1. Special Arrangements Due to Coronavirus Disease 2019 (COVID-19)

因應 2019 冠狀病毒病(COVID-19)的特別安排

The epidemic situation of COVID-19 in Hong Kong is still serious and various strict epidemic
control measures are still in place. Experts have suggested that the pandemic may extend
beyond 2020, while we understand that the operation schedule of schools has been substantially
affected. After careful assessment and consideration on the situation, the Association decided
to make changes to the 73rd Hong Kong Schools Music Festival as follows:
本港的 2019 冠狀病毒病疫情依然嚴峻，各項防疫措施仍然嚴格。專家指出疫情或會跨越
2020 年，而本會也得悉學校的行事日程也受到顯著影響。就此，協會經過審慎評估並考
慮後，決定於第七十三屆香港學校音樂節中改動如下：

 Video Submission Mode 「錄影模式」

After consulting the Education Bureau and representatives of school sectors, the
Association will replace live performances in the Music Festival by a “Video Submission
Mode”, with adjudicators adjudicating videos of students’ performances to ensure safe
participation for students, teachers, parents and adjudicators (local and overseas).
協會徵詢了教育局及教育界代表的意見，決定將音樂節的比賽模式由現場表演改為
以「錄影模式」進行，由評判評審參賽者錄影片段，以確保學生、老師、家長和評
判（包括本地及海外）在安全的環境參與音樂節。

 Class Arrangement 項目安排

Only Solo and Duo classes will be held while Group classes will be cancelled in 2021.
Such arrangement is to minimise the gathering of a large number of students during
practices and competitions. We sincerely hope for your understanding on this decision.
協會於 2021 年只舉辦個人及二人項目，並停辦團體項目。此項決定的原因為減少學
生因訓練或比賽時聚集的機會，我們懇請大家理解。

 Although the future is uncertain, the Association strives to organise the Music Festival
through the new format. We hope you will understand and do your best to assist the
students to take part in the Festival, so that they still have the opportunity to perform as
well as benefit from the whole process.
雖然未來仍不明朗，協會仍會盡最大努力以新模式舉辦音樂節，希望各位會員理解
並支持，同時盡力協助各學生參與，讓他們於新的模式下仍有演出機會，並且在過
程中獲益。

2. Rules and Regulations for the “Video Submission Mode”「錄影模式」專用的「比賽章程」

As the mode of the Music Festival is changed, the Association will set out the Rules and
Regulations dedicated for the new mode. Major contents include but not limited to:
因應音樂節模式改變，協會將特別為此訂定專用的「比賽章程」，當中主要內容包括但
不限於：
 The submission procedures of the Video Submission Mode
錄影模式的提交程序
 The video requirements of the Video Submission Mode
錄影模式的影片規格
 Related rules and regulations regarding the Video Submission Mode upon particular
classes
個別項目就錄影模式的相應章程
 Introducing a Force Majeure provision to state that if there are any circumstances over
which the Association has no control of which causes the cancellation of the Festival
competition(s), the competition fees will be refundable proportionally after deducting all
expenses reasonably incurred for the preparation of the Festival competition(s).
引入「不可抗力」條文，訂明如發生任何協會不能控制的行為令賽事取消，協會會
先從已收報名費扣除所有因準備賽事而合理地招致的開支，然後再按比例退回餘下
的報名費。

Details of the Rules and Regulations will be released on the Association website by early
October 2020.
協會將於 2020 年 10 月上旬於網站公布此「比賽章程」，敬請留意。

 3. Syllabus 比賽目錄
3.1 Please refer to the new Music Festival Syllabus which will be available on the
Association website from 28 August 2020. Please note that the Class requirements of
some Classes will be adjusted due to the Video Submission Mode.
最新的音樂節「比賽目錄」將於 2020 年 8 月 28 日在協會網站公布，而部份項目會
因應錄影模式而相應調整，敬請留意。

3.2 Starting from 29 October 2020, the printed copy of the Syllabus will be available for
collection at the Association by members on presentation of their valid original
membership card.
由 2020 年 10 月 29 日起，會員可憑有效會員證正本，到協會領取「音樂節比賽目錄」
一本。

4. Entry Fees 報名費

Adjustments have been made to the entry fees of the upcoming Music Festival. Please refer to
the Syllabus for details.
來屆音樂節的報名費已作調整，詳情請參考比賽目錄。

5. Enrolment Dates 報名日期

Due to the pandemic, the enrolment of the 73rd Music Festival will be delayed to November
2020 to allow members more time to handle matters on enrolment. The enrolment dates are
as below:
因應疫情影響，為讓會員有更多時間處理報名事宜，第七十三屆音樂節的報名時間將延
遲到 2020 年 11 月。報名日期如下：

Furthermore, the schedule of the Festival events will be adjusted under the “Video Submission
Mode”. Please refer to Annex I “Important Dates to be Noted”, which will also be available
on the Association website from 28 August 2020.
音樂節的日程也因應「錄影模式」相應調整，請參閱「重要日期一覽表」（見附件一）。
上述附件也將於 2020 年 8 月 28 日在協會網站上公布。

6. On-line Enrolment System 網上報名系統 (OES)
In order to avoid overcrowding and reduce the risk of the spread of the COVID-19, we strongly
encourage members to use the OES for enrolment. The following supporting measures for
members are in place:
為避免人群聚集及減低新型冠狀病毒病傳播的風險，協會呼籲會員使用網上報名系統
(OES) 報名。協會為會員提供以下支援：

 The “OES Technical Support and Exchange Platform”

(www.hksmsa.org.hk/oes_forum.html) is available for members to exchange tips on using
the OES and raise questions.
會員可以通過連結 www.hksmsa.org.hk/oes_forum.html 進入「OES 技術支援及交流平
台」，分享使用 OES 的經驗並提問。
 Guidelines and demo videos of OES are also available in the Members’ Area on our
website.
會員也可於協會網站的「會員區」瀏覽使用指南及教學短片。

A designated hotline for OES (telephone number: 6548 5466) is available until 11 December
2020.
有關網上報名的查詢，可致電特定熱線（電話號碼：6548 5466），此號碼有效至 2020 年
12 月 11 日。

7. Update of Festival News 消息發放

 Association Website 協會網頁
To allow our members and competitors access the most updated information of the
Festival easier, we have rearranged the webpage layouts on the Association website. A
public page on the Special Arrangement for the 73rd Music Festival will be created for
presenting all information regarding the special arrangements for the Music Festival due
to the COVID-19 and “Video Submission Mode”. The page will start to operate from 28
August 2020.
為使會員及參賽者更易獲得最新資訊，協會網頁版面已重新整理，並特設公開專頁
上載所有第七十三屆音樂節因應「2019 冠狀病毒病」及「錄影模式」而設之特別安
排。該專頁將於 2020 年 8 月 28 日啟動。

 Music Festival Circulars 音樂節通告

The Association issues circulars to members from time to time to provide them with
important / updated information. Members should study each of them.
協會不時發出通告向會員提供重要／最新資訊。會員必須細閱每份通告。
With the membership number and the password, members can log in to the Member’s
Area on the Association website to access the circulars any time.
會員可隨時以會員編號及密碼登入協會網站的「會員區」查閱通告。

8. Precautionary Measures Taken by the Association Office 辦事處防疫安排
To safeguard the health and well-being of the visitors and staff members of the Association,
the Association has enhanced the epidemic control measures at the Association Office as
follows:
為保障訪客及協會職員健康，協會辦事處現已提升辦公室防疫措施如下：
 All visitors entering the Office must wear a mask
所有訪客進入辦事處必須配戴口罩
 Temperature of the visitors will be taken
為訪客量度體温
 The Office provides alcohol-based hand sanitizer
提供酒精搓手液
 One should not attend the Office in person if he or she is unwell
如有不適，請勿親臨辦事處
