2. What is ADP? Please mention some of the existing policies considered during ADP preparation.

Annual Development Programme (ADP) is the flagship short-term planning document of


Bangladesh Government. It is a tool through which resources allocated among the proposed
development projects so that they can help in achieving the goals and targets of long- and
medium-term national development plans. The document provides a complete list of all the
development projects to be initiated in a certain fiscal year along with allocation.

According to the ADP Guideline, the following polices constitute the base of ADP:

 Allocation of Business Among Different Ministries/Divisions

The budgeted public sector investment for the FY 2022-23 is Tk 2,59,617crore (ADP).

The composition of funding is as follows:

Capital expenditure Tk.1,93,464 Cr.
Financial Assets Tk. 24,643 Cr.

its importance in the national economy, sectoral priorities, and above all, the overall economic
development of the country.

18. Please state the guiding principles for ADP preparation.


a) To include the approved projects determined by the concerned authority with allocation in the ADP.

b) Not to propose any project which is targeted for completion in the RADP in favor of maintaining,
planning discipline and budget management. Besides, it is requested not to propose any time-expired
project dated on 30 June 2019 without time extension in the ADP of FY 2019-20.

c) To enlist the projects separately in the ADP taken to be implemented by own fund of the
Autonomous Bodies/Corporations.

d) To include two different lists of unapproved new and aid worthy projects in the ADP.

e) To send the list of unapproved/ongoing Public Private Partnership projects (PPP) to be included
in a separate list in the ADP.

f) To propose new projects considering the rules of “Allocation of Business” of the


Ministry/Division. To avoid duplication in taking development projects implemented by one or more
agencies in a certain area/locality and to consider regional based balanced development;

g) To prioritize projects related to the climate change adaptation for mainstreaming climate
change in the development process and to ensure projects as taken according to the thematic area of
the climate change strategy and Bangladesh Action Plan (BCCSAP).

h) To give priority to the new link projects taken under the supervision of 30% Public Private
Partnership (PPP) Project. To avoid the proposal for the inclusion of those projects which have the
possibility to be implemented under Private supervision.

i) To prioritize allocation to projects that have national importance, foreign assisted, are
scheduled to be completed in FY 2019-20 as fast-paced projects.

j) To propose allocation for local currency and project aid of projects in consistent with of
Ministries’/Divisions estimated expenditure ceiling provided by the Finance Division under the MTBF.
