MODULE 6A (FOR SCHOOL HEADS): MONITORING AND

EVALUATION OF LEARNING DELIVERY


MODALITY IMPLEMENTATION
It is time to establish the measures to track your School’s progress in the
delivery of the Most Essential Learning Competencies (MELCs) through your
chosen learning delivery modalities (LDMs). As a leader, keeping an eye on
your progress will enable you to make timely decisions to address challenges,
leverage on opportunities in an efficient and effective manner, and provide
relevant support to your teachers.

This Module will walk you through the process of planning the monitoring and
evaluation (M&E) of your LDM implementation, and identifying your measures
of success.

MODULE OBJECTIVE 

By the end of this Module, you will be able to carry out the M&E of the implementation of the
LDMs adopted by your School.

LESSON 1: BASIC M&E CONCEPTS AND KEY RELATED FRAMEWORKS

By the end of this lesson, you will be able to:


1. define M&E
2. describe two frameworks relevant to M&E: Theory of Change and
Kirkpatrick’s Levels of Monitoring and Evaluation of Training
3. relate the two frameworks as they apply to LDM implementation

ACTIVITY 1.

1. Before we define what M&E is, let us first get familiar with some frameworks or
guiding concepts and principles involved in M&E, specifically, Theory of Change
and Kirkpatrick’s Levels of M&E of Training. Visit the following websites to read
about Theory of Change and Kirkpatrick’s Levels of M&E. You may also check other
websites to further understand these concepts and the related principles.

b. Kirkpatrick’s Levels of M&E of Training:

2. Reflect on the following questions:
a. What are the similarities between Theory of Change and Kirkpatrick’s Levels of
M&E? Write your answer in your Study Notebook.
b. How are the two frameworks related? Use the Thought Organizer for Lesson 1,
Activity 1 to help you correlate the key elements of the two frameworks.

ACTIVITY 2.

1. Open the Thought Organizers for Module 6A file.


2. Read through the definitions of “monitoring” and “evaluation?” Search online for
more definitions of these two concepts. Check out the common words among the: (a)
definitions of monitoring and (b) definitions of evaluation. Connect the common words
to write your own one-sentence definition/description of each of the following:
a. monitoring
b. evaluation
c. relationship between monitoring and evaluation

Use the Thought Organizer for Lesson 1, Activity 2 for this activity.

ACTIVITY 3.

Conduct LAC Session 11. In this LAC Session, discuss answers and thoughts on the questions
in Activities 1 and 2 in this lesson. You may refine your answers as you go through the
discussion. Jot down any insights in your Study Notebook.

1. What are the similarities between Theory of Change and Kirkpatrick’s Levels of
M&E? How are they related? Use the Thought Organizer for Lesson 1, Activity 1 to
help you discuss the key elements of each framework.
2. How would you define “monitoring” and “evaluation?” Use the Thought Organizer for
Lesson 1, Activity 2 to help you discuss your own definitions.
3. How can you use Theory of Change and Kirkpatrick’s Level of M&E for the M&E of
your LDM implementation?

Set a date and time for LAC Session 12, which you will hold at the end of Lesson 2.

LESSON 2: M&E FRAMEWORK AND PLANNING

By the end of this lesson, you will be able to:


1. discuss the framework for the M&E of your implementation of your chosen
LDMs
2. prepare an M&E plan
3. discuss how M&E data will inform your decision-making on any necessary
changes and adjustments to your LDM implementation

ACTIVITY 1.

Study the LDM Implementation M&E Framework.

Reflect on this question: What elements of LDM implementation do you need to monitor and
evaluate? Write your answers down in your Study Notebook.

ACTIVITY 2.

1. Open the M&E Plan Template file. Go over it carefully and accomplish all of the
sections.
2. Answer the following questions using the Thought Organizer for Lesson 2, Activity 2.
a. What developments or situations will make you consider changing the LDM of
your School?
b. What M&E data will you need to make this decision?
c. What issues or constraints do you foresee arising if you change the LDM of your
School?

ACTIVITY 3.

Conduct LAC Session 12. In this LAC Session, do the following:


1. Discuss the M&E elements as indicated in the M&E Plan Template. Make adjustments
to your M&E Plan based on the discussion, as needed.
2. Discuss your answers to the questions in Activity 2 using your Thought Organizer.
Write down in your Study Notebook any interesting ideas or insights prompted by the
group discussion.
3. Submit your School M&E Plan to your LAC Leader who, after checking your
submission, will then submit it to the Schools Division Superintendent for
consolidation and further action, if necessary.
4. Schedule LAC Session 13, which you will hold as you go through Module 7A.
