Section I: Program Introduction

1.1 Key Facts

 Total PPAF Financing


 FDO is working in two union councils Bait Kaich & Bait Mughlan (Khan Bela) of Tehsil Jalpur
pirwala Distict Multan (Punjab).
 Expected Direct Beneficiaries 28000 Population of the programme area including Male,
Female, transgender, PWD, Minority and Households
 Expected Indirect Beneficiaries Population of the programme area including Male, Female,
transgender, PWD, Minority and Households
 15 square km land in programme area that will be protected from natural disaster through
civil infrastructure schemes
 35 number of civil infrastructures like roads, schools, etc to be protected
 Agreement Duration(January, 2020 t0 April, 2021)
 Scope of interventions

Following are the major activities to be implemented by Farmers Development Organization


(FDO):

Outcome 1: Increased institutional capacities for preparedness to disasters and climatic


shocks in the selected area.
Related activities:
a. Formation of 13 VOs one per infrastructure project
b. Orientating community on disaster risk reduction, early warning system, dry run &
mock drills etc.
c. Preparation of 13 disaster management plans at the village level identifying critical
infrastructure schemes and their location to increase resilience of community
d. Formation of 13 O&M committees

Outcome 2: Increased resilience of target communities through development of relevant


community infrastructure for flood protection.
Related activities:
a. Preparation of social and technical surveys / feasibility report based upon on
prioritized disaster mitigation needs reflected in village disaster management plans
b. Preparation of project proposals containing technical design and cost estimates and
getting it approved by PPAF / Consultants.
c. Facilitation in ensuring community contribution equal to 10% of scope of project
d. Monitoring, verification and processing of contractor claims related to civil work of
13 projects.

 Facilitating 03 training events for 65 O&M committee members on operation and


maintenance of flood protection structures

1.2 Overview / Summary of Progress during the Quarter


PPAF and FDO signed financing agreement on day/month/year. Following are the major activities
completed during this period;
 Staff hiring
 Staff Orientation
 Established the project office in respective Tehsil.
 Area Identification
 FDO conduct the meetings with UC Secretaries of UC Bait Kaich and Bait Mughlan for basic
contacts
 FDO conduct the meetings with BHU staff of twice union councils for basic data.
 FDO conduct the meetings with stack holders and activists.
 Conduct corner meetings to orientate the community.
 FDO plan a BBCM with the help of focal person.
 During BBCM a committee was farmed consist of 20 members (12males & 08 females)
 07 community structures formed.

1.3 Grant Description


FDO is implementing Project titled “Building Resilience to Disasters & Climate Change) in two
union councils Bait Kaich and Bait Nughlan of Tehsil Jalalpur district Multan. Programme is co-
financed by National Disaster Risk Management Fund (NDRMF) and implemented through PPAF and
partner organization. This project is designed to strengthen readiness of the communities through
establishing an institutional framework to mobilize and organize communities, understand their
specific vulnerabilities to natural hazards and design structural and non-structural measures to
reduce and protect against community vulnerabilities. The Project specifically aims to Increase
institutional and physical capacity to reduce the socioeconomic and fiscal impacts of natural hazards
and climate change in two targeted union councils of district Multan (Punjab).

FDO is expected to benefit around 4000 persons directly and 28000 persons indirectly through
construction of flood protection structures. The project is to be implemented over a period of 18
months, ending on 30 April, 2021. FDO and PPAF are co-financing the

1.4 Grant Objective


The overall objective of the Project is to develop resilience of communities in flood-prone
areas and equip them to effectively cope with the impacts of disasters and climate
change.The Project outcome is:“Increased institutional and physical capacity to reduce the

socioeconomic and fiscal impacts of nature hazards and climate change in 2 targets union councils of
district Multan (Punjab)”

1.5 Grant Components


The following table explain the grant components and programme targets;

The infrastructure component is for construction of around 13 flood protection projects with various
types of walls like gabion, concrete, stone masonry, earthen embankment, etc.

Second component is about community training under which 5 beneficiary persons of each project
will give orientation on operation and maintenance of projects in order to enable villagers take
responsibility of completed interventions.

.1 Physical Progress
2.1.1 Initial Contact Building
Project Team initially contacted with the existing focal persons of the targeted UCs
i.e. Bait Kech and Bait Mughal (Khan Bela). For This purpose Project Team
enlisted the key focal persons at community level. Project team coordinated with
social activists and key influential of the areas and briefs them about the project, its
objectives and its expected outcomes. The key contact persons facilitated the team
for the identification of key stakeholders of the community.

.1 Gender & Development (GAP Implementation)


 QPR should mention the number of vulnerable groups which are going to be uplifted after the
proposed interventions, including but not limited to the following:
i. Persons living under the poverty line
ii. Indigenous people (if any)
iii. Transgender
iv. Religious and ethnic minorities
 The section should further include a social and gender analysis, and should fully address how the
vulnerable groups will be part of the project design and implementation. The plan should also
incorporate gender responsive actions that address needs of vulnerable women and men,
gender performance indicators, gender disaggregated targets incorporated in the results
framework and gender responsive development impacts.
 Please include details on the development of Grievance Redress Committees, which is
imperative for the success of any project, in terms of gender inclusion. A structural approach
needs to be implemented, an example of which can be as follows:

1. Formation of GRC with an assigned focal person

2. Screening, assessing and referring the complaint

3. Meetings with the complainant

4. Selection and implementation of a resolution-based approach

5. Settlement of the issue within a specified time period

6. Tracking, documenting and evaluating the entire process

 Finally, an overall Gender Action Plan needs to be developed, that clearly defines proposed
activities, risk mitigation plans, risk responses, monitoring and residual impact, using Output 4 in
the results framework. Please refer to NDRMF’s Gender toolkit for further information available
on its website.

.2 Social Safeguards
Please note that information on the following should be made part of theQPR

1. Explanation on the site selection criteria used.

2. Status of land acquisition or resettlement impacts foreseen during the implementation phase
needs to be discussed.

3. Has there been compensation of any kind made so far?

4. What is the monitoring mechanism for the social compliance?

5. How were the communities involved and made aware of the GRM?

6. Has any social impacts mitigation plan laid out for the implementation phase of the project?

.3 Environmental Compliance
Please note that information on the following should be made part of the QPR

 In QPR, environmental compliance shall be addressed for design and implementation phases
with clear actions.
 Description on environmental compliance budget should be provided in the overall project
budget.
 Progress should be provided on IEE updating for 100% schemes and primary baseline data
(air, water and noise) as per provision of budget line in the project
 Future plans with regards to environmental compliance should be provided.
