PROJECT NAME: PROTOTYPE 10 VILLAS AT GIARDINO VILLAGE
1. SCOPE AND PURPOSE
This method statement describes the sequence of works, the precautionary measures,
safety procedures; technical details, and execution of the masonry concrete block works
for Prototype 10 Villas at Giardino Village, The Pearl Qatar.

- Construction Manager:
The Construction Manager shall be responsible for providing the required construction
material and arranging orders and deliveries of masonry concrete block and all related
accessories.Furthermore, he is responsible for providing work schedules and reports for
block work. Other responsibilities of the construction manager include:
- Plan all construction activities on site to achieve the required performance and
ensure all activitiesare complete within the allowed time schedule.
- Ensure all required permits and documents are available and approved to avoid
any work delays.
- Confirm all shop drawings related to the activity are approved by the consultant.
- Ensure all required material and machinery for all activities are available on site
and approved by the consultant.
- Site Engineer:
It is the Site Engineer’sduty to organize the work force in a safe manner and ensure that
safety and protective equipment are being properly utilized. Furthermore, he is
responsible for ensuring all required equipment are in safe and good operational
conditions by coordinating with site supervisors and foremen prior to start of any activity.
He must also ensure that the approved method statement procedure is followed during all
work activities like setting out first block layer, plumb bob verticality, horizontal
alignment of block work, and curing of mortar used for block installation.
- Safety Manager:
The Safety Manager is responsible for organizing safety officers and supervising the
work to ensure all safety aspects are being monitored and controlled at all times. The
safety manager is also responsible for the following:
- Enforce the implementation of the HSE management system in all areas of the
site
- Support the relevant construction supervisors on all HSE matters.
- Ensure all relevant HSE information and training is provided to all personnel
working on site.
- Providing support to site safety officers advising them on safe working methods
and assisting with training of personnel.

- Collaborate with safety officers and supervisors in assessing training needs for
personnel working on site.
- Attend all relevant meetings and coordinate between higher management and site
safety officers.
- Report HSE findings to the relevant construction personnel as well as higher
management.
- Safety Officer:
The Safety Officer is responsible for devising and implementing programs and plans to
safeguard the health and safety of all employees, and to prevent loss or damage to the
existing assets and projects. He is also responsible for:
- Providing support to site safety officers advising them on safe working
methods and assisting with training of personnel.
- Carrying out regular site safety audits and reports and correct unsafe work
practices and potential hazards.
- Investigating and reporting all accidents, near misses, and recommend
prevention measures.
- Ensuring maintenance of good hygienic standards and availability of
safety equipment and first aid treatment.
- Presenting daily safety reports and required documents.
- QA/QC Engineer:
It is the QA/QC Engineer’s responsibility to ensure all activities carried out on site
conform to approved method statements, project standards, approved shop drawings and
project specifications. He is also responsible for submitting and supervising work
inspection requests and coordinating with the consultant.
- Surveyor:
It is the Surveyor’s duty to obtain all data and information required for surveys.
Determine methods to establish survey control. Use appropriate equipment to
completethe assigned task. Keep accurate notes and records to describe and certify
workperformed. Also abide by all Site Safety and Quality Requirements. The surveyor is
also responsible for marking the layouts of block walls and indicating start and end points
of any masonry block structures.
- Site Rules:
- Vehicle and mobile plant operators shall possess a 3rd party certificate and valid
Qatar driving license.
- Safety Induction will be done in accordance with SEC HSE Policy prior to
starting work on site.
- Safety toolbox meetings to be carried out prior to work.
- Before job start, checklist of protective & safety equipment to be use are in order.
Prior to start of any block work activity, the relevant shopdrawings will be submitted to
KEO for review and approval. The shopdrawings will be based on the project IFC
drawings and in accordance to the project specifications. The shopdrawings will indicate
all the details required to proceed with block work activities such as location and height
of block work, openings, and block type to be used.
Survey works:
As per the approved walls layout plan and masonry block shopdrawings, the surveyor
will mark the start and end coordinates of block walls, and the layout of walls on the
casted concrete slab. The first layer of block must fully align with the surveyor
coordinates to avoid errors in block walls lying. Furthermore, an inspection request will
be submitted to KEO to check and approve the surveyor coordinates prior to starting
block laying activities.
Work Methodology:
- Block wall layout will be marked on the casted slab as shown in approved walls layout
plan and shopdrawings. Minor adjustments may be required to match with columns or
walls but such adjustments shall be within the setting out tolerance specified in QCS
2014 Section 13 Part 5 Table 5.1 and shall not have any visible impact.
- Concrete blocks will be laid in accordance with the Project Specification Section 13
Masonry and reference to QCS 2014 Section 13 and approved typical details.
- Starter blocks will be laid on full mortar bedding on casted slab.
- Composition of mortar mix will be class M6 as shown in table 2.1, mortar mixes,
attached below:

- Mortar ingredients will be mixed in mechanical batch mixer for a minimum of 5 minutes
using clean water.
- Mortar which has begun to set or which has been site-mixed for a period of more than
one hour will not be used.
- The succeeding courses will be laid in full mortar coverage on horizontal and vertical
face shells.
- Blocks will be layout in advance for accurate spacing of stretcher pattern with uniform
joint widths and the possible requirement of stiffener column and bond beam as per the
general detail.
- Blocks will be laid in running (stretcher) bond pattern with vertical joint in each course
cantered on units in courses above and below. The horizontal and vertical joints shall be
approximately 10mm.
- Corners will be bonded and interlocked at each course of each leaf.
- Wherever inevitable to lay cut piece, concrete blocks will be cut using motor-driven saw
or water jet cutting machine, designated location will be prepared for cutting blocks and
area will be barricade & exhaust facility to be provided for dust control. Cut piece less
than 100 mm will be avoided at corners and jambs locations.
- Each block is to be adjusted to its final position in the wall whilst mortar is still plastic.
Any block which is moved after the mortar has been stiffened shall be removed and re-
laid with fresh mortar.

- Joints on wall’s face will be left to stiffen slightly (thumb print hard) and then be firmly
compacted with a jointing tool and struck off flushed to the wall line.
- Wherever required, the frequency and details of bond beams and stiffener columns will
be as shown on the approved block works general details drawing. Which is stiffener
column spacing will be not more than 4.0 M and bond beam shall be installed if block
work height exceeding 3.00M.
- Expanded metal mesh, Galvanized steel fish tail ties shall be fixed every 3 rd layer of the
blocks using gunshot anchors as detailed on the General detail drawing.
- Cavities/ Cells of hollow blocks will be filled solid with mortar in the following
situations;
(a) Jambs of all openings
(b) Ends, angles and junctions of walls and partitions
(c) Junctions of walls and partitions with columns
(d) At sills
(e) At tops of partitions, if so specified
- The filling to courses of hollow blocks mentioned on the above situations will be
supported on a strip of expanded metal mesh embedded in joint below.
- When stopping work, half masonry unit length will be racked back in each course and not
be toothed.
- When resuming work, exposed surfaces of set masonry will be cleaned and loosed
masonry unit and mortar will be removed prior laying of fresh masonry.
- Lintel beams will be in-situ concrete, light weight precast lintel beam or metal channel
lintel the lintel bearing to be extended in the blockwork min by 20cm or as per the
manufacture recommendation.
- Formwork shall be installed for stiffener column using ply wood connected in-between
the block work and to be nailed properly. 2number of support shall be provided in both
sides, one at the top and one at the bottom of the stiffener column.
- Lintel beam/bond beam and stiffener column concrete will be carryout as per the
approved method statement

- Completed block work tolerance should not exceed as per QCS2014 section 13 sub
clause 5.3.1. table 5.1
- Shaft and opening area will be barricade under the opening area and opening area will be
covered with plywood under the slab level.
- All the MEP services cutting shall be carried out using disc cutting machine and will be
break using low speed Hilti/Manual chisel.
- After installation of the MEP service chiselled area will be repaired with approved repair
material.
- The entire completed block to be cured with water/moisture for 3 days as per the
specification and QCS2014 Section 13, Part 1, Cl: 1.5.1.4 requirement.
External Masonry Block Works:
- For external masonry block work activities, the same procedure mentioned above will be
used with implementation of the following provisions:
o All block work accessories including, but not limited to, expanded metal mesh,
coil lath, architrave beads, and wall ties and angles used for external works will be
stainless steel rather than galvanized iron.
o Cavity wall will consist 1 layer of solid block (150mmx400mmx200mm) at the
external part of the wall followed by a 50mm cavity with insulation. The internal
part of the wall will consist of 1 layer of hollow block (150mmx400mmx200mm).
Insulated Masonry Block:
With reference to project specifications, section 13, part 4.4.5, the walls of the covered
upper roof area shall be 150mmx400mmx200mm insulated block.
- During the activity all staff must be aware of the ERG for that activity. The Emergency
Response Guidelines are outlined, explained, and reviewed during safety inductions. In
the event of an Injury during this task the HSE Officer shall ensure that first aid treatment
is available for the activity. The casualty shall be treated at the scene in the first instance.
Should further treatment be required, an ambulance should be called immediately by the
HSE officer at the incident, emergency contact information will be posted on various
areas on site and should be clearly visible. (Emergency telephone number: 999)
- In the unlikely event that somebody is struck by debris or the Plant/Equipment itself the
casualty shall not be moved at all unless there is an immediate threat to life by the
location they are in or by the nature of the injuries sustained. Emergency ambulance shall
immediately be called to the scene; in the meantime the Primary First Aider shall ensure
the stability of the casualty. Names & Contact details should be available.
- In the event of a fire during the activity then the fire extinguishers at the scene should be
used to tackle the blaze if possible, all un required staff should be evacuated from the
location to a pre agreed location at the start of the activity. Local fire departments should

be called immediately to assist. All engines and electrical sources should be switched off
and isolated.
- During in any emergency, all other activities in the area shall immediately be stopped
until advised otherwise by the Senior Staff at the scene. Once the emergency has been
evaluated and the immediate threat is controlled the Project Management must be
informed of the incident or accident, this should include SCEand KEO/UDC Consultant.
- The scene should be sealed, either by staff or barriers if possible to ensure that his area
remains the same for photographs and other investigation steps that may be required.
Depending on the nature and severity of the incident the Police may be required to
attendthe scene and to carry out their own investigation.
- For investigation purposes all people who were involved in the activity are to identify
themselves to the HSE Officer to assist in the investigation and all the details of the
incident to be properly recorded & documented.
- All staff involved in the activity must be aware of this ERG prior to the start of work.
