Pre-competition Reminder

Date : 2 November 2022

The 74th Hong Kong Schools Speech Festival is to commence soon. The competitions will be
conducted in “Video Submission Mode” to ensure that students, teachers, parents and
adjudicators participate in the activities in a safe environment. Members are advised to take
note of this reminder and dissimilate the information to responsible teachers, competitors and
parents.

1. Rules and Regulations

Before submitting the “Video Submission Form” to the Association, members / competitors
must study and observe the Rules and Regulations including Annexes 1-3. If they are found
to have violated the Rules and Regulations at any time, the violation may result in:
(i) disqualification; or
(ii) only comments being given but no marks / grades or certificates being awarded; or
(iii) marks / grades being affected.

2. Entry Form Receipt (EFR) and Competition Notification (CN)

2.1 Starting from 10:00 a.m. on 2 November 2022, members can download the Entry Form
Receipts (EFR) and Competition Notifications (CN) of the students they entered to the
Festival in the Member’s Area on the Association website. Please distribute both
documents to the competitors.
2.2 The Reference Number and Validation Code are printed on the CNs. Members
should download and distribute the CNs to the competitors at the earliest convenience
for their recording of competition videos and submission of the videos. Members
must distribute the CNs with prudence, and remind competitors to keep the CN as
an important document.

3. Video Shooting Reminders

3.1 Competitors shall follow the below order in recording the video:
(i) Announce their names and class code according to the enrolment e.g. Chan Tai
Man, Class U18.
(ii) Announce the title and the author of the piece.
(iii) Perform the whole piece once.
3.2 Competitors must follow all requirements listed in Part 4 “Specifications of Video
Recording” and Part 5 “Procedures for Submission” of the Rules and Regulations to
record the video, including but not limited to:
 The video must be a single, continuous shot video footage. Competitor must not stop or
pause the camera during shooting.
 The resolution of the video must not exceed 1080p (1920 x 1080).

 The video submitted must be in one of the following formats: MP4 or MOV.
 The file size must not exceed 2GB.

4. Video Submission Reminders

4.1 This year there are over 110,000 entries. The Association expects an extremely high
volume of upload traffic towards the deadline, and in the afternoons and evenings,
which may limit the access, delay or impede video upload. While the Association
would work closely with the platform provider in monitoring the upload traffic and
make necessary adaptation, please start submitting the Form early to avoid the peak
traffic. Any late submission, regardless of reasons, will not be accepted. No
alternative arrangement would be made.
4.2 Members / Competitors should fill out the related information, upload the video and
submit through the designated on-line “Video Submission Form” (Form)
(https://hksmsa.elearningpro.com/) under “Preparation of Festival” on the Speech Festival
page of the Association website from 10:00 a.m. on 11 November 2022 to 5:00 p.m.
on 24 November 2022. It is not acceptable if the submission is via other video
platforms or means of submission.
4.3 Each submission of the Form can only be used to submit related information and the
video for ONE entry. When filling out the Form, the Reference Number and
Validation Code on the CNs have to be input. If one competitor is entered for more
than one class, please submit the Form separately.
4.4 The Form does not work on Internet Explorer. Please use other browsers such as
Google Chrome, Microsoft Edge and Firefox.
4.5 Members / Competitors should have the Competition Notification and the competition
video ready when they enter the Video Submission Form. When members / competitors
enter the Form and there are a large amount of visitors, they will be taken to a queuing
page showing an expected queuing time.
4.6 The video uploading times may vary due to a number of factors. These factors
include:
 File type and size: It depends on the video format used and the length of the video.
 Quality: Higher quality videos take longer to upload. For instance, a 1080p video will
take longer to upload than a 720p video.
 Internet speed: Higher bandwidth and more stable internet connection provide higher
uploading speed.
 Heavy uploads traffic: Slower uploading speed when uploading during a busy time.
4.7 The uploading to the Cloud server would begin when the file format, size and
resolution meet the requirements. Once the uploading completes, the website will show
a message on the completion and to remind members / competitors to check the email
acknowledging the submission.
4.8 After submission, please pay attention to the following:
 The submitted file would be transcoded and processed on cloud server. In general,
members / competitors could receive the acknowledgeing email within 30 minutes, or
longer waiting time if uploads traffic is heavy, which contains a copy of the submitted
information as well as a link to the uploaded video.

 A longer waiting time might be required for some email addresses to receive the
acknowledgement email, and the acknowledgement email might be filtered to the spam
mailbox and other mailboxes automatically. Please be patient and check different
mailboxes while waiting.
4.9 Members / competitors could also check the submission status in following ways:

Members / Competitors can access the website (https://hksmsa.elearningpro.com/search/)
under “Preparation of Festival” on the Speech Festival page of the Association
website.
 Video Submission Status Interim Reports
Please refer to Point 5 below for details.
4.10 The acknowledging email, Video Submission Form Record website and the Video
Submission Status Interim Reports all show the video link of the uploaded video. The video
uploaded to cloud server may still be under transcoding and processing. If the video cannot
be viewed immediately and the message “Sorry. This video will be available for viewing
shortly” is shown, please view the video later and to check if it is the correct video and can
be played in full and smoothly.
4.11 The Association’s display of video submission records does not mean the Association
confirms that the submission meets the entry requirements. It is the responsibility of
members / competitors / submitters to make sure all the information is correct,
including (i) all the information in the acknowledgement email (ii) the video submitted must
match with the competitor and class entered (for example, one competitor is submitting videos
for more than one entry, or one member is submitting videos for different competitors etc.)
4.12 If any problem is found, please re-submit the Form before the submission deadline (5:00 p.m.
on 24 November 2022). The Association will take the information from the last
submission as final.
4.13 If the video cannot be played during the adjudication period, regardless of reasons, the
competitors will not receive any comments, marks or certificates. The Association
will not inform the individuals if such cases arise.

5. Report of Video Submission Record

To help members acknowledge the status of the video submission of the competitors and follow
up, the Association will upload reports on video submission record to Member’s Area on the
Association website on the following dates:

6. Support from the Association

6.1 Competitors, parents and teachers may find more information under the “Preparation

6.2 For other enquiries about video shooting and submission, please contact us at the
“Video Submission” designated hotline 6217 3703. The hotline will operate until 24
November 2022. The Association staff will reply within Office hours.
6.3 Technical Support Centre
A technical support centre will be set up in the Association Office to assist competitors
who have difficulties in uploading videos and filling the “Video Submission Form”
during the Video Submission period (NO video recording service will be provided).
In line with the crowd control measures, members / parents / competitors have to
register for the service in advance through the link namely “Technical Support Centre
Registration” under “Preparation of Festival” on the Speech Festival page of the
Association website from 10:00 a.m. on 7 November 2022.

7. Messages from Adjudicators

The Association has invited adjudicators from near and far to show their support and
encouragement to all the competitors. “Messages from Adjudicators” will be uploaded to
“Preparation of Festival” on the Speech Festival page of the Association website on 10
November 2022.

The Association hopes that students taking part in the Festival will not only enha nce their skills
in speech performances, but also learn about philosophy and aesthetics from literature. We
