Notes: Rank 1 is for the lowest ISHI score signifying best hunger situation; ISHI was
constructed in a similar fashion as the Global Hunger Index (GHI) 2008 to allow for
comparisons of states within India and for comparisons of Indian states to GHI 2008
scores and ranks for other countries. GHI combines three equally-weighted indicators:
(a) The proportion of undernourished as a percentage of the population; (b) The share
of underweight children under the age of five; and (c) The mortality rate of children
