Assisting people to establish a
commercially viable business
How Can NEIS Help You?

NEIS will help you to become an independent business owner by


offering:

 Support: development of a comprehensive business plan with the


support of business experts, ensuring you start your business the
right way!
 Training: in small business management, allowing you to develop the
skills and knowledge to start your business (Certificate IV in New Small
Business, BSB42618)
 Business advice and Mentoring: receive ongoing advice, 5 mentor
sessions and access to business networks
 Income Support: up to 39 weeks of NEIS Allowance and 26 weeks of
Rent Assistance for eligible participants
Eligibility

To receive NEIS support you must meet:

• Personal Eligibility requirements

And your proposed business must meet:

• Business Eligibility requirements


Personal Eligibility

The following eligibility criteria applies:

 Be over 18 years at time of signing NEIS agreement


 Not have received NEIS Assistance in the past year
 Not be an undischarged bankrupt
 Available to complete NEIS Training (full time);
 Able to work full-time in your proposed NEIS Business (minimum
35 hours per week)
 Able to maintain a controlling interest in the business.
Personal Eligibility Differences

Centrelink recipients
• Receive an eligible Services Australia payment. E.G.: JobSeeker Payment,
Parenting Payment, Disability Support Pension, Carers Payment, Age Pension
• Receive up to 39 weeks of NEIS Allowance and 26 weeks of Rent Assistance

Non Centrelink participants


• Working less than 15 hours per week (on average), and have a legal right to
work in Australia.
• Not eligible for NEIS Allowance of Rent Assistance

All recipients have access to:


• Business plan development and support
• Small business training (opportunity to receive a qualification)
• Business advice and five mentoring sessions in the first year of business
Business Eligibility

 Not be currently operating on a commercial basis


 Not based on the purchase or takeover of an existing business
 Be clearly independent, reputable & legal
 Be within your skills/qualifications and experience base of the owner(s)
 Have potential to be commercially viable as assessed by our
organisation
 Able to obtain appropriate business insurance (minimum Public
Liability)
 Be established, located and operated solely in Australia.
Income Support (Centrelink Recipients only)

NEIS Allowance
• $ 559.00 per fortnight (rate subject to incremental change)
• Business Earnings - make as much money as possible through your NEIS
business with no impact on your fortnightly NEIS Allowance (no income testing)
• External Earnings - earn up to the equivalent of 13 weeks of NEIS allowance each
financial quarter from other employment or investment sources.

Rent Assistance (household rent only)


• paid for the first 6 months (26 weeks), must be eligible through Centrelink.
• some recipients continue to be paid Rent Assistance by Services Australia EG:
Parenting Payment Single, or Family Tax Benefit recipients

Parenting / Family Allowance / Low Income Health Care Cards


• Will continue to be paid through Services Australia, and must be re-applied for when
entering a NEIS Agreement.
Temporary COVID-19 Arrangements

At the current time NEIS Participants who sign a NEIS Agreement can
operate their business and:

• Remain on their eligible Centrelink Payment and receive the


Coronavirus Supplement (CVS) while running their NEIS business
Or
• Transfer to NEIS Allowance

We will discuss relevant options with participants closer to the time of


signing their NEIS Agreement
Training Program

• Up to 10 weeks of training
• Approximately 3 days per week, 5 hours per day EG: - 9.30am - 3:00pm
• Days of attendance depend on specific timetable
• 13 week Approved Activity for those with mutual obligations

Training is based on BSB42618 Certificate IV in New Small Business


• Additional assessments completed over a 12 month period to receive qualification.

Business Planning Sales & Marketing
Market Research Taxation & Bookkeeping
Promotion/Advertising Financial Management
Social Media Legal Issues & Insurance
Every Business Needs a Plan

 You will receive help to develop a commercially viable business plan


as part of your training

 The business plan needs to be approved by our assessment team


before you can start your business with NEIS support

 NEIS cannot provide you with start-up funds in the form of loans or
grants

 You will receive support, encouragement, and guidance by skilled


and experienced business people
Business Mentoring
Mentors have diverse business backgrounds, with both generalist
and specialist skills.

Minimum of five sessions of business mentoring

Offer advice and support which is:

 Encouraging

 Professional

 Unbiased

Additional monthly ongoing “business health checks” completed to


offer support and identify any concerns.
NEIS Application Process
Attend an information Session

Complete an application form including support documents

Attend an interview with Holmesglen Business Manager

Receive a formal offer to commence training

Attend training and & complete your business plan

Submit your business plan for final approval (approximately week 9)

Obtain approval and sign a NEIS Agreement for 12 months, pay business
insurance & commence your business

Centrelink clients will then commence NEIS allowance (where applicable)


for the first 9 months of business operations.

• 10 Day Workshop

• Face to face delivery

• Sessions run daily from 10am - 3pm

• Everyday focuses on a different topic

Receive a formal offer to commence a workshop

Attend the workshops over 2 weeks
