MUNICIPAL ORDINANCE NO.

2020 -
An Ordinance regulating the operation of all kinds of agricultural machineries as means of
conveyance in this municipality.

BE IT ENACTED by the Sangguniang Bayan in session today, that:

SECTION 1. This Ordinance shall be known as “An Ordinance regulating the operation of all
kinds of agricultural machineries as means of conveyance in this municipality. “

SECTION 2. Definition of Terms – As used in this Ordinance, the following terms shall mean as
follows:

2.1 Kuliglig of Pog-pog – Single piston engine with two-wheel in front and two wheels of
the trailer
2.2 Three Wheels Tora-tora – Single piston engine with one-wheel in front of two
wheels at the back
2.3 Four Wheels Tora-tora – Converted owner type jeep into a single piston engine

SECTION 3. That owners of pogpog or kuliglig are required to register their vehicles at the Office
of the Mayor, and Certificate of Registration shall be issued.

SECTION 4. That kuliglig or pogpog should be used for emergency purposes and family use.

SECTION 5. That only a person 18 years old over shall be allowed to drive that agricultural
implement, except when the same shall be used in farming’s, in which case, a person below 18
years old may be allowed to operate the same.

SECTION 6. That the body of the trailer if used as a means of transportation shall be lifted with
tail lights and/or reflectors on the front, back left and right sides.

SECTION 7. That kuliglig or pogpog shall not operate along National Highways except when the
authorized has no alternative route as certified by the Municipal Engineer.

SECTION 8. Operating Conditions:

8.1 No Kuliglig of Pogpog should be allowed to carry passengers more than its designed
seating capacity.
8.2 Kuliglig of Pogpog should always be in good running conditions.
8.3 Drivers should always be courteous with passengers and shall always exercise
prudence and careful driving habits and observe traffic rules and regulations while
driving.

SECTION 9. PENALTIES/SETTLEMENT FEES: That owners/operators found violating this


Ordinance shall pay the following:
9.1 Settlement fee – Php 200.00 and impounding of vehicles until operator or owner
shall have applied for permit to operate.
9.2 Failure to pay the registration fee on time – 2% after due date.
9.3 Failure to pay other violations:

SECTION 10: That this Ordinance shall take effect immediately upon its approval.
