Introduction

• Energy systems in refinery

industry in Mexico are
increasing their energy
demand.
• It is necessary to modernize
and upgrades the main
electrical equipment and
automation system.
• The electrical system is being upgrading on their main buses
electrical network and the automation equipment IED (Intelligent
Electronic Devices) or relay and acquisition equipment is
upgrading based on IEC-61850 technology.

Challenges

• One of the challenge is improvement

parameters of service quality,
competitiveness and energy efficiency.

• The use of IEDs devices under IEC 61850 standard should allow
more critical application, requiring time responding in
deterministic real time less than 50 ms.
• Before a power failure event must be isolated before their effect
cause serious deterioration to the electrical system and
consequently the production process of oil refinery.
• We need algorithms to decide the flow energy on the electrical
system in contingency.
IEC-61850 / Station bus / Bay Bus / Process Bus

• In refineries, is feasible to implement the station bus, bay bus (IED’s) and
Process Bus with merging units actually (Conventional Primary Equipment
with interface IEC 61850).

• A restriction to implement this project is: The integrator must have many
experience on power system and automation with IEC 61850 and
Generation system and legacy system.

• The station bus refers to monitoring and taking decision with information
system in real time.

• The bay bus refers to protection, measurement and control supervising

the electrical process and taking action in failure case.

• The process bus refers to integrate the primary electrical equipment with
automation system

COMMUNICATIONS

• Communication topology must be with optical fiber network based on redundant

infrastructure.

• Data and messages communication systems must be operate at 100% on reliability,

and the traffic networks are essential.

• The communication for any each IED which integrate the protection, metering and
control network on system must be connected ensuring selfhealing and any failure
must not affect the functionality.

• The architecture configuration system network must avoid the breaking

communication link.

• The communications services abstract must support multiple communications

protocols base on IEC 61850 as MMS (Manufacturing Message Specification),
GOOSE, SMV as well as web services (FTP conceptual scheme proposed of
communication system to be implemented in the refinery.
Distribution equipment in Refinery
Software Tools for configuration IEC-61850

• The information and the data files generated by the

IED’s must be interoperable.
• We must have software tools for getting information.
• The IEDs functions should be configured by the
software tools IEC 61850 provided for following file
types.
– ICD (IED Capability Description).
– SSD (System Specification Description).
– SED (System Exchange Description).
– SCD (System Configuration Description)
– IID (Instantiated IED Description).
– CID (Configured IED Description).

IEC-61850 monitoring system

• Hardware for the operator and maintenance

interface substation is integrate by server
equipment, IHM display and communications
system.
• This system monitoring protection, measuring
and control functions.
• The server must be with redundancy in all the
components.

• The operator interface display the line diagrams of power system.

• From this system we execute open/close command for breakers.
• The operation must has security access through the user passwords.
• It is important to have software tools for editing and customization the line
diagrams.
• The software should include graphics object libraries required for future
upgrades to the electrical system.
CONCLUSIONS
• The concepts of IEC 61850 in refineries goes beyond the
whole concept of substation. The framework for refineries in
power electrical systems should considering Generation and
Distribution system application

• In all those cases of electrical systems for refineries, should be

considered an alternative supply by the utility, additional
energy to the Generation produced by the refinery, this makes
the system a micro-dynamic system of smart grid.

• In refineries the application of process bus must be fully

robust application taking a variation with respect to the
utilities which applies different schemes and try to validate
the standard gradually.

CONCLUSIONS
• The interoperability is the most important issue for refineries,
considering that the new automation system has to interact
with the currently automation system on information
technology legacy.

• In the next future the refinery power systems could interact

with utility super-grids, considering the possibility, that the
exceeded energy could transfer according the demand of its
own consumption.
