration
times should prove impossible.
Variations shall be agreed on and their suitability demonstrated each time with
practical tests and substantiated by documents.

7.4 Excess Penetrant Removal permitted for this purchase order

7.4.1 Removal of the penetrating fluid


Immediately after completion of penetration time, the excess fluid shall be removed by
means of wet clothes or a 45° inclined moderate water jet (max. pressure 2.1 kg/cm2).
Warm water can be used to facilitate the removal, provided that its temperature does
not exceed 43°C.
For Ni alloys and stainless steels, water should contain no more than 30/60 ppm of
chlorides.

7.4.2 Solvent Removable type


The excess fluid shall be removed as follows:
First of all as much fluid as possible shall be removed by means of clean rags or
blotting paper, and then eliminates the rest with solvent soaked rags.
To ascertain the removal of the penetrating fluid, the part can be rubbed off with clean
white rag.
Flushing the surface with solvent, following the application of the penetrant and prior
to developing, is prohibited.

7.5 Drying after the removal of the liquid penetrant


After the removal of the liquid penetrant, the surface of the part shall be dried with
clean cloths or warm air blowing, but the temperature of the part shall not exceed
52°C.
Drying the surface is not necessary for the solvent washable type.
However it is advisable to dry the surface for one minute preceded by a rubbing
with clean cloth.

7.6 Application of the developer Minimum Developer Dwell time is required 10 minutes

The developer shall be applied only when the surface has dried, by spraying or
with a soft brush, according to the recommendations of the manufacturer (e.g., in
case of pressurized cans, these shall be vigorously shaken before use).

Replace : Excess solvent removable penetrants shall be removed by wiping with a clean, dry, lint-free cloth or absorbent
paper, repeating the operation until most traces of penetrant have been removed. The remaining traces shall be removed by
wiping the surface with cloth or absorbent paper, lightly moistened with solvent. To minimize removal of penetrant
from discontinuities, care shall be taken to avoid the use of excess solvent.

If the developer is of the "dry" type, it may be applied by means of a small rubber
pump.
The application shall be so carried out as to obtain a thin and uniform layer.
The examination of the possible indications shall be performed as soon as the
developer has dried and the judgment of the indications shall not be evaluated
before 10 minutes and after 30 minutes.

7.7 Interpretation of the results of the examination


The area under inspection shall be illuminated by natural or artificial light,
adequate to interpret the results clearly.
The discontinuity is generally revealed by a red, linear or roundish indication on
the white background of the surface formed by the developer.
If the surface under examination appears too pink or white, this means that the
removal of the excess fluid has been unsatisfactory. In this case, the examination
shall be repeated.

7.8 Acceptability criteria
No defects such as cracks, porosity, cold laps, etc. are allowed and shall be
recorded and reported to the CONTRACTOR/COMPANY.
 No cracks, No lack of penetration, No arc strikes, No lack of complete fusion, gaps
of any width and any length between weld beads or no other surface defects are
acceptable.
 All cracks and fissures and circular defects greater than 1/16 th inch (1.5 mm)
diameter in weld overlay shall be removed. Repaired areas shall be 100%
reinspected by PT.

7.9 Removal of discontinuities procedure by Petrofac & COMPANY.

The indications that exceed the aforementioned acceptability limits shall be


removed by suitable means, and, whenever necessary, repaired by welding.
The repaired zones shall be re-examined by means of liquid penetrant according
to the already described modalities.

7.10 Qualification of the personnel


The personnel who perform the examination with penetrating fluids shall be
qualified at least as level I according to the prescriptions ASNT/SNT-TC-1A or
equivalent standard.

III.

With a color contrast penetrant, the developer forms a reasonably uniform white coating. Surface discontinuities
are indicated by bleed-out of the penetrant which is normally a deep red color that stains the developer.
Indications with a light pink color may indicate excessive cleaning. Inadequate cleaning may leave an excessive
background making interpretation difficult. Illumination (natural or supplemental white light) of the examination
surface is required for the evaluation of indications. The minimum light intensity shall be 100 fc (1 076 lx). The
light intensity, natural or supplemental white light source, shall be measured with a calibrated white light meter
prior to the evaluation of indications. light meter to be calibrated yearly.
