Foreword
Our commitment
Standards are relevant in every aspect of society. Standards provide the engine for growth
and development. Therefore, for economic transformation to occur, an enabling standards
infrastructure is a pre-requisite. Standards help to measure the quality of products and
services.
UNBS is committed to advancing standards and allied quality and safety aspects to all
producers and consumers of goods and services. This will involve spreading the knowledge
and application of quality standards to all sectors of the economy.
In order to support government policies and programmes and enhance the competitiveness
of Uganda products, a three-year National Standardization Strategy (NSS) has been developed
based on an ISO Methodology. The strategy seeks to ensure that standards: support current
economic activities particularly those that contribute to the GDP and national exports and
imports. The strategy also addresses social and environmental issues facing the population
such as health, safety and environment protection, insecurity, poor infrastructure and quality
of services, poor skills and unemployment. In addition, the strategy addresses the immediate
needs expressed by stakeholders to ensure enterprise competiveness, productivity and
market access.
This NSS will drive the momentum for quality innovation, production and marketing of
standardized products and services for economic transformation. UNBS is a strategic
development partner for the competitiveness of Uganda’s products and services.
UNBS will work in collaboration with Government Ministries, Departments and Agencies
(MDAs) and other key stakeholders to support the effective implementation of this strategy.
The National Standards Council will facilitate and support UNBS Management to develop
standards identified in this strategy. We appreciate all those persons and institutions and the
Commonwealth Standards Network for the support offered in the development of this first
National Standardization Strategy.

Executive summary
The National Standardization Strategy is the first of its kind to be developed in Uganda. The
strategy provides an outlook of the priorities for standardization in the medium term and is
developed using an ISO methodology that employs four metrics in arriving at the priorities
including the economic (GDP, export, import) impact of the sector, the non-economic (social)
impact of the different sectors, government priorities as envisaged in development plans
and requests for standards made by stakeholders.
The strategy is aligned to the Vision 2040, Draft NDP III areas of focus, NDP II, sector
development plans and operates within the broad context of the Quality Infrastructure as
espoused by the National Standards and Quality Policy. In effect, the implementation plan
directly responds to the priorities of government and stakeholders.
The strategy is as result of robust stakeholder engagement and participation and includes
a mechanism for continual review in order to keep abreast with the changes in priorities by
government and stakeholders.
The main objectives for development of the NSS include ensuring that standards developed
are based on a clear understanding of national priorities in the fields of the economy and
trade, the society, environment; views and interests of stakeholders are given prominence in
standardization; limited national resources are used optimally; the planning of resources for
the implementation of the NSS is realistic and transparent; and commitments under regional
and international agreements are met.
During the implementation of the three-year strategy, 2064 priority standards will be
developed in all the sectors covering Chemicals and Consumer Products, Engineering
and Construction, Food and Agriculture and Systems and Services. The financial resources
needed over the plan period is estimated at UGX 4,556,700,000. This value covers the
operational cost of the developing standards and does not cover costs for staff, equipment
and related expenses such as data generation, training and public awareness. Funding will
be provided by Government as well as potential support through collaboration from MDAs
and development partners.
Annual reviews of the implementation plan will be undertaken to consider emerging requests
from stakeholders, new government priorities and other overriding factors. This review will
also aid in removing items whose development has been completed and include items that
will require review.
1 Introduction
The Vision 2040 interventions are prioritized and sequenced through five year national
development plans (NDPs). The second National Development Plan (NDP II, 2015-2020)
aims at Uganda attaining middle-income status by 2020. This is to be achieved through
strengthening the country’s competitiveness for sustainable wealth creation, employment
and inclusive growth. The Government (2019) is developing the third NDP (NDPIII). The goal
of NDP III is to increase household incomes and improve the quality of life of Ugandans.
In line with the NDPII, the National Standards and Quality Policy (NSQP) has pointed out
five objectives which are relevant to the standards and quality infrastructure as follows:
rationalize, harmonize and strengthen the standards regulatory framework; establish a
framework to enhance coordination and collaboration among standards agencies; develop
and improve standardization and quality infrastructure; strengthen human resource capacity
in standardization; enhance standards and quality awareness and dialogue to improve
compliance; improve conformity to national standards; and support both the public and
private sector entities to comply with set standards.
In addition to the NDPs, the government has elaborated other plans including the government
manifesto, and sector development plans. Government is also committed to meeting other
obligations including aligning programmes to Sustainable Development Goals (SDGs),
gender and equity, youth development and employment creation.
At the regional and international level, Government is also signatory to agreements such as
EAC Common Market Protocol, the African Continental Free Trade Area Agreement (AfCFTA)
and WTO/TBT Agreement which present an important need to harmonize the national
standards and progressively adopt the East African, ARSO and International Standards that
are based on national policies and stakeholder priorities. Such agreements require the
Ugandan Standardization system, structures and processes to be aligned with global and
regional markets requirements.
2 Objectives
T his homegrown standardization strategy takes into consideration the concerns of the
citizens, the obligations and priorities of the government and available resources for
development. This strategy has been developed to address the following objectives:
i. To ensure that standards support current economic activities particularly those that
contribute to the GDP and national exports and imports
ii. To ensure standards address social and environmental issues facing the population such
as health, safety and environment protection, insecurity, poor infrastructure and quality of
services, poor skills and unemployment
iii. To address the needs for standards arising from stakeholder requests in order to ensure
enterprise competiveness, productivity and market access
iv. To align standardization with government plans, priorities and obligations aimed at
transformation of society
v. To facilitate alignment of national standardization activities to regional and international
standardization mandates and obligations while maintaining good citizenship including
membership to regional and international agreements, protocols and conventions
3 Methodology
T his strategy is a framework that is critical in deciding how to use limited standardization
resources to develop priority standards through planning in medium-term perspective
(3-year period). It is envisaged that the effective development of the prioritized standards
would:
• have the greatest positive national economic impact in terms of enabling trade and GDP;
• strengthen national development priorities such as infrastructure, poverty reduction,
industrialization and security;
• have a visible and positive impact on citizens (social impact in terms of livelihoods); and
• be supported by all state and non-state actors whose contribution are recognized in the
priorities and would likely receive strong industry and business support.
A working group consisting of UNBS staff and stakeholders undertook data collection, analysis
and synthesis using the International Organization for Standardization (ISO) methodology for
developing standardization strategies. This methodology provides guidance on sources of
data, steps for collecting, analyzing and synthesizing data; how to rank the sectors to obtain
semi quantitative results that help to prioritize and calculate the required human and financial
resources. The flow of this process is illustrated in Figure 1.
During the development of this document, the following groups of stakeholders were
consulted:
• Government Ministries, Departments and Agencies;
• Private sector associations and enterprises;
• Farmers associations;
• Consumers and Consumer Organizations;
• Academia and Research Institutions;
• Civil society organizations;
• National Technical Committees (TCs)
• National Standards Council; and
• UNBS Staff.

The analysis of government policy priorities is based on the Uganda’s Vision 2040, the NDP II
(2015/16-2019/20), sector development plans, and the draft (2019) NDPIII.
The following ranking criterion based on ISO methodology was used:
Rank 1 – Great importance expected in near future
Rank 2 – Greater importance, if certain conditions are fulfilled
Rank 3 – Some importance expected in medium term
Rank 4 – Some importance expected in long term
Rank 5 – No increase in importance expected
The economic sectors expected to have greater importance according to development
plans are summarized in the Table 5.
For each request an average ranking for the above indicators was calculated as indicated in
Table 6.
The draft National Standardization strategy was also circulated to stakeholders prior to
validation.

A draft strategy was prepared and circulated to stakeholders for final feedback and validation.
Received feedback was then used to prepare a refined final strategy for 2019-2021 and an
implementation matrix.
The strategy projects development of 2064 standards over three years covering Chemical
and Consumer Products (638), Engineering and Construction (665), Food and Agriculture
(428) and Systems and Services (313).
A three year National Standardization Plan (NSP) was generated as detailed in Annex A.
The types of work is also classified as Adoption (Ad), Evaluation of expediency (Ev), Active
participation in the international or regional TC for development of appropriate standard (Ac),
national development (Na) and monitoring of the international and/or regional standardization
activities in the given field (Mo).
Based on the ISO methodology and experience on national standard development process,
TC secretaries and the Technical Working Group on NSS set the man-days rates per standard
per category of work (Ad, Ev, Ac, Na and Mo).
Finally, the workload of TC Secretaries (TO) was calculated by dividing the total number of
man-days per sector to the total number of available working days per 3 years, which is 630
days. The number of available working days per year is taken as 210 days, by taking into
consideration of all week- end days, vacation days, leave days and holidays.
The analyses of human resources requirements reveals a gap in number of staff of more
than 50% of staff numbers. The gaps identified in will require addressing through work load
balancing, skill development, deployment of technology and filling of vacant sections as per
UNBS approved organogram.
The monitoring will identify and document success stories, gaps and lessons to learn. The
results of the monitoring and evaluation will be timed to fit and be useful for the government
budgeting and planning cycle. This will help contribute to the budgets and plans for continued
improvement.
The process supports the entire standardization life cycle which provides for different phases
in the development of standards, their use, the evaluation of their economic, social or other
impacts and follow-up decisions which may result in their confirmation, revision or withdrawal
or other actions such as further capacity-building or dissemination of knowledge and training
to facilitate their use. The standardization activities will follow a typical standardization life
cycle as shown in Figure 3.
