BACKGROUND OR BRIEF LITERATURE REVIEW OF THE PROBLEM

Introduction

Every nation needs people who would cooperate, a people who would follow the rules
and regulations of the country being implemented. Stay at home, washed your hands often by
using soap and water or alcohol-based hand rub, maintain a safe distance from anyone especially
to those who are coughing or sneezing and wear a face mask; don’t touch your eyes, nose or
mouth. Following these precautions are a big help to each one of us not to be able to spread the
virus that could happen that a lot of people will be infected.

In this case, the government’s responsibility is a need for the country to survive in this
Covid-19 pandemic and to sustain every family in the country no to starve to death due to
lockdown. Enhance Community Quarantine or ECQ is being administered in which localities
under this thing are generally ordered to stay at home and restricted from traveling to other
cities/barangays. However, the barangay government can issue quarantine passes allowing
residents to buy essential goods outside within the curfew hours and barangay jurisdiction. Only
one person of a family member can have that pass and violators to this will face the
consequences.

According to Lian Buan - Rappler.com "Based on our data, if the ECQ is lifted
prematurely, we will be faced with another wave or a surge in transmissions that is certain to
squander our gains forcing us to make further costly interventions and increasing the total
economic cost and the number of lives lost”. This is coming from the research that was published
by the University of the Philippines (UP) Mathematics professor Guido David, UP Political
Science Professor Ranjit Singh Rye, and Maria Patricia Agbulos, all of whom are fellows of
research firm OCTA Research.

The number of confirmed coronavirus patients in the country reached 10,610, as the
Department of Health (DOH) reported 147 new cases as of 4 pm on Saturday, May 9. The
agency reported 8 new fatalities, bringing the total death count to 704. Meanwhile, 108 more
patients have recovered from the disease, bringing total recoveries to 1,842. Of the 147 new
cases, 123 or 84% were from the National Capital Region. (JC Gotinga – Rappler.com)
One of the main roles of the government is to impose a law that protects people. The said
task plays a huge role in the safeties of people in the country, in this time of a pandemic
outbreak. The Philippines are already flattening the curve in its fight against the novel
coronavirus. However, on the report of Pia Ranada –Rappler.com, she said that the epidemic
curve or the number of daily new cases reported by the DOH continues to move upward.
Graphing the 5-day moving average of the new cases per day also shows a line moving up,
instead of down. “We can see that the red line starts low on March 7 but soars on April 3, goes
down, then goes up again. So it's not going down, it's not flattening.

Furthermore, the country needs to be responsible, the people needs to be responsible

within their selves.
