Change for the state of Assam

Status and implementation of national and state plan for

climate change - Guwahati Master Plan 2025

Presented by:
Karthik Girish and Ishita Saraswat
aim 1.Understand the missions and approaches provided in the National Action Plan for
Climate Change.
2.Understand the missions adopted by the Assam State Action Plan for Climate Change.
3.Assess the current Master Plan for Guwahati with the above documents based on level
of implementation and status of adaptation.
4.Suggest ideas which can close the gap of inclusion within the Master Plan of Guwahati.

master plan
1. The Master Plan of Guwahati does not specifically mention any of the
aforementioned strategies or mission provided by the NAPCC or the SAPCC.

2. However, from the master plans perspective, there are some actions that have
12
been envisaged by the master plan that indirectly try to achieve the missions:

Environment regulations on urban transport, like pollution check, public

transport initiatives, clean fuel, etc.

Brahmaputra is to be cleaned as it is the major source of water.

Drainage issues to be channelised by making more basins.

Landfills to be proposed
master plan
3. In the environment chapter, only the following actions are mentioned

Scientific and systematic management of the liquid wastes.

The mass rapid transport system to reduce the vehicle on the road to reduce
13
the air pollution.
Industries in the region and within Guwahati to follow the PCB norms.

Preparation of landscape plans, and large scale plantation.

conclusion
1.The Master plan does not imply any
proposal or guidance from any of the
NAPCC

action plans. Solar

2.The SAPCC is well defined and covers the Strategic Knowledge for Climate
aspects of NAPCC. Change

3.It also details out the funding source. SAPCC
4.Master plan does not specify any such

6.No initiative to implement SAPCC Master Plan

after.
suggestions

There is mention of environment planning and conservation group for master plan
monitoring on the basis of these aspects. This group has not yet been formed. It
should be formed so that it can reassess the existing situation and try to work with
the NAPCC and SAPCC.
