Air Battle Management / C4ISR Projects - Progress projects & related


activities in the areas of C4ISR, NORAD, Air Traffic Control and Air
battle management.
Core functions:
1. Develop options and define solutions for RCAF C4ISR/air battle

3. Advice on strategic policy;
4. Maintain knowledge and awareness of current and future aerospace
requirements; and
5. Represent DADD and/or RCAF/CAF on applicable NORAD, NATO, and

CAOC Modernization
PHASE PID SCOPE
To deliver a modernized, robust and resilient CAOC weapon system that will support current and future
IP NO C2 requirements with the persistence to oversee activities across all 24 time zones, and provide
effective sustainment of airpower operations across the spectrum of conflict. This will be achieved by

Air Navigation Aid System Replacement (AIRNAS)
PHASE PID SCOPE
Replacement of aging navigation aids (TACANs and NDBs) at CAF Wings and airfields. Both of these
IP NO systems are utilized to ensure RCAF Main Operating Bases (MOBs) and aircrew remain operational.
TACANs are specifically required to ensure navigational capabilities enroute, located at strategically

Voice Switch for ATC Units
PHASE OA SCOPE
​To replace at least 25 Voice Communication Switch and 45 Voice Recorder systems ensuring a key
IP YES capability is maintained to support RCAF flight operations. With the Estimated Life Expectancy (ELE) of

RCAF Cyber MA Mission Statement/Program End State


• The RCAF will develop and deliver, in coordination with the CAF Mission
Assurance Program, a comprehensive Cyber Resiliency Program to maintain air
and space operations’ freedom of manoeuver and accomplish essential mission
objectives in a contested cyber domain.
What problem are we trying to solve?

• Military missions are dependent on cyber-physical


systems.

• The implicit assumption was that our systems would


operate in a fundamentally permissive cyberspace
environment.

• The presence of a maneuvering enemy in cyberspace


that can impact military operations requires an
improved / different approach.

Overall Intent

Keep the impact of adversary cyber exploitation to an


acceptable level through the implementation of a
standardized program to identify, assess and mitigate
cyber risk to mission assurance.
RCAF Way Forward

• RCAF Comd issued an amendment (Frag Order) to the RCAF Campaign Plan to address
Cyber Mission Assurance (CMA) in Apr 2018.
• Initial RCAF CMA Concept has been developed (Jun 2018) and portions validated during
Exercise Cyber Flag 2018
• Next version of the RCAF Campaign Plan will have specific lines of effort identified for Cyber

The road ahead…

• RCAF makes the link between DCO and CMA


• RCAF focus is on the weapon systems and platforms
• Cyber resilience is separate from cyber security
• Airworthiness and readiness
