I-INTRODUCTION

Vaccination is the administration of a vaccine to help the immune

system develop protection from a disease. Vaccines contain a microorganism

or virus in a weakened, live or killed state, or proteins or toxins from the

organism. In stimulating the body's adaptive immunity, they help prevent

sickness from an infectious disease.

Vaccination against a range of bacterial and viral diseases is an

integral part of communicable disease control world-wide. Vaccination against

a specific disease not only reduces the incidence of that disease, it reduces

the social and economic burden of the disease on communities. Very high

immunisation coverage can lead to complete blocking of transmission for

many vaccine preventable diseases (VPDs). The world-wide eradication of

smallpox and the near eradication of polio from many countries provide

excellent examples of the role of immunisation in disease control.(Australian

Government DOH,2010).

Children vaccination is usually provided as a routine service in

maternal-child health clinics or other health facilities. Children should receive

the vaccinations they need at the right age during scheduled.

Vaccines typically contain an agent that closely resembles the bacteria

or virus disease.

II-COUNTER POLICIES

1. Vaccine, a biological preparation that provides active acquired immunity to

a particular disease. There is overwhelming scientific consensus that

vaccines are very safe and effective way to fight and eradicate infectious

disease. (en.wikipedia.org)

2. According to Republic Act No. 10152 also known as “Mandatory Infants and

Children Health Immunization Act of 2011” section 2, It is hereby declared to

be the policy of the state to take a proactive role in the preventive health care

of infants and children. Towards this end, the States shall adopt a

comprehensive, mandatory and sustainable immunization program for

vaccine-preventable diseases for all infants and children. (lawphil.net)

3. Immunizations can save your child’s life. Because of advances in medical

science, your child can be protected against more diseases than ever before.

Some diseases that once injured or killed thousands of children, have

been eliminated completely and others are close to extinction- primarily

due to safe and effective vaccine. (vaccines.gov)

III-PROPOSED ACTION AND SOLUTION

If it were only children of these parents who were at risk, we might judge that

risking their lives was a price worth paying for parental autonomy, depending on how

lethal the disease was. But some children (and adults) cannot be vaccinated for

medical reasons or because they are too young, so there is a clear external cost to

others.

It is hereby declared to be the policy of the state to take a proactive role in the

preventive healthcare of infants and children. Opponents shall adopt an

immunization program for vaccine-preventable disease for all infants and children to

avoid disease.(Republic Act 10152)
