Delinquency is the moral misdeed that students do inside the school. This include
violating rules like vandalism, cutting classes, absent or not attending classes with no valid
reason, having trouble with their classmates, tardiness, stealing and bullying.
Student’s delinquency is one of the school problems among students and this will affect
their studies. Violating rules inside the school may destroy or change a student’s attitude.
Teachers usually reported that these disturbing behaviors in the classroom are intolerable and
stress-provoking.
Researchers are beginning to reveal that some misbehaviors of students inside the school
did not only escalate with time but also lowered in academic achievement and increased
delinquent behaviors. These problems can also cause distress to teachers, to make continual
comments to the student. Being late in class can disrupt their lesson. Most of the misdemeanor of

Education is one of the ways to change life, change values, and change fate of an
individual. The K-12 program is a part of the proposed educational reforms of the Philippines’
former president which shifts Philippine Basic Education system to twelve years plus kinder

Many parents disapprove the implementation of the K-12 education system by the
Department of Education, as it means additional burden for both parents and students, even more
so for the marginalized sector of the community. There are some issues raised by different
individuals on this matter, like additional expenses for parents, lack of educational resources
such as classrooms and teachers, and parents can’t wait to have their children start working.
Nograles (2010), son of former House Speaker Prospero Nograles, also noted that the
government’s public school system does not have enough classrooms, teachers and well-
equipped educational facilities which are required for the effective implementation of the
curriculum.
The Philippines is the only country in the world that still follows a ten year basic
education cycle. And so last October 2010, President Noynoy Aquino proposed the Kindergarten
plus 12 on the k-12 program to catch up with the rest of world having a 12 year basic education
cycle. However, with all the issues on education the country is still has, parents expressed their
opinions on the President Aquino’s plan of strengthening the Philippines education system to
