Request for Expression of Interest for Consulting Services for Technical Assistance to Department of
Highways for development of: Design Standards, Strategic Maintenance Framework for Road Assets,
Emergency Response Plan for Road Sector, and Training & Capacity Building
(REF: C4-DOH-TA04)

Background:

The Republic of the Union of Myanmar is implementing the Myanmar Flood and Landslide Emergency
Recovery Project (ERC) financed by a US$200 million credit from the International Development
Association (IDA). The Project supports the resilient recovery in priority areas and sectors affected by the
2015 floods and landslides. Myanmar’s transport infrastructure was extensively damaged by the floods and
landslides, with access to essential services in large towns and state capitals cut off. Road infrastructure
remains vulnerable until permanent repair works can be completed.

The Ministry of Construction, Department of Highways (DOH), is the implementing agency for the
Component 1: Resilient Rehabilitation of National Roads (US$105 million) which supports the
rehabilitation of damaged national road infrastructure predominantly in Chin and Rakhine States, including
the Kalay-Falam-Hakha Road and the Ngathainggyaung-Gwa Road. The segment proposed for Project
financing represents 92 of the 124 miles from Kalay to Hakha in Chin State while remaining length of the
road shall be along Thandwe-Gwa road in Rakhine State identified & selected by DOH.

This Consultancy will support the DOH central offices in Nay Pyi Taw through the following key tasks: (i)
development of climate resilient standards for works and preparation of a Design Manual for National
Roads and Bridges (Bridges up to 50 ft length) (ii) development of a road maintenance strategy and
framework (iii) operating procedures and emergency reaction plans; (iv) knowledge transfer and capacity
building.

Scope of the consultancy and specific tasks:

The services to be provided include, but are not limited, to the following key tasks outlined below:

Task 1. Assist the MOC/DOH in reviewing and improving the current Design Standards for Road and
Bridges (Bridges up to 50 ft length) under the climate change context to prepare complete Design Manuals
for Roads, Drainages structures, Bridges (Bridges up to 50 ft length) and Slope protections.

Task 2. Development of a Strategic Maintenance Framework for Roads and Bridges (Bridges up to 50 ft
length), to help the MOC/DOH strengthen the maintenance operations under the country’s limited
resources.

Task 3. Development of a decentralization action plan and an emergency response plan for the road sector.

Task 4. Training and capacity building will be provided on the use of these standards, guidelines and
frameworks, through workshops and seminars involving both the central and local level of DOH.

Acting on behalf of the Ministry of Construction, the Department of Highways now invites eligible
consulting firms to indicate their interest in providing the Services. In submitting their expressions of
interest, firms are kindly requested to indicate the following reference: C4-DOG-TA04. Interested
consulting firms must provide information indicating that they are qualified to perform the services
(brochures, description of similar assignments, experience in similar conditions, availability of appropriate

skills among permanent staff, etc.). Consultants may associate to enhance their qualifications. If
Consultants choose to associate, they should specify in their EOI response whether the association will be in
the form a joint venture or sub-consultancy arrangement. Expressions of Interest shall be submitted to the
below specified addresses.

A Consultant will be selected in accordance with the QCBS selection method set out in the Consultant
Guidelines. Firms that undertake this consultancy assignment would not be eligible to bid for prospective
contracts related to downstream activities. The attention of interested Consultants is drawn to paragraph 1.9
of the World Bank’s Guidelines: Selection and Employment of Consultants Jan 2011 and revised July 2014,
setting forth the World Bank’s policy on conflict of interest.

The shortlist criteria are below:


• at least 15 years of experience in similar projects in locations comparable to Myanmar
• substantial experience (i.e., two similar projects) in working with and/or advising clients on climate
resilient standards for design and maintenance framework for Roads, Bridges, Drainage structures, and
Slope protection, development of Standards and Manual
• substantial experience (i.e., two similar projects) in development of road sector strategies
• substantial experience (i.e., two similar projects) in preparing Action Plans, Operational Manuals and
Procedures for Emergency response in the road sector
• substantial experience in Training and capacity building on the use of Design standards, guidelines and
frameworks.

In the expression of interest, the respondent must clearly identify projects with which the consulting firm
has been involved, the responsibility for those tasks, period of involvement and references from the clients,
either written and/or contact details to permit the Government of Myanmar to confirm the Respondent’s
experience and competence.
