VIGNETTES ON EDUCATIONAL SURVEYS AND PREMISES REFORMS

The school effectiveness and school improvement research bases have gained information
and recognition on the international stage. They have matured through a wide range of well-
documented projects, interventions, and innovations across a range of countries, describing
how efforts to help schools become increasingly effective learning environments for the full
range of their students have been more or less successful. In 1970 the Presidential
Commission to Survey Philippine Education (PCSPE) the commission was charged with the
responsibility of studying assessment of Philippine Education. This document gives a title;
Education for National Development: New Patterns, New Directions”. Philippine Educational
System have strength and weakness, wherein the strength is -Schooling was held by people,
-Highest enrolment in the world, - High level of public and private expenditures on education.
Weakness also observe; -Objectives prescribed for Philippine Education, -Purpose of
education, and population increase. PCSPE have made a recommendation in educational
system, First is restructuring of the educational ladder at the elementary and secondary level,
which is 6 years- Elementary level, 5 years Secondary level, 3 years for Core Program, 2
years for Academic set or Vocational/Technical Set. Also, they recommend organizing
nationwide network of comprehensive secondary school. And last the developing and
establishing strong counseling and guidance service in all high schools. PCSPE came up with
a strong statement that “secondary education was widely believed to be weak link in
educational ladder”. The Secondary Educational Reforms: 1958-1972, which included here is
the 2-2 plan. In 1973 the revised Secondary Educational Program (RSEP) which included the
Three fundamental aims of Philippine Education . In 1989 the new secondary education
curriculum which improve the performance in science, math, and communication. As this
reform was presented on 1991-1992 the noted increase of about 8% in the participation rate.
This see how these reforms affects the educational system, problems of oversized classes and
lack of classroom, difficulty of LGU’s to establish local high schools, and the Implementation of
ESC or Educational Service Contracting budget. But overall based on this work, it appears that
vignettes can be a useful tool for research on instructional practice, but cognitive interviews
with participating teachers provided insight into possible improvements to the items.
