1) Define high rise-US/ASIA/EUROPE
A. United States: INTERNATIONAL BUILDING CODE (IBC SECTION 403) Every building of ANY
TYPE of construction or occupancy having floors used for human occupancy located more
than 75’’-0” (22.86 meters) above the lowest floor level having building access ( grade)
B. China: GBT 50045 95: High-rise buildings shall be classified according to their use, fire hazard
and the difficulty in dispersal and rescue. A commercial building with an occupied floor more
than 24 meters above the lowest grade. Residential 10 floors (type II) or 19 floors (type I) or
more above grade.
C. United Kingdom: FIRE REGULATIONS (Part B of the Building Regulations) define ‘tall buildings’
as “buildings with a floor at 18m or more above fire & rescue service vehicle access level”:
Essentially this marks the shift from buildings where firefighting is from outside (with
portable ladders and hoses) to those where firefighting is from inside (with firefighting lifts
and stairs, dry or wet risers etc.). London used to have additional fire precautions (LDSA
‘Section 20’) starting for buildings “with a storey or part of a storey at a greater height than
30m [from street level]” which increased the requirements regarding smoke extract, fire
control centres and high fire risk areas. This code is now withdrawn, but still used as a
starting point for fire engineering discussions.
D. In Switzerland ‘batiment élevé’ is defined in the AEAI/VKF Fire Codes 1007-03 as one “where
the upper level is more than 22m above the adjacent ground level used by firefighters, or
more than 25m to the cornice line” (my translation).
E. in Moscow the fire code had special provisions for buildings of more than 50m height (from
Ground Level) and also a true ‘high-rise’ code for buildings of more than 75m height. At first
we were mystified how the Moscow code assumed firefighting from outside up to 75m high,
but a quick google demonstrated that they have some huge fire trucks in Moscow!

INTEREST AT SKYLINE
Rather than a set-back top which recedes from the skyline, the
lightweight and highly transparent extension of the upper tower
creates more interest at the sky, with a balance of transparency to the
sky and sun and the vertical extension of the building form. The
transition of the recessed vertical balcony to a complete slot creates a
distinct figure at the sky.

Alternating vertical lines use setbacks to
emphasize slenderness

Horizontal terraces break up the mass, creating a
more slender form.

PEDESTRIAN SCALE
A reduced podium height relates to pedestrian scale and
contributes to vertical reading of stacked trays.

Compared to the 220’ bulk envelope, the proposed project


uses more proportionally balanced compositions of vertical
and horizontal relief to achieve a better design. The intentions
220’ ILLUSTRATIVE MASSING 75 HOWARD (220’) of both Sections 272 and 263.9 are fulfilled and the overall
volume is smaller than the fully bulk-compliant 220’ version by
11.5%.
