COMMITTEE REPORT

Re: Proposed rates for the rental and administration fee of the newly-
constructed Masbate City Public Market as recommended by the Technical
Working Group (TWG) based on the local prevailing rental rates in the City
for possible amendment of the Code of Economic Enterprise of the City of
Masbate.

The matter was referred to said Committee during the 16 th Regular Session
of the 7th City Council dated October 15, 2019 hence, the Committee
Hearing by the Committee on Ways and Means on October 22, 2019 @
Magallanes Coliseum. Present during the hearing were Mr. Marcos Amador,
OIC-Market Administrator; Engr. Sherwin Medina, OIC-City Economic
Enterprise Management Office; market stall vendors of the fish, fruits, meat,
vegetables and dry goods section; members of the Committee; the
Secretariat and; the public.

FINDINGS/ COMMENTS:

1. Section 3 of Ordinance No. 167-14 otherwise known as the “Code of


Economic Enterprise of the City of Masbate”, provides “It is the policy of the
City Government of Masbate to become self-reliant and self-sustaining
through engaging in a viable and stable economic enterprises that provide a
wide range of opportunities that will uplift the socio-economic well-being of
its constituents, improve fiscal management and enhance good governance.”

2. Hereunder are the suggestions:


a. The fixed rental rates of Php2,500.00 with an area of 1.50 sqm per
table per month for the meat section was proposed regardless of
variety since the proposed rate is intended for occupying per table,
per section. The existing rental rate for meat section is Php300
while the proposed rate now is Php2,500 or not exceeding
Php100.00 per day.
b. Majority of the market stall owners suggested to consider the
existing minimum rental rate of Php300.00 per month with various
factors affecting their income.
c. No cash tickets will be collected as the proposed rate is computed as
monthly rental rate.
d. The City Economic Enterprise Management Office will be providing
guidelines as to the allowable water consumption per every stall
owner.
e. All market stall owners present collectively suggested to have the
transfer of their businesses at the newly constructed public market
to be schedules on the 1 st week of January nexy year instead of the
proposed schedule of transfer on December 3-4 this year to
consider the hassle of transferring them during the approaching
holiday shopping rush.
f. The transfer of business from Market Annex Building 1 to the newly
constructed public market will be done phase to phase due to
currently limited number of stalls pending the construction of
phase 2 of the new market.

g. Administration fee is mandatory for the new applicants while old
stall owners will no longer pay the administration fee, it being a
one-time payment fee.
h. The Market Vendors Association and Stall Owners Federation
submitted to the Committee copy of position paper per suggestion
during the hearing on October 24, 2019. Contained in the position
paper are the objections of a high-cost market fees, rentals and
administration fees. Instead suggested to:

h.1 Fixed rate of Php 500 for all the stall owners, irrespective of
their products.

h.2. Rental rate for inner and outer stalls be retained to Php 250 per
square meters.

h.3. Remove the administration fee.

h.4. Actual consumption of water and electricity will be paid by each


stall owners.

RECOMMENDATION:

In view of the aforementioned findings, the Committee hereby recommends


to return the proposed measure to the TWG for their comments/suggestions.

Further, I move for the ADOPTION of the Committee Report.
