SECTION 6.

01: GENERAL REQUIREMENTS

6.10.1. SCOPE

1. These Works shall consist of furnishing, installing, testing, putting into service,
commissioning, and fully integrating with the Works all required lighting, traffic signals
and other electrical installations, including their associated civil works.

2. These Works shall also include preparation and submission by the Contractor of
all necessary working drawings and as built drawings and all calculations required by the
Specifications, and submission of all documentation and samples relevant to the proposed
works. All drawings and documents submitted by the Contractor shall be in the English
language.

3. Materials supplied shall include all necessary items required for a complete
installation which will operate in a satisfactory manner. Materials listed in the
specifications are therefore indicative only. All Works shall be carried out so as to be
readily accessible for operation, maintenance and repair and shall ensure that the true
meaning and intent of the Specifications are fulfilled.

4. Specifications and Drawings shall be deemed to be documents enabling selection


of materials having the general and specific characteristics detailed.

6.01.2 REGULATIONS AND STANDARDS

1. The Works shall conform to all relevant Government Regulations, to the


requirements of the Electricity Supply Authority and to the following:

1.1 Relevant Standards and Specifications issued by the appropriate


Authorities in the Kingdom,

1.2 I.E.C. recommendations.

1.3 Regulations for Electrical installations (UK) as published by the


Institution of Electrical Engineers.

1.4 National Electric Code (USA) as published by the National Fire


Protection Association.

2. All equipment and materials supplied shall be manufactured in conformity with


the latest relevant recommendations of the IEC, NEMA, BS or DIN, hereinafter referred to
as Standards. Lighting calculations and luminaires lighting characteristics shall conform
to the relevant requirements of the International Commission of Illumination (CIE).

3. Acceptance tests shall conform to the above mentioned regulations and Standards.

6.01.3 BASIC DESIGN CONSIDERATIONS

1. Electricity will be supplied by the appropriate Electricity Supply Authority at MV


or 400 V, 3 phases, 4 wires, 50 Hz.

2. Electricity shall be distributed from the supply point pillars at the required voltage,

3 phases, 4-wire, 50 Hz. The secondary neutral point shall be earthed at the transformer.
Voltage at any point in the power distribution systems shall not deviate from the declared
voltage level by more than 5% under normal operating conditions.

3 Climatic indicators for the Kingdom are as follows:

3.1 Maximum ambient shade temperature: 50 degrees Cº

3.2 Minimum ambient temperature: 0 degrees Cº

3.3 Maximum temperature of metal surface in direct sunlight: 80 degrees Cº

3.4 Maximum wind velocity: 130 km/h

3.5 Average annual rainfall: 200 mm (South); 500 mm (North)

In cases of doubt, reference shall be made to the climate data prepared by the Jordan
Electricity Authority, Department of Specifications, Standards and Regulations.

4. Unless otherwise specified, all equipment shall be designed and de-rated for a
continuous and trouble-free service on Site at 50 degrees C shade ambient temperature and
at 80% relative humidity, in an environment which has a high level of ultra-violet light. The
equipment shall be able to withstand full load operation when exposed to sun, dust storms,
corrosive agents and similar conditions.

5. Materials, equipment and accessories shall be designed for satisfactory operation


and shall allow for ease of repairs and maintenance. All corresponding parts shall be
made to gauge and shall, wherever applicable, be interchangeable. Outdoor materials and
equipment exposed to direct sunlight shall be capable of withstanding such exposure
continuously in service without any deleterious effects.

6. Where PVC materials are supplied, they shall be of the long chain high molecular
weight type to reduce the loss of plasticizer due to high temperature conditions and to
prevent shrinkage of the PVC with subsequent cracking.

7. All equipment shall be dust tight and outdoor equipment shall be designed so that
water cannot collect at any point.

8. Component parts of each electrical system or piece of equipment shall be the latest
standard product of a single manufacturer. Where components of different manufacturers
are specified, they shall be of standard design and dimensions, interchangeable and have
been found to be satisfactory in other similar installations over a period of at least 2 years,

6.01.4 LIGHTING DESIGN CRITERIA

1. Highway Lighting

1.1 The installation shown on the drawings shall be designed on the basis of selected
luminaires, to achieve the required illumination levels. Where specified, alternative, similar
in performance luminaires could be used.

1.2 Surfaces on which lighting levels shall be measured shall include the full width of

all traffic lanes and full face of highway signs.

1.3 Highway classes for the purpose of lighting are detailed as follows:-

1.3.1 Class A Motor ways and express ways.

1.3.2 Class B Major roads and important roads.

1.3.3 Class C Ring and Radial Roads.

1.3.4 Class D Commercial and Shopping Streets.

1.3.5 Class E Collector Roads and Local Streets.

1.4 The luminance and illuminance levels shown in the following table are initial
values for the average highway surface to which the design is applicable. For computer
calculation purposes, the highway surface characteristic shall be taken as Type R3 CIE.
Classification with Qo = 0.07 unless otherwise indicated.

1.5 References to surrounds in the table above have the following meanings:

1.4.1 "Any" surrounds can have any value of illumination between dark and
bright as detailed below.

1.4.2 Bright surrounds are those mainly used in urban areas where the
surrounds are illuminated to an equivalence of the highway surface.

1.4.3 Dark surrounds are those usually prevailing in rural districts.

1.6 Design Basis

Contractor shall submit computer aided lighting design calculations to substantiate


lighting results

1.6.1 An Overall Maintenance factor shall be taken between 0.65 and 0.8.

1.6.2 Lumen output for basis of calculation should be the lumen at 230 V to take into
account available supply voltage during peak evening hours, which is 85% of the declared
lumen output by manufacturers at nominal voltage.

Note: For Curves and bends, spacing should be 70% of the normal spacing

1.7 Lighting Controls

1.7.1 Unless otherwise detailed on the Drawings, Highway and general outdoor
lighting shall be switched by photo-electric control and/or 24 hour time switch.

1.7.2 The photo-electric controls shall consist of 2 omni-directional cadmium


cell thermal relays connected in series using solid state photo- variable
conductance element giving a 2:1 on/off ratio with the sensitivity to switch on
luminaries when the daylight illumination reduces to 40 lux. This allows for the
striking time of discharge lamps, taking into account the daylight intensity "drop
off" in the region,

1.7.3 The photo-cell control module shall be capable of adjustment to permit


control of the switching level between 30 and 80 lux. The exact setting between
these limits shall be determined on Site and to the approval of the Engineer.

1.7.4 The photo-electric control shall operate through a suitably rated,


contactor controlling the Lighting circuits.

1.7.5 The contactor shall be rated for uninterrupted duty with a utilization
category of AC4 in accordance with the relevant IEC publications.

2. Interior Lighting

2.1 Lighting for buildings, pump houses, etc. as shown on the Drawings shall be
designed on the basis of the luminaires and lamps specified.

2.2 Luminaries of the types specified shall be installed at the spacing and mounting
heights detailed.

2.3 Illumination levels specified on the Drawings relate to the nominal working plane
or at floor level whichever is appropriate and the surfaces on which measurements are to be
taken shall be averaged over the full area concerned.

2.4 Lighting levels to be achieved are in accordance with those detailed on the
Drawings or as specified.

6.01.5 APPROVAL OF EQUIPMENT

1. Equipment shall not be ordered until approved in writing by the Engineer. All
documentation submitted in respect of equipment shall be in the English language.

2. Promptly upon signing the Contract, the Contractor shall submit to the Engineer 3
copies of the detailed characteristics of all equipment proposed for the installation,
including catalogues (originals not copies) with identification references. Particulars shall
be given of any manufacturer's deviations from the Specifications. The Contractor shall
also confirm that the equipment proposed will provide lighting levels and uniformities at
least equal to those specified.

3. Luminaires shall have the light distribution characteristics required to achieve the
threshold increment levels and specified criteria and shall be of purpose built design
incorporating the specified size and type of lamps. Luminaires shall be of pleasing aesthetic

appearance with high quality finish and shall conform to IEC 598 PT1 and PT2 and BS
4533 or equivalent. Luminaires shall also conform to IEC 529 with enclosures as specified.

4. The Contractor shall, at his own expense, present a sample of each type of
luminaire to be used to the Engineer, complete with auxiliary equipment. Such samples will
be required only after approval of their technical characteristics. Approval of proposed
luminaires will be conditional upon acceptance of detailed calculations of illumination
levels prepared by the Contractor.

5 Approval of proposed masts and columns will be conditional upon acceptance by


the Engineer of detailed calculations and information to be provided by the Contractor.

6. Luminaries shall be fitted with lamps of the General Lighting Service (GLS),
Tungsten Halogen, High Pressure Mercury Discharge, Low or High Pressure Sodium,
Discharge or Tubular Fluorescent and of the wattages and types specified or as detailed on
the Drawings.

7. Lamps and lamp holders shall conform to IEC 61, 81, 188, 192, 459 and 662 or
other approved equal.

8. The Engineer may verify the performance and quality of any samples by arranging
for such tests, as he deems appropriate to be carried out at the Contractor's expense.

9. Approval of samples by the Engineer shall not relieve the Contractor of his
obligations in respect of the suitability of equipment or its final performance once installed,
and coordination of elements into a fully operational installation. The Contractor shall not
be entitled to any compensation in respect of rejection of any sample by the Engineer and
shall be held responsible for any delay resulting from such rejection.

6.01.6 WORKING DRAWINGS AND "AS BUILT" DRAWINGS

1 The Drawings are outline design drawings, showing the installations deemed
necessary to achieve the required performance.

2. The Contractor shall submit for approval 3 sets of fully detailed Working drawings
before commencing the Works. These working drawings shall conform to the requirements
of the Drawings and shall show the physical layout of all equipment, exact locations of
masts and columns, construction and installation details and wiring diagrams. Work shall
not be commenced on Site until all working drawings have been approved.

3. Upon completion of the Works the Contractor shall submit to the Engineer a soft
copy and 3 prints of each of the working drawings which shall have been fully updated and
corrected to represent 'as built' drawings. The Contractor shall also submit all other relevant
information and documentation concerning operation of the equipment.

6.10.7 INSTALLATION AND CHECKING

1. The Works shall be supervised by qualified representatives of the


Contractor; full facilities and assistance shall be provided by the Contractor to enable the
Engineer to inspect or check the Works at any time. Such inspection or
checking shall in no way relieve the Contractor from any of his obligations. He may be
required to open up for inspection any equipment which has been delivered to the Site

partly assembled.

2. Only skilled and qualified jointers shall be employed for the jointing of cables. A
Site-constructed sample cable termination and through joint shall be submitted for approval
before cable jointing is commenced on Site. Samples shall be constructed in the presence
of the Engineer and shall be made available for any authorized party's test and inspection.

3. The Contractor shall be responsible for all construction plant brought onto the Site
and for the correctness and safety of all electrical and mechanical connections to the plant,
before it is brought into commission. Operation of any plant once becomes live shall be
subject to inspection by the Electricity Supply Authority.

6.01.8 HANDLING OF EQUIPMENT

1. The Contractor shall provide for the safe handling, off-loading and installation of
all items supplied and shall be responsible for obtaining and maintaining, currently valid,
test certificates for handling equipment.

2. Protection of surfaces and floors during installation, and any making good
required, shall be the responsibility of the Contractor. Programming of deliveries shall be
coordinated to make available equipment at the appropriate stage if construction.

3. The Contractor shall protect and maintain in good condition all equipment during
storage, delivery, installation and until hand-over upon completion,

6.01.9 SPARES

1. Spares listed in the Bills of Quantities shall be supplied suitably packed for
transportation to the Site and for long term storage. Spares shall include all fastenings,
lugs, screws, etc. Identification labels shall be attached to the outside and also enclosed
within the package.

2. Any additional spares recommended by the manufacturers shall be listed for each
major item of equipment showing the current prices and catalog identifications. These
prices are for guidance only and shall not be submitted with the Tender.

6.01.10 OPERATION AND INSTRUCTION MANUALS

1. Prior to final acceptance, the Contractor shall submit to the Engineer 6 sets of
operation and instruction manuals for all equipment supplied. The manuals shall be A4
size, bound in loose leaf binders or booklets suitably enclosed and shall include the
following information:

1.1 Single line diagram of the complete system, properly labeled.

1.2 Control, protection and circuit diagrams for all equipment.

1.3 Commissioning and operating instructions.

1.4 Trouble shooting Procedures.

1.5 Maintenance instructions, including schedules for preventive maintenance.

1.6 Complete recommended spares list, including manufactures' names and catalog
numbers.

1.7 Names and addresses of manufacturers' local authorized representatives and


service agents.

6.01.11 MEASUREMENT

1. The Works prescribed in this Section shall not be measured for direct payment, but
shall be considered as subsidiary Works the costs of which will be deemed to
be included in the Contract prices for pay Items.

SECTION 6.02: TECHNICAL DATA FOR PROPOSED EQUIPMENT

6.02.1 GENERAL

1 Schedules containing full details of all principal items of the electrical installation
shall be submitted by the Contractor together with his Tender. The Contractor shall ensure
conformity of the equipment with the requirements of the Specifications Additional
information required by the Engineer shall be provided promptly by the Contractor.

2. A Summary of Equipment Manufacturers, drawn up as follows, shall be included


in the Contractor's submission:

3. The Contractor shall supply equipment from the manufacturers' lists with the

4. Products of manufacturers having good repute and standing will be considered by


the Engineer on an equal basis. In this respect, the Engineer's decision shall be final.

5. Approval of a manufacturer does not necessarily constitute approval of his product


as equal to that specified.

supplying the required materials and/or equipment and shall ensure conformity with the
Specifications in all respects.

SECTION 6.03: LIGHTING COLUMNS

6.03.1 SCOPE

1. These Works shall consist of furnishing, fixing and installing on proper concrete
foundations, testing and putting into service lighting columns, complete with luminaires,
brackets, wiring, distribution equipment, control gear and associated equipment.

6.03.2 MATERIALS

1. Lighting Columns

1.1 Columns shall be in accordance with BS 5649 or approved equal and of the height
specified and be octagonal section, tapered type, made of formed sheet steel and electrically
welded.

1.2 Columns up to 12 m in height shall be supplied as a one piece section.

1.3 Columns above 12 m in height may be supplied in more than one piece, with the
base section of 12 m minimum length. Multi-section columns shall be of the slip joint type
with sufficient overlap to ensure correct vertical alignment for the complete column after
assembly.

1.4 Columns of up to18 m in height shall have a minimum wall thickness of 4 mm for
the lowest section, and shall be made of sheet steel with a minimum rupturing resistance of
510 MN/sq.m and minimum yield strength of 355 MN/sq.m.

1.5 Column tops shall be designed to receive the single or multiple arm brackets, as
required to support the specified number of luminaires. The bracket arrangement shall be
designed to ensure that failure due to wind induced oscillations will not occur, nor shall the
wind rotate the bracket from the desired alignment.

1.6 The Contractor shall calculate the column cross section, thickness of steel sheet,
etc., so that the installed and fully equipped column shall be able to withstand a sustained
wind gust of 130 km/h, blowing in the most unfavorable direction, at a height of 10 m
above the ground level, taking into account the effect of the maximum resistance provided
by a minimum of 2 luminaires plus any special bracketing for each type of column,
Appropriate reinforcement shall be provided where needed to increase the strength.

1.7 The fatigue of the steel shall in no case exceed half of the elastic limit, taking into
account the dynamic stresses due to vibrations.

1.8 A steel flange plate of adequate thickness shall be solidly welded onto the lower
edge of the pole as shown on the Drawings. The plate shall have the specified number of
holes for accepting the holding down bolts together with a clearance hole in the center of

not less than 150 mm diameter.

1.9 Columns shall be provided with a weatherproof access door (IP-34) positioned at
the base. The access shall be suitably sized to insert and service the supply cable
terminations and switchgear. The door shall be flush fitting with a retaining mechanism
and a positive locking arrangement having a removable hexagonal key. Appropriate
reinforcement shall be provided in the column at the door openings. Internally positioned
opposite to the door shall be fitted non hygroscopic baseboards of suitable size to accept the
appropriate equipment. Baseboards shall be fixed to the inside of the column by means of
purpose made fittings welded inside the column and shall be complete with stainless steel
washers and nuts.

2. Treatment of Metal Work

2.1 All welds shall be smooth with spatter removed. The interior and exterior surfaces
of the columns shall be cleaned by pickling or blasting and shall be free of any grease.

2.2 All components shall be hot dipped galvanized by total immersion in a tank of
molten zinc after fabrication. No further levelling up, finishing or modifications shall be
carried out after galvanizing. The minimum average coating weight of zinc coating shall be
460 gm/sq.m on the inside and outside faces of the column.

2.3 Any damage to the galvanizing shall be properly rectified during erection, by wire
brushing the affected area and treating with an approved rust converter.

2.4 Galvanizing shall be in accordance witch BS 729, ASTM A123, BS 5493 or


approved equal.

2.4 The flange plate and bottom of the pole to a height of 0.5 m shall be given an
external and internal coating of heavy duty bitumen paint.

3. Distribution Equipment

3.1 The distribution equipment shall be installed in a weatherproof enclosure on the


baseboards of the lower compartment of the columns so that each luminaire is fed through a
separate MCB.

3.2 MCBs shall be calibrated at 50 degrees C. The incoming side shall be fitted with a
terminal kit capable of accepting 2 x 16 sq.mm or larger in cross section, if applicable, 3
phase and neutral copper conductors. The MCBs shall have the required current rating and
an interrupting capacity of not less than 6 KA.

3.3 Columns carrying 1 or 2 luminaires shall be connected to one phase. Columns


with 3 or more luminaires shall be connected to the 3 phases.

4. Luminaires

4.1 Columns shall normally carry individual luminaires with the required lamps and
control gear housed in compartments within the luminaires. Centrally mounted columns
shall carry 2 such luminaries. Where specified, columns shall carry additional luminaires or
selected luminaires which shall be of the multiple lamp type.

4.2 Luminaries shall conform to IEC 598 and shall be dust protected and splash proof
specially designed to house the specified number of lamps and the complete assembly shall
be with a minimum ingress protection degree of IP54 of IEC 529. The luminaires shall have
protection against electric shock in accordance with Class 1 of IEC 529 and provision shall
be made for connection of a protective earth conductor to which all non conductive
accessible metal parts shall be connected.

4.3 Luminaries shall be made of extruded or pressure or gravity die-cast or fabricated


sheet aluminum alloy of the corrosion resistant type. The exterior shall be totally smooth.
Copper content shall be less than 0.05% to prevent intercrystalline corrosion As an
alternative, luminaires of the corrosion resistant glass reinforced polyester may be
considered.

4.4 Mirror reflectors shall be of 99.5% purity, glazed and anodized aluminum rigidly
fixed to the body and easily replaceable.

4.5 Each optical compartment or unit shall be protected by a clear polished glass or
UV protected polycarbonate protector. The protectors shall be heat and shock resistant, and
the external surface shall be smooth. Where specified, the protector shall be of the light
control pneumatic type.

4.6 A gasket of rubber or equal approved material fitted into the frame shall ensure
maintenance of the classified enclosure. Structural support shall be designed to protect the
gasket from direct sunlight.

4.7 The protector assembly shall be hinged to the body and maintained in place with
stainless steel filing spring clips. Removal of the protector frame assembly from the hinge
shall be possible without tools.

4.8 Luminaires shall be arranged with a combined gear and lamp compartment with an
enclosure equivalent to at least IP54. Where specified the luminaires shall be arranged with
separate compartments for the gear and for the lamps. Access to each compartment shall be
by independent separate covers. With this arrangement, the lamps compartment shall have
an enclosure of at least IP55 and the gear compartment may be relaxed to IP44 or better.

4.9 The lamp holder shall be made of high grade porcelain, mounted in a support
bracket allowing the holder to be moved into different vertical positions to adjust the lamp
at the focal point. Lamp holders shall be E27 or E40 in accordance with IEC 238 or BS
5042 Pt II or other approved equal standard.

4.10 Materials used for lamp suspension shall be able to support, without damage or
ageing or alteration in structural or physical properties, severe climatic conditions in
addition to the heat emitted by the lamp.

4.11 A clearly marked enclosed terminal block shall be provided to allow connection of
the supply cables. Special arrangements by plug and socket connectors shall be made to
facilitate maintenance, quick replacement and easy disconnection of individual
components.

4.12 Exposed metallic parts of the luminaires shall be factory finished, stove enameled
with a high ultra violet reflection and suitable corrosion resisting paint. The paint shall
minimize the effect of solar radiation on the equipment and be capable of resisting the heat

emitted by the lamps during continuous operation; Color shall be approved by the Engineer.

4.13 Luminaires shall be firmly fixed at the top of the column to minimize the
possibility of wind rotation, or falling if the column is subject to impact. The luminaires
shall be suitable for side entry or alternative bottom entry when mounted as a post top unit,

5. Lamps

5.1 Lamps for use in the selected luminaries shall be as detailed on the Drawings and
selected from the following types:

5.3 Lamps shall be manufactured in accordance with IEC for lamps detailed in 5.1 and
5.2 above, to IEC 192 for those detailed in 5.3 and to IEC 188 for those detailed in 5.4.
Where required lamps may also be manufactured to BS or other approved equal standards.

6. Control Gear

6.1 Control gear shall be of the type for operation at 230 V, 50 Hz. The ballast and
igniter shall be of a type specially adapted for the particular type of lamps selected. Lamps
shall be able to start with at least plus or minus 10% of the voltage value and continue in
normal operation with dips attaining 20% for 4 seconds.

6.2 High voltage wiring suitable to withstand the igniter pulse voltage shall be installed
between the igniter, ballast and lamp holder.

6.3 Power factor correction capacitors of the wound metallic polypropylene


film type shall be installed to maintain the power factor at or above 0.9 and the
compensation provided shall ensure that there is minimal increase in the operating current

during starting. The control gear losses shall not exceed 10% of the nominal lamp wattage.
A device shall be provided for the suppression of radio and television interference.

6.03.3 INSTALLATION

1. Columns shall be installed on concrete foundations. The Contractor shall ensure


that the foundations are suitable for use with the column he proposes to install and the bolt
threads are undamaged and complete with nuts and washers. Locations of columns shall be
as shown on the approved working drawings and columns shall be plumbed vertical before
bolting down.

2. Luminaires shall be located along a line parallel to the theoretical vertical profile
of the road. Alignment of all columns horizontally and vertically shall be as required by the
Engineer.

3. Luminaires heads shall be mounted at the top of the columns upon the
manufacturer's purpose-made brackets appropriate to the number of luminaires on the
column. The angle of inclination shall be in accordance with the design requirements.
Luminaires shall be set at 90 degrees to the longitudinal axis of the road.

4. The separate earthing cable associated with the circuit supplying it shall be bonded
to the metal work at each column. The final column in each LV distribution circuit shall
have its metalwork bonded to a separate earth rod as detailed.

6.03.4 MEASUREMENT

1. Lighting Columns shall be measured by the number of columns of each height


required, complete with luminaries, lamps, control gear, switchgear, internal cabling and
earthing, as necessary, commencing at the termination of incoming cable furnished,
installed, put into service, and accepted.

SECTION 6. 04 HIGH MAST ASSEMBLIES

6.04.1 SCOPE

1. These Works shall consist of furnishing, fixing and installing on proper concrete
foundations and putting into service high mast assemblies complete with operating
mechanisms, luminaires, support rings or brackets, control gear, wiring, distribution
equipment and associated equipment.

6.04.2 MATERIALS

1. High Masts

1.1 Masts shall be of the heights specified on the Drawings, hot dipped galvanized of
polygonal or circular cross section with a continuous taper of formed sheet steel in
accordance with BS 4360 and electrically welded. They shall be delivered to the Site in
manageable sections generally not less than 10 m long and be joined by means of pressure
overlapping or slip joints which shall have a minimum length of 1.5 times the diameter of
the joint. Site welding will not be permitted.

1.2 The masts of 30 meters in height shall have a minimum wall thickness of 5 mm
and have a minimum rupturing resistance of 510 MN/sq.m and minimum yield strength of
355 MN/sq.m. The minimum wall thickness of masts of other heights shall be as follows:

- Up to and including 25 meters: 4 mm.


- From 28 to 36 meters: 5 mm.
- More than 36 meters: 6 mm.

1.3 The Mast shall be designed, manufactured and installed in accordance with
Technical Report No. 7 of the Institution of Public Lighting Engineers (UK). The design
shall be based upon Section 2 of Report No. 7 giving guidance on the selection of the 3
second gust wind speed, in this case of not less than 130 KM/h blowing in the most
unfavorable direction at a height of 10 m above ground level. Appropriate reinforcement
shall be provided where necessary to increase the strength. Its behavior under wind
induced oscillation shall be such that it shall not fail due to fatigue and its oscillations shall
be damped to zero.

1.4 The mast concrete foundation shall be casted on site in accordance with mast
manufacturer's recommendations and as approved by the Engineer.

1.5 The maximum deflection at the top of the mast shall not exceed 2.5% of the mast
height with the wind speed detailed.

1.6 The Contractor shall submit detailed calculations and supporting data to verify that
the mast meets the above requirements for approval before manufacturing commences. The

1.6.1 Deflection at the top of the mast at the designed wind velocity.

1.6.2 Natural frequency of the mast

1.6.3 Critical wind velocity for resonance

1.6.4 Damping characteristics of the mast

1.6.7 Welding procedures

1.6.8 Procedures to ensure that the flange plate is not laminated

1.6.9 Details of the joint between the mast sections and between the bottom
section and flange plate

1.6.10 Details of face compartment method of reinforcement at door area, and


method of making door weatherproof and tamperproof.

1.7 A steel flange of adequate thickness and free from laminator shall be welded atthe
base of the mast developing in full, the strength of the section. In addition, supplementary
gussets shall be provided between bolt holes if deemed necessary.

1.8 An access door shall be provided in the base of the mast of adequate dimensions to
permit clear access to the back plate installed for mounting of the MCB assembly and the
junction box, winch, etc. The backboard shall be of steel or other non-hygroscopic
material. The door shall be completely weatherproof and fitted with a heavy duty lock.
The door area shall have appropriate reinforcement.

1.9 A stainless steel 12 mm diameter earthing bolt shall be welded inside the mast
near the access door and shall be provided with stainless steel washers and nuts.

2. Luminaires' Support Rings

2.1 The luminaires' ring or bracket shall be constructed of hot dipped galvanized steel
fitted with the appropriate number of luminaries, lamp gear mounting brackets, wiring
chamber and mounting plate. Where necessary it shall be in two halves joined by bolted
flanges to permit removal from the erected mast.

2.2 The head frame shall be covered by a shaped, protective, aesthetic skirt designed
to give a coordinated appearance of head frame and luminaries ring.

2.3 The luminaires ring shall be designed to provide appropriate distribution of


lighting either in one direction or in the required directions, thus making it possible to
concentrate the required number of luminaires on any zone and fix them rigidly as desired.

2.4 For masts with a mobile luminaires ring, rollers with a centering mechanism shall

be provided to ensure perfect alignment of the luminaires ring both axially and in azimuth,
while ascending or descending the mast. Rollers shall be made of water resistant non-
marking composition material with oil impregnated bronze bushings. All shafts and
washers shall be made of stainless steel.

2.5 As an approved alternative, a guiding rail of anti-corrosive material down which


the luminaire ring will slide, or rollers made from another material which will not damage
the galvanizing of the mast, or a free moving ring fitted with material which will not
damage galvanizing of the mast, may be used.

2.6 A weatherproof wiring chamber shall be provided and installed on the luminaires
ring and shall be equipped with the proper terminal blocks, neutral bar, the earthing bolt for
electrical connections, and including facilities on the luminaires ring to allow testing of
luminaires while in the lowered position.

2.7 The cable connecting the circuit breaker assembly within the base of the mast to
the wiring chamber on the luminaires ring, shall be flexible multi-core copper conductor
cable with neoprene or approved equivalent high temperature resistant insulation and
sheath in accordance with BS 6977 or IEC 227-6.

2.8 The cables installed in the luminaires ring connecting each luminaires to the
wiring chamber shall be factory pre-wired to avoid the need for field wiring, and shall have
single core copper conductors with neoprene or cross- linked polythene or approved
equivalent insulation and sheath.

2.9 All cables shall have 2.5 sq.mm stranded copper conductors.

2.10 Color coding of different cores of the cable shall conform to the Standards
specified. Each luminaire shall have its own neutral conductor connected to the neutral
bar.

3. Raising and lowering Equipment

3.1 Head frames shall be hot-dipped galvanized steel attached to the mast by means of
a steel slip-fitter and secured by at least 4 stainless steel set screws. They shall be
composed of a spun aluminum or other approved weatherproof cover, housing the required
number of steel rope pulleys and associated accessories for the operation and powering of
the luminaire ring.

3.2 Pulleys shall be of non-corrosive material grooved to suit the steel rope and
electric cable diameter, and fitted with stainless steel shafts. The pulleys shall be housed in
a chassis integral with a sleeve which slopes over the top of the mast, and is secured axially
and in azimuth. The complete chassis assembly shall be manufactured from steel and hot
dip galvanized. Arrangements shall be provided to ensure that the electric cables and steel
ropes are separated before passing over their respective pulleys, and close fitting guides
shall ensure that the cables and ropes cannot disengage the pulley during operations.

3.3 The luminaires' ring shall be supported by 3 steel ropes coupled to 2 steel ropes
from the double drum winch by means of a manufactured Steel coupling unit. A divider
bar shall ensure the separation of the steel ropes during raising and lowering.

3.4 flexible stainless steel stranded wire ropes in accordance with BS 302 suitable for

the application, with a factor of safety of 5 x Safe Working Load of the winch, shall support
the luminaires' ring assembly. Stops installed on the steel ropes or alternatively welded to
the mast shall support the luminaires' ring assembly in extreme lower position to within 1.6
m above the base of the mast. The electric cable shall be prevented from winding around
the steel hoisting ropes.

3.5 A multi-core electrical power cable shall be provided, terminating in the base
compartment with a multi-pin plug and socket coupler fitted with a guard ring for the
disconnection of the rising cable and at the mast head connected to a wiring chamber fixed
to the luminaires' ring.

3.6 A steadying system shall keep the luminaries ring in the correct top position
avoiding any rotation around its vertical axis.

3.7 The luminaires' ring shall be raised and lowered for installation and maintenance
purposes by means of a winching system specially designed to be installed and removed
through the access door at the base of the mast.

3.8 The winching system shall have a lifting capacity of at least twice the weight of
the luminaries ring assembly. The maximum winding torque during operation shall be
specified.

3.9 The winching systems shall employ double drums as a safeguard against a single
suspension steel wire rope failing alternatively a single drum winch system may be
employed with an approved safety system to control the ring assembly so that, in the event
of a suspension wire rope breaking, the ring will be adequately supported.

3.10 Winches shall be capable of normal operation using a portable power tool which
shall be a multi-speed reversible type incorporating a torque limiting device which can be
readily adjusted and locked. The power tool shall be equipped with a remote control
switch to allow the operator to be positioned clear of the moving head frame and using
push-button controls at the end of a 5 m long flexible lead. A mounting or support frame
shall be provided for locating and securing the power tool during operations.

3.11 Terminations of steel wire ropes on winch drums shall not involve distortion or
twisting of the rope structure. One full layer of turns shall remain on the drum when the
luminaires' ring is fully lowered or alternatively the drums shall be grooved to ensure a tidy
layer.

3.12 Manually operated winches shall be provided with handles and shall incorporate a
torque limiter which can be readily adjusted and locked. Winches shall be completely self-
sustaining. Brakes or clutches which require adjustment or which can be affected by
moisture or lubricant shall not be used.

3.13 Winch gears shall be totally enclosed and self-lubricating by means of an oil bath.
Only lubricant recommended by the supplier shall be used. The gear ratio shall take into
account operational speed and safety.

3.14 A contactor with an overload protection shall be incorporated to stop the


luminaires' ring when the effort required by the winch exceeds the nominal load.

3.15 The winch shall be fitted with suitable equipment to allow it to stop in a safe

manner, without damage to the mast finish, in the event of a supply failure to the power
tool. The winding mechanism should then he capable of being operated by hand.

4. Treatment of Metalwork

4.1 All welds shall be smooth with spatter removed and the interior and exterior
surfaces of the mast and ring shall be cleaned by pickling or blasting and shall be free of
any grease.

4.2 All components shall be hot dipped galvanized by total immersion in a bath of
molten zinc after completion of the fabrication. No further leveling up, finishing or
modifications shall be carried out after galvanizing. The minimum average coating weight
of zinc coating shall be 610 gm/sq.m on the inside and outside surfaces of the mast and
ring. The galvanizing shall conform to BS 729 and ASTM A123 or approved equal.

4.3 Any damage to the galvanizing shall be rectified during erection by wire brushing
the affected area and treating with an approved zinc restorative.

4.4 The flange plate and bottom of the pole to a height of 0.5 m shall be given an
external and internal coating of heavy duty bitumen paint.

5. High Mast Distribution Equipment

5.1 The high mast base compartment shall be fitted with a power control assembly
installed in a pre-wired weatherproof box opposite to the access door inside the base of the
mast.

5.2 The assembly shall consist of a surface mounting sheet steel weatherproof box
with a cover enclosing:

5.2.1 One 3-pole MCB as a main breaker, a branch MCB for each luminaires'
circuit together with a neutral link. The ratings of the MCB's shall be in accordance
with the Regulations and Standards and suitable to the connected load and cable size.

5.2.2 One single pole MCB with neutral link connected to the incoming supply
and serving a 13A, 230V socket outlet to BS 1363 complete with fused 3 pin plug to
suit the raising and lowering mechanism.

5.2.3 A multi-pin plug and socket coupler with guard ring fitted with cable
outlet for connection to the multi-core electric power cable provided from the MCB's
to the luminaries' ring wiring chamber.

5.3 The MCB's shall be calibrated at 50 degrees Cº and have a breaking capacity of
not less than 6 KA. The incoming side of the triple pole breaker with neutral link shall be
fitted with a 4-way, line-tap type terminal block with each terminal capable of accepting 2 x
35 sq.mm copper conductors.

5.4 The multi-pin coupler for supply to the portable raising and lowering power tool
shall be connected to the MCB's via a flexible connection to ensure accessibility.

6. Luminaires

6.1 Luminaires shall conform to IEC 598 and shall be dust protected and splash proof,
specially designed to house the specified number of lamps and the complete assembly shall
be in conformity with IP65 of IEC 529, The luminaires' steel parts shall be protected
against electric shock in accordance with Class I of IEC 529 and provision shall be made
for connection of a protective earth conductor to which all non conductive accessible metal
parts shall be connected.

6.2 Luminaries shall be made of extruded or pressure or gravity die-cast or fabricated


sheet aluminum alloy of the corrosion resistant type. The exterior shall be totally smooth.
Copper content shall be less than 0.5% to prevent intercrystalline corrosion. As an
alternative, luminaries of the corrosion resistant glass reinforced polyester may be
considered.

6.3 Mirror reflectors shall be of 99.5% purity, glazed and anodized aluminum, or of
die-cast, super-purity aluminum vapor-deposited, coated with a transparent layer of silicon
as a protection against wiping.

6.4 The protector shall be made of heat and shock resistant glass, and mounted into a
suitable frame. The protector frame assembly shall be fixed to the body by means of captive
screws and secured by extra safety clamps to allow for the replacement of the protector and
reflector. An ozone resistant ethylene-propylene or approved equivalent rubber gasket
shall ensure sealing of the front glass.

6.5 The lamp holder shall be made of high grade porcelain mounted in a support
bracket with provision to adjust the lamp both vertically and axially. A lamp grip shall
prevent the lamp from moving in operation. Lamp holders shall be E27 or E40 in
accordance with IEC 238 or BS 5042 Pt II or other approved equal standard.

6.6 Materials used for lamp suspension shall be able to withstand, without damage or
ageing or alteration in structural or physical properties, severe climatic conditions in
addition to the heat emitted by the lamp.

6.7 Ballast and control gear shall be mounted within the luminaires in a separate
compartment isolated from the lamp and with enclosed terminal blocks fitted with quick-
disconnect electrical leads.

6.8 Alternatively, the control gear may, if approved, be enclosed within a separate IP
65 metal clad galvanized box or a corrosion resistant die cast aluminum alloy box and
mounted upon the luminaries support ring.

6.9 Luminaires shall be arranged with a combined gear and lamp compartment
separated by a thermal screen with an enclosure equivalent to at least IP54. Where the
luminaries specified shall be arranged with separate compartments for the gear and for the
lamps. Access to each compartment shall be by independent separate covers.

6.10 A clearly marked enclosed terminal block shall be provided to allow connection of
the supply cables. Special arrangements by plug and socket connectors shall be made to
facilitate maintenance, quick replacement and easy disconnection of individual
components.

lock it firmly in its selected position, thus preventing any rotation or falling while moving
the luminaires' ring.

7. Lamps

7.1 Lamps for use in the selected luminaries shall be as detailed on the Drawings and
selected from the following types:

7.3 Lamps shall be manufactured in accordance with IEC 662 for those detailed in
7.1.1 and 7.1.2 above and to IEC 64 for GLS lamps as detailed in 7.1.4. Where
required, lamps may also be manufactured to BS or other approved equal standards.

8. Control Gear

8.1 Control gear shall be of the type for operation at 230 V, 50 Hz. The ballast
and igniter shall be of a type specially adapted for the particular type of lamps selected.
Lamps shall be able to start with at least plus or minus 10% of the voltage value and

9. Aircraft Obstruction Luminaires

9.1 Where shown on the Drawings, two red luminaires within cast aluminum
bodies shall be fitted at the top of each high mast attached to the luminaires'
ring with a purpose made bracket and arranged to project through the
canopy. The luminaires shall be provided with a change over relay such that, in the
event of a lamp failure, the second lamp is automatically connected. Lamps shall be
GLS Rough Service 200 Watt suitable for an E27 lamp holder.

6.04.3 INSTALLATION

1 The Contractor shall employ workmen who have had experience in installation of
high masts.

2. High masts shall be installed on concrete bases as detailed on the Drawings.


Erection of high masts and assembly of the luminaires head frame and rising and lowering
gear shall be carried out in accordance with the manufacturer's instructions. The
Contractor shall ensure that the foundations are suitable for use with the high mast
installation proposed.

3. Location of masts shall be as shown on the approved working drawings and masts
shall be plumbed vertical before final bolting down.

4. Masts shall be assembled as close as possible to the installation location, preferably


on ground level, and using the manufacturer's recommended tools.

5. Final setting and adjustment of the luminaries shall be carried out after all masts are
operational.

6. Anchor bolts shall be supplied complete with accessories and coordinated with the
civil Works described in Section 6.19-"Civil Works for Electrical Installation".

7. High mast metal work shall be bonded to a separate earth rod as indicated on the
Drawings and also to the separate earthling cable connected to the distribution board earth
bar.

8. Masts shall be of specified height and carry luminaires as indicated on the


Drawings. Each luminaire shall house the required lamp oriented to give the correct
illumination along the highway surface.

9. The high mast system incorporating mobile luminary rings shall be capable of
utilizing a purpose-made portable cage for maintenance purposes. The cage shall be
obtained from the high mast supplier and be capable of carrying 2 persons plus servicing
equipment. A safety device shall be provided for use within the cage.

10. A portable power tool shall be provided for raising and lowering of the luminaires

ring from a remote position. Manual raising and lowering equipment where appropriate
shall also be provided.

11. An extension lead of multi-core cable, fitted with multi-pin plug and socket shall be
provided to allow for testing of luminaires in the lowered position.

6.04.4 MEASUREMENT

1. High mast lighting assemblies shall be measured as the number of masts of each
height, complete with luminaires, lamps, switchgear, control gear and earthling, furnished,
installed, put into service, and accepted.
