Salient point of RA 9163

 Republic Act 9163 known as the National Training Program Act of 2001 is an act
established to enhance civic consciousness and defense preparedness of the
youth through trainings and community activities for the youth of nation. (Section
1 and 2)
 The program develops the youths physical, moral, spiritual, intellectual, and
social well-being. It builds a sense of patriotism to individuals, nationalism,
leadership, and improved community involvement. It also helps students to
become well-disciplined and effective youth of the nation. (Section 2)
 The program is composed of three components:
a. Civic Welfare Training services CWTS refers to the programs that
contribute to the general welfare of the community.
b. Literacy Training Service (LTS) is designed to teach the citizen with literacy
and numerical skills.
c. Reserve Officer Training Corps(ROTC) is organized to prepare students
for national defense. (Section 3 and 4)
 All students, male and female, shall enroll in baccalaureate or at least 2 years
associate course are required to complete the NSTP component for an academic
period of two (2) semesters as a graduation requirement. (Section 4,5,6,7 and
14)
 The CHED, TESDA, and DND regional offices have the authority to overlook and
monitor the implementation of the program to make sure that trainings are being
inducted. The three agencies can seek help with other government agencies in
seeing the implementation of NSTP. (Section 10,11, 12)
 School shall not collect fee for the training and activities except for their basic
fee. (Section 8)
 After accomplishing the NSTP, graduates of the CWTS and LTS shall belong to
the National Service Reserve Corps (NSRC) and could be tapped by the state in
times of calamities for literacy and civic welfare activities while graduates of the
ROTC program shall form part of the Citizen Armed Force. (Section 11)
