COMMITTEE REPORT
Committee on Health and Sanitation

Re: Proposed Ordinance No. 003-19 “An Ordinance creating the Masbate City Nutrition Council
and mandating all the barangays in the city to organize its Barangay Health Board and
Barangay Nutrition Committee as its sub-committee and providing funds thereof”

The Committee on Health and Sanitation conducted Committee Hearing on said proposition March 11,
2019; 1:00 o’clock in the afternoon @ SP Session Hall, Legislative Building, City Hall Compound, Masbate City
to evaluate and study the proposition.

Below are the findings of the Committee:

FINDINGS/ COMMENTS:

- The proposed ordinance was referred to the herein committee during the 134th Regular Session of the
6th City Council dated February 19, 2019;

1. RA 7160 or otherwise known as the Local Government Code of 1991 Chapter II Section 17 (b) (4)
provides for the basic services and facilities which includes programs and projects on child and youth
welfare, family and community welfare, women’s welfare, welfare of the elderly and disabled persons;
community-based rehabilitation programs for vagrants, beggars, street children, scavengers, juvenile
delinquents, and victim of drugs abuse; livelihood and other pro-poor projects; nutrition services; and
family planning services;

2. Presidential Decree 491 otherwise known as the Nutrition Act of the Philippines states that, “The
Government of the Philippines hereby declares that nutrition is now a priority of the government to be
implemented by all branches of the government in an integrated fashion”;

3. Dr. Arollado informed the Committee that the City of Masbate ranked 1st among the cities in the Bicol
Region per Regional Nutrition Committee as to prevalence of malnutrition in three (3) classifications, to
wit: a) underweight (low weight-for-age), b) stunting (low height-for-age); and c) wasting (low weight-for-
height); while the city ranked 7th in the Province of Masbate;

4. Before the year 2018, the City Health Office have only OPT (Operation Timbang) data covering weight
and height only resulting to 72% only of the total target were recorded under the OPT, hence barangay
profiling were made last year;

5. Also, Dr. Arollado added that there is a need to adopt the Philippine Plan of Action for Nutrition (PPAN)
for 2017-2022 which is the blueprint for an integrated programme of nutrition interventions, formulated
under the leadership of the National Nutrition Council (NNC), which serves as the coordinating body for
the implementation of nutrition-related programmes and projects. This includes the functionality of the
City and Barangay Nutrition Council. Since no existing local laws to this effect, hence this proposed
ordinance;

6. After thorough discussion, it was suggested to:

a) Change the powers and functions under Section 4 as follows: 1) Ensure formulation
or revision/updating of the local nutrition action plan to include PPA’s that converge in
families of the nutritionally vulnerable individuals (with pregnant woman, lactating
woman, children 0-23 months old, or malnourished child under 5 years of age) as well
as communities with high level of under nutrition or over nutrition; 2) Implement,
monitor and evaluate the local nutrition action plans that should include the PPAN
programs and packages, such as: infant and young child feeding, Integrated
Management of Acute Malnutrition, Dietary Supplementation, National Nutrition
Promotion for Behaviour Change, Micronutrient Supplementation, Mandatory Food
Fortification, Nutrition in Emergencies, Overweight and Obesity Management,
Nutrition Sensitive Programs, Operation Timbang Plus and Monitoring of Child
Growth and development ( 1st 1,000 days of life); 3) Include in the Local Development
Plan and Annual Investment Programs (AIP), applicable PPAN programs to ensure
adequate funding for the nutritional impact; 4) Organize, reorganize and strengthen
functional Local Nutrition Committees in the City and Barangay Level thru an
enactment of ordinance that entails permanency; 5) Designation of Nutrition Action
Officer; and 6) Develop and implement programs that will ensure good nutrition
among its employees in partnership with professional organizations of nutritionist-
dieticians; and
b) Add new provision as to functions of the Barangay Health Board;

RECOMMENDATION:

In view of the aforementioned findings, the Committee hereby recommends for the ELEVATION OF
THE SAME TO THE SECOND READING during the next Regular Session.

Further, I move for the ADOPTION of the Committee Report.
