LIFESTYLE-RELATED DISEASES PREVENTION AND CONTROL

PROGRAM

A. Description
Non-communicable diseases (NCDs) include cardiovascular conditions (hypertension,
stroke), diabetes mellitus, lung/chronic respiratory diseases (CRD) and a range of
cancers which are the top causes of deaths globally and locally.
In the Philippines, deaths related to NCD are attributed to (WHO Report on NCD
Country Profile 2014):
◦ Cardiovascular diseases (33%)
◦ Cancer (10%)
◦ Diabetes (6%)
◦ CRD (5%)

B. Vision
 A Philippines free from the avoidable burden of non-communicable diseases
(NCDs)

C. Mission
 Ensure sustainable health promoting environments and accessible, cost-
effective, comprehensive, equitable and quality health care services of the
prevention and control of NCDs, and guided by the principle of “Health in All,
Health by All, Health for All” whereas:
 Health in All refers to Health in All Policies,
 Health by All involves the whole-of-government and the whole-of-society,
and
 the Health for All captures Kalusugan Pangkalahatan (KP) or the
Universal Health Care

D. Objectives
1. To raise the priority accorded to the prevention and control of non-
communicable diseases in national, regional and local health and development
plans 
2. To strengthen leadership, governance, and multi-sectoral actions for the
prevention and control of non-communicable diseases
3. To reduce modifiable risk factors for non-communicable diseases and underlying
social determinants through creation of health-promoting environments
4. To strengthen health systems and increase access to quality medicines, products
and services, especially at the primary health care level, towards attainment of
universal health coverage
5. To promote and support research and development for the prevention and
control of non-communicable diseases
6. To monitor the trends and determinants of non-communicable diseases and
evaluate progress in their prevention and control

I. Cardiovascular Diseases
 A group of disorders of the heart and blood vessels and they include Coronary
Heart Disease, CerebrovascularDisease, Peripheral Arterial Disease, Congenital
Heart Disease, Hypertension, Deep Vein Thrombosis, Pulmonary Embolism and
many others.

Risk Factors
Modifiable Risk Factors: Non Modifiable Risk Factors:
- High blood cholesterol - Age
- High Blood Pressure - Gender
- Physical inactivity - Genetic Factors
- Obesity - Race and Ethnicity
- Smoking
- Diabetes Mellitus

II. Diabetes Mellitus


 A chronic disease that occurs when the body cannot effectively use the insulin
it produces

Risk Factors
Modifiable: - High cholesterol
- Obesity - Hypertension
- Sedentary lifestyle
- Glucose intolerance Non-modifiable:
- Excessive consumption of fatty - Family History
acids - Ethnicity

III. Cancer
 Abnormal cell growth with the potential to invade or spread to other parts of the
body.

Risk factors
-smoking -physical inactivity and obesity
-excess alcohol consumption -environmental and occupational

-unhealthy diets

exposures to carcinogens
informing the public on healthier food choices.

2. The Philippine Package of Essential NCD (PhilPEN) Intervention of the integrated


management of hypertension and diabetes is being implemented nationwide. This is
being supplemented by developing the DOH Hypertension and Diabetes Health Clubs
in primary health care facilities which will ensure continuity of care and provision of
NCD drugs. A registry of hypertensives and diabetics was also developed and is
maintained by the department.
 DOH Hypertension and Diabetes Health Club
 Launched last 2016
 This club enhances the initiatives in addressing the NCDS and serves as a
support group in communities to disseminate and ensure that appropriate
management is provided to all.
 To be part, clients need to consult the nearest health center or primary
health care facility to undergo assessment, screening and management
using the Philippine Package of Essential NCD Intervention (PhilPEN).
 Members can access DOH drugs for hypertension
(Losartan/Amlodipine/Metoprolol) and diabetes (Metformin). They will
also benefit from activities promoting healthy lifestyle.
3. Training on Diabetes management using Insulin for Regional Offices and LGU
4. Provision of NCD drugs through the Medicine Access Programs (Breast Cancer,
Childhood Cancer, Colon and Rectum Cancer, Insulin, NCD maintenance medicines
for hypertension and diabetes)
5. Training on cervical cancer screening using visual inspection using acetic acid (VIA)
among health care workers started in 2013 and on-going. Monitoring of trained
institutions started in 2014.
6. NCD indicators are integrated in existing DOH current performance reporting
systems like Field Health Service Information System, Local Government Unit
scorecard
7. Support for proposed legislative bills focusing on addressing the harmful effects of
alcohol consumption, and integrating palliative and hospice care into the health care
system
