Directions: Respond to the following statements succinctly.

1. Based on the Number of the Filipino Children with Special Needs who are in Special
Education programs, how many are out of school? What do the numbers mean to you?
It is stated in the Tabulated Enrolment Data in Public and Private School that only 3%
of the estimated 4,800,000 children with special needs are receiving special services and it
means that 97% of the estimated number are unidentified either they are home-schooling and
small number were in community-based supported by non-governmental institution and
assuming 25% of that estimated number are totally out-of-school children. It is very alarming
because in computation, that’s over a million. Government and NGO should make moves to
accelerate this number and increase that 3% who receives special services. Everyone of us
have the rights to educate including these exceptional children and as a concern citizen and a
future teacher we must be a voice for a higher percentage of exceptional children receiving
special education.
