SUBJECT: To adopt a resolution which reflects the 2020 Race Days for the 2020 Grand Prix
Automobile Race starting on October 22, 2020, ending on October 25, 2020.

EXPLANATION: Pursuant to the City’s Agreement with Green Savoree Racing Promotions,
Inc. to produce and conduct an annual automobile race on city streets and public lands, City
Council adopted Ordinance No. 702-G on December 9, 2004, for a racing event under State
Statutes, establishing a Race Zone (e.g. areas inside the event) and a Clean Zone (e.g. areas within
a one block distance outside of the Race Area). Ordinance No. 1013-G, adopted on March 17,
2011, gives City Council the authority to adjust the race dates via resolution. The proposed
resolution amends the Race Days for the 2020 automobile race to reflect a start of October 22,
2020, ending on October 25, 2020. Green Savoree Racing Promotions, Inc. has already run two
IndyCar race events during the Covid-19 pandemic. A detailed safety plan is in development
specific to the St. Petersburg race event, a document that will continue to evolve tied specifically
to process regarding Covid-19. Attached is a summary of precautions and preparedness to be in
effect during the race event.

RECOMMENDATION: Administration recommends City Council approve the attached


resolution.

A RESOLUTION PURSUANT TO SECTION


THREE OF ORDINANCE NO. 702-G, AS
AMEMDED, ESTABLISHING RACE DAYS
FOR THE 2020 FIRESTONE GRAND PRIX OF
ST. PETERSBURG DURING WHICH RACE
ZONE AND CLEAN ZONE REGULATIONS
AND OTHER REGULATIONS ARE IN
EFFECT; AND PROVIDING AN EFFECTIVE
DATE.

WHEREAS, the City Council adopted Ordinance No. 702-G in December, 2004 which established
a Race Zone and a Clean Zone and regulations to be in effect in each during the Grand Prix of St . Petersburg;
and

WHEREAS, Section Three of Ordinance No. 702-G establishes the Race Days during which these
Race Zone and Clean Zone regulations and other regulations shall be in effect; and

WHEREAS , Section Three of Ordinance No. 702-G was amended by Ordinance No. 1013-G in
March, 2011 to allow City Council to change Race Days by resolution; and

WHEREAS, Section Three of Ordinance No. 702-G was amended in March, 2015 to allow City
Council to establish Race Days by resolution; and

WHEREAS, the 2020 Firestone Grand Prix of St. Petersburg scheduled for March 12, 2020 through
March 15, 2020 was cancelled due to Novel Coronavirus Disease 2019; and

WHEREAS, many sporting events that were cancelled in the spring of 2020 were rescheduled to
the fall of 2020, including the Firestone Grand Prix of St . Petersburg; and

WHEREAS, the 2020 Firestone Grand Prix of St. Petersburg is scheduled for October 22, 2020
through October 25, 2020.

NOW, THEREFORE BE IT RESOLVED by the City Council of the City of St . Petersburg, Florida
that pursuant to Section Three of Ordinance No. 702-G, as amended, the Race Days for the 2020 Firestone
Grand Prix of St . Petersburg are hereby established to be October 22, 2020 through October 25, 2020, and
the Race Days shall begin at 12:01 a.m. on October 22, 2020 and end at midnight on October 25, 2020.

BE IT FURTHER RESOLVED by the City Council of the City of St. Petersburg, Florida that the
Race Zone and Clean Zone regulations and other regulations shall be in effect as set forth in Ordinance No.
702-G, as amended .

This resolution shall become effective immediately upon its adoption.

Dear Mayor Kriseman:

Green Savoree St. Petersburg LLC (“GSSP”) appreciates the on-going guidance provided by
the City of St. Petersburg and the State of Florida, and with careful consideration, it presents the
following written submission to host the NTT INDYCAR SERIES at the Firestone Grand Prix of
St. Petersburg with limited spectators in attendance.

GSSP's plan has been designed to exceed the COVID-19 health and safety protocols
recommended by the CDC, the State of Florida and City of St. Petersburg in every way. The
Firestone Grand Prix of St. Petersburg is unique and an ideal facility for fan separation because
it sits on a massive outdoor, open-air venue on downtown city streets. GSSP’s proposed
request is to allow only 20,000 spectators to attend ​the Firestone Grand Prix of St. Petersburg
event on October 23-25, 2020. The basis for this request is as follows:

1. The Firestone Grand Prix of St. Petersburg event site is comprised of an 84 acre,
3,659,040 square foot, open-air venue, built around a 1.8-mile race track. Approximately
24 acres is used for the race track, its paddocks and Al Lang Field, leaving
approximately 60 acres, or 2.5 million square feet of available fan space. This immense
space allows the proposed 20,00​0 sp​ectators to each exceed approximate​ly 11 feet of
social distancing​ under our plan, almost double the CDC guideline.

2. Green Savoree St. Petersburg will adhere to the following COVID-19 requirements:
● Messaging will be sent in advance to all spectators outlining what to expect, and
reinforcing health assessment questions.
● Health screening questions and temperature checks will be conducted on all
spectators and competitors before entry is permitted.
● Masks/facial coverings will be required at all times (Facial coverings will be
provided if necessary.).
● Social distancing in excess of the CDC guidelines will be strictly maintained.
● Seating will be assigned with distancing between groups in all grandstands, and
enforced with markings and signage in general admission areas to separate
groups and adhere to distancing requirements.
● Hand sanitizer stations and hand washing stations will be pervasive throughout
the site.

● All competitors will be separated (bubbled) from the public spectators in advance,
upon arrival and during attendance. (Pit lane and competitor paddocks will be
closed to spectators.)
● Additional space will be added in the open-air suite structure to accommodate a
two-way aisle and expand adding approximately 35% in area to each suite to
accommodate distancing between guests.
● Cleaning and sanitation teams will be on-site constantly cleaning and disinfecting
high touch areas throughout the event.
● Messaging throughout the facility via signage, videoboards, public address, plus
email and social media will reinforce the protocol messaging and also will be
posted online in advance at gpstpete.com/covid19.
● We have designated two long-time Green Savoree employees to serve as
Designated Compliance Officers to ensure thorough implementation of and
adherence to the Opening Plan, Procedures and Protocols.
● We will continue to work with the City of St. Petersburg on the review,
recommendation, implementation, and execution of the Opening Plan,
Procedures and Protocols including site visits as deemed necessary.

We believe and are confident that our Opening Plan, Procedures and Protocols will adequately
protect all participants, staff, attendees and all involved with the event, and therefore, we
request your review and approval.
