Guide to Contest Video Submission – District Preliminary Rounds


(for Contestants)

Contestants should read through the following instructions before uploading your video.

PREPARATION
DO’s and DON’Ts
(i) Contestants are required to deliver a 3-minute prepared speech on a self-selected topic,
with a 5-second leeway. Mark penalty will be applied if speech exceeds the time limit.

(ii) The Contest speech must be the Contestant’s own writing and CANNOT be shared among
other participants.

(iii) Contestants are NOT allowed to mention, imply or disclose by any means their schools
of study, both implicitly and explicitly, in the Contest video.

(iv) Props are NOT allowed during the delivery of speech. Contestants can use cue cards at
their own discretion.

(v) Contestants are NOT allowed to wear school uniforms or any attire that would indicate
their schools of study in the video; business casual attire is advisable.

(vi) Planning, preparation, and practice take time. Do pay attention to your speech’s
organisation, structure, and overall presentation.

Participants in breach of any of the Contest rules may be disqualified. The full version of
Rules and Regulations can be accessed on the Contest website.

VIDEO RECORDING
DO’s and DON’Ts
(i) The Contest video should be able to stand on their own and the speech itself presented in
the video should be original.

(ii) Recording a Contest video requires certain amount of effort. Please be reminded to spend
some time to ensure it fits all the video requirements and make it as professional as possible.

(iii) Videos will be accepted in QuickTime (.mov) and MP4 (.mp4) file formats. Video quality
may affect how it is received by the viewers.

TECHNICAL DETAILS
 Video format: MP4 or MOV
 Resolution: 16:9/4:3, minimum of 720p
 Post-production, such as video editing, adding voice-over audio, applying filters
or transition effects, inserting text, subtitles, or images, adjusting colors or
lighting, etc., are strictly forbidden.

Note: Contest videos will appear as HTML file path in the proceedings. Any variance
from the suggested formatting may result in difficulties playing the file on different
devices.

(iv) Please be reminded that your Contest video will be accessed by adjudicators, so speak
clearly when you are delivering your speech. Audio quality is as important as video quality
to the overall impact of your speech. Try to avoid recording any of the noises of your
surrounding environment.

(v) Wearing of a mask during speech delivery will largely affect judging. Contestants are
therefore strongly advised to film their speeches with their masks off in a safe and
undisturbed place, preferably indoors, in a quiet room.

(vi) Contestants should make sure that their voice in the recording is clearly audible, and the
audio should synchronise with the video. Adding a voice-over audio track is NOT
permissible.

(vii) Pay attention to your background. Carefully consider lighting and positioning before you
start recording.

VIDEO SUBMISSION

(i) Contestants must name their file following the format: Contestant ID_Contest
District_Full Name. Please also take note to the following reminders:

 Please include your Contestant ID in the file name. The Contestant ID will be sent to your
email together with the submission form;

 Please type your surname all in capital letters;

 Please include your district abbreviation in the file name;

Districts and Abbreviations:


Hong Kong Island – HK Island
Kowloon East – KLN East
Kowloon West – KLN West
New Territories East – NT East
New Territories West – NT West

 Sample: S0000_KLN West_CHAN Ka Man Chris;

(ii) Video submission period starts on 30 January 2024 (Tuesday) and submission link will
be closed on 13 February 2024 (Tuesday), 23:59. Late submissions will not be
considered. Contestants should avoid last-minute submission.

(iii) Contestants are required to submit the contest videos through respective online submission
forms which have been sent to your email.

(iv) Before submitting the contest video, contestants are required to fill in the following details,
which must be consistent with your application:

 Your Full Name


 Your Contestant ID
 Your Contest Division
 Your Contest District
 Your School

(v) You must upload the video to YouTube beforehand. In the online video submission
form, please type in the shared link of the file. Please set the video link visible to those
who get the link.

Other Notices – District Preliminary Rounds

IMPORTANT DATES

Video submission links open on 30 January 2024 (Tuesday).

Deadline for video submission: 13 February 2024 (Tuesday), 23:59.

Announcement of Results: 26 February 2024 (Monday), 23:59 (tentative)

PROGRESSION OF THE CONTEST

Contestants who come 1st to 8th in their session will move on to the District Semi-Finals. For those
contestants who obtained the rank of 9th to 10th place will be awarded “Certificates of Good
Performance”.

CONFLICT OF INTEREST

In the case in which the adjudicator or the participant had previous encounters, both parties must
take responsibility to inform the Secretariat of any potential conflicts of interest.

ANNOUNCEMENT OF RESULTS

A list of eligible contestants for the District Semi-Finals will be tentatively published on the Contest
website by 26 February 2024 (Monday), 23:59. Eligible contestants may also be notified via emails.

OTHERS

• Violating any of the rules and regulations may lead to deduction of mark or disqualifications.

• In case of any disputes, decisions by the Secretariat of The Hong Kong Federation of Youth
Groups English Public Speaking Contest shall be final and conclusive.
