2. What is ADP? Please mention some of the existing policies considered during ADP preparation.

Answer:

ADP:

ADP means Annual Development Programme. Annual Development Programme means the Annual
Development Plan submitted along with the Annual Budget Statement, which includes the details of
capital and revenue expenditure proposed for the various developmental schemes in the budget for a
financial year.

Existing policies considered during ADP preparation:

During ADP preparation, following policies are considered:

I) Financial policy

II) Industrial policy

III) Agricultural policy

IV) Delta Plan 2100

V) Sectoral policies

VI) Improving life style of people

VII) Digital Bangladesh implementation


3. What is the budgeted public sector investment for the FY 2022-23? Please indicate the composition
of funding.

Answer:

Budgeted public sector investment for the FY 2022-23 = 2,59,617 Crore Taka.

Composition of Funding:

Scheme/5 = 3155 Crore Taka.

Non-ADP Special Project = 7721 Crore Taka.

Annual Development Programme/6 = 246066 Crore Taka.

Non-ADP FFW and Transfer/7= 2675 Crore Taka.

Total= 2,59,617 Crore Taka.

4. Please mention a long term development policy of the government.

Answer:

An example of a long term development policy of the government is -“Making Vision 2041 a Reality:
Perspective Plan of Bangladesh 2021-2041”

The government's Vision 2041, which is a continuation of Vision 2021, aims to carry the development
journey of Bangladesh that Bangabandhu had dreamed of – to end absolute poverty and to graduate into
a higher middle-income status by 2031 and a developed country by 2041.

5. In the equation, Y = C + I + G + X – M, what the Y, C, I, G, X and M stands for?

of IMED should be increased.

Answer:

8th Five-Year Plan of Bangladesh (duration 2021-2025).

The government set targets to bring down the poverty rate to 15.6 percent and the extreme poverty rate
to 7.4 percent during the 8th Five-Year Plan of Bangladesh (duration 2021-2025).

14. Why construction of Padma Bridge is a project?

Answer:

A project is an endeavor that is temporary in nature, that is undertaken to produce a unique product. It
is temporary as it does not exist after product is made. This is because phase before a product is made
includes a project. The budget is Defined for Projects. The stake holders and management, who wish to
get a product made, specify a budget for it. A project is undertaken to create a new kind of product. It
has more risk as it is done for first time. There is a risk of failure attached because specified thing has
never been made before. Padma Bridge has all the properties of project until completing it’s
construction. When this project will be complete it will be turned into operation.

Answer:

In national Budget almost 30-40% is implemented through Project. Civil servants are related to those
projects in different stages. From planning to implementing, monitoring and evaluation stages also. So,
for proper handling with those projects civil servants should be capable in project management.

28. How to define a project?

Answer:

A project is defined as a temporary endeavour undertaken to create a unique product, service or result.
The temporary nature of projects indicates a definite beginning and end.

Project Management is the application of a methodology, knowledge, skills and techniques to effectively
execute a project.
