MINUTES OF COMMITTEE HEARING RE: Proposed Ordinance amending Code of Economic Enterprise of
Masbate City by providing a provision to collect Five Hundred Pesos (Php 500.00) per person per day for the use
of each room (lodging or accommodation) at Magallanes Coliseum, provided that during disasters or calamities,
renters shall immediately vacate therein, conducted on September 21, 2018 @ SP Session Hall, Legislative
Building, City Hall Compound, Masbate City.

I. ATTENDANCE: The hearing was attended by the Hon. Ramil O. Yaneza, Chairman of the Committee,
Hon. Julius Anthony A. Aguilar, Hon. Rosemarie V. Salvacio, Hon. Jose Rodolfo B. Cortes, III, Mr.
Ronnie Ferriol of BPL Office, Engr. Isidro R. Navea, Atty. Lowell Pillejera, City Legal Officer, Ms. Lina
Grafilo; and the Secretariat.

II. CALL TO ORDER:


The meeting was called to order by the Hon. Ramil O. Yaneza, Chairperson of the Committee on
Economic Development, Cooperative, Trade and Commerce @ 9:00 in the morning to deliberate on the
aforesaid matter.

III. OPENING PRELIMINARIES:


Ms. Mylene C. Ogaya led the prayer. Afterwards, Hon. Ramil O. Yaneza, called the roll of the attendees
and acknowledge their presence.

IV. HIGHLIGHTS OF THE PROCEEDINGS:


The following findings were derived from the deliberation of the Committee:

- The proposed ordinance was referred to the herein committee during the 80th Regular Session of the 6th
City Council;

- The hearing was attended by the Hon. Ramil O. Yaneza, Chairman of the Committee, Hon. Julius
Anthony A. Aguilar, Hon. Rosemarie V. Salvacio, Hon. Jose Rodolfo B. Cortes, III, Mr. Ronnie Ferriol of
BPL Office, Engr. Isidro R. Navea, Atty. Lowell Pillejera, City Legal Officer, Ms. Lina Grafilo; and the
Secretariat;

1. The proposal suggests that the amount for the use of coliseum shall be collected by the City Treasurer’s
Office and will form part of the Economic Enterprise;

2. It was emphasized that the purpose of the proposal is primarily for the maintenance and sustainability of
the Magallanes Coliseum which serves as the evacuation center of the City of Masbate in cases of
calamities and disasters;

3. It was suggested that the use of coliseum is exclusively for visitors and transient and notice will be given
in case there is a need to vacate due to disasters and calamities;
4. The City Legal Officer emphasized that the proposal is legal and there is no law prohibiting the use of
Magallanes Coliseum for income purposes and added that the primary purpose is the amount collected
will be used for its maintenance and sustainability;

5. The Coliseum can occupy up to thirty-six (36) persons. All rooms are airconditioned. It was suggested to
categorize each rooms as follows:
Dormitory Type ------------ Php 400.00
Triple Room ----------------- Php 500.00
Twin Room ------------------ Php 800.00
6. The following were suggested by the Committee: a) Additional manpower, b) install hot and cold
shower, c) purchase washing machine and dryer, d) additional kitchen utensils, e)install CCTV at the
entrance, f) organizational chart, g) inventory of utensils and appliances, h) request for budget for
fixtures, glasses and linens, i) can accommodate On-the-job trainees; and j) other suggestions in the
previous hearings of the Committee.

7. The City Legal Officer suggested that there should be a List of Priorities who can be accommodated or
who are allowed to rent a room in the Coliseum as follows:
1st Priority----------- LGU’s official visitors and guests
2nd Priority ---------- Official visitors and guests of other
government agencies, offices, bureaus and
instrumentalities.
3rd Priority ---------- General Public

VI. ADJOURNMENT:
Meeting was adjourned @ 10:23 in the morning.
