MENTORING IN BUSINESS PLAN DEVELOPMENT AND ADVISORY FOR ACCESS TO


FINANCE FOR PDAM DISTRICT OF BEKASI

1. BACKGROUND
Globally, around 750 million people, one in nine, lack access to safe drinking water, while another 2.5
billion people, nearly one in three, lack access to a toilet. Water.org is an international non-profit
organization founded by Gary White and Matt Damon dedicated to ending this global crisis. We seek to
pioneer innovative, market-based solutions to ensure that all people have access to safe water and
sanitation; giving women hope, child health and communities a future. To date, we have reached more
than 37.5 million people in 17 countries with water and sanitation solutions. Water.org works with people
to build financial solutions for underserved households, undercapitalized utilities and growing businesses,
to ensure a healthy and sustainable tomorrow. To achieve this goal, we develop initiatives that target
both people living in poverty and the larger and more scalable institutions that serve, directly and
indirectly, this segment of the population.
WaterConnect Indonesia. Since 2016, Water.org Indonesia has been working with water utilities (PDAM)
and wastewater utility (PD PAL) in Indonesia on implementing WaterConnect program. Currently,
Water.org has established cooperation with 30 PDAMs in Java Island and 1 PDPAL in DKI Jakarta Province
to offer water financing products to improve access to clean water to low-income communities.
Throughout the past two years, the program has produced impressive results and high demand to scale
the program through an “adoption” approach.

2. ASSIGNMENT
Water.org intends to engage consultant firms or groups of individuals with previous experience of working
with PDAMs. Previous experience of assessing development work in the area of water and sanitation would
be an advantage. The selected consultant will be engaged to provide services for PDAM District of Bekasi
on Mentoring in Preparation of Business Plan (BP) and Advisory for Access to Financing Non-Government
Fund.

Assignment Summary
The Consultant will be assisting Water.org Indonesia to provide service for PDAM District of Bekasi on
Mentoring in Preparation of Business Plan and Advisory for Access to Finance (Project).
The scope of work for consultancy work is as follows:
1. Support PDAM Bekasi District to prepare 5 years Business Plan through a series of workshops,
mentoring, consultation, and discussion with reference and scope of design as Ministry of Home Affairs
(MOHA) Regulation number 118-year 2018.
2. Advisory on technical and financial aspect for PDAM access to finance for non-government fund or
collaboration with third party such as B to B, Trade Credit, or others scheme for Tambun and Bungin
Sub-System or depends on PDAM District of Bekasi’s management.
Thus, this assignment will require the following deliverables, but not limited to:
1. 5-year Business Plan Report of PDAM Bekasi District.
2. Final Report for 2 (two) new infrastructures has been done signed contract. The main topics are
as follows but not limited to:
• Work Plan
• Signed contract with related attachments

4. REQUEST FOR PROPOSAL

Water.org aims to hire an individual consultant/s or consulting firm to work with Water.org Indonesia to
implement the Project as described in the scope of work outlined above. The proposal should include a
technical and financial proposal and should be submitted in English, please refer to number 3 Timeline
section for additional information. Applicants may be firms or group of individuals with a designated team
lead. Applicants, at least Team Leader, must exhibit the following qualifications:

• Experts with at least 10 years of experience in the water supply system.


• Demonstrated experience with PDAM and familiarity with the PDAM business process.
• Demonstrated expertise in Technical and Finance specifically in PDAM.
• Demonstrated experience in design of BP and advisory PDAMs for access to finance non-
government funds.
• Having knowledge and experience on mitigation and adaptation to climate change is value-added.

5. BUDGET

The budget proposal must be submitted by the Consultant, and approval of the final budget is fixed and
cannot be negotiated. All budgets will be provided in IDR. Budget notes are encouraged.
Examples are provided with the attached budget template. Consultant must provide budget information
in the attached format, or with any other format that specifies the details of the same. All components of
the tax should be included in the budget. The Consultant will be responsible for paying all the taxes.

A sample of payment terms is by following:


• First tranche – 30% of the contract price – upon signing of the contract
• Second trance – 40% of the contract price – upon submission of the BP draft report package
completion
• Third tranche – 10% of the contact price - upon submission of the BP final report package
completion
• Fourth tranche – 20% of the contract price – upon Final Report for 2 (two) new infrastructures
have been done signed agreement

6. SUBMISSION PROPOSAL

Full proposals must be submitted in English and send it to jsaputra@water.org, copying


positions_indonesia@water.org with “PDAM District of Bekasi: Mentoring Business Plan Development
and Advisory for Access to Finance” in the subject line. Proposal submission deadline is March 27, 2022,
Jakarta Time Zone. Proposals will be examined in turn.
