REVIEW OF RELATED LITERATURE

LOCAL STUDY

Managing and establishing effective discipline have always been areas of concern by the

teacher. Despite by concentrated study concerning the relationship of classroom control by a

teacher and academic achievement by the student, there is no single set of guidelines establishing

for the classroom teacher to address the mentioned concerns; there are no universal prescription

for students control under all circumstances. The mission objectives, core value, rules and

policies for inside and out the classroom of school are shared as an example for establishing

sophisticated management techniques to ensure satisfactory classroom discipline. (Journal on

School educational technology, v2 n3 p22-26 December 2006- February 2007)

FOREIGN STUDY

Student’s misbehavior is a problem affecting schools across the nation and around the world.

Student conduct problems in the classroom not only interfere with teaching and learning but also

thought to be a leading contributor to teacher stress and a precursor to later school dropout.

Many districts and schools are aggressively searching for programs to remediate and reform

problematic behavior in students. However to develop successful programs, It is important to

understand first what constitute student misbehavior in the context of individual, familial, social

and intellectual influences. (Susan Poland Giancola University of Pennsylvania)

REVIEW OF RELATED LITERATURE

LOCAL STUDY

Education is one of the ways to change life, change values, and change fate of an

individual. The K-12 program is a part of the proposed educational reforms of the Philippines’

former president which shifts Philippine Basic Education system to twelve years plus kinder

from the current ten years. K-12 aims to make basic education sufficient enough so that anyone

who graduates can be gainfully employed and have a productive life.

Many parents disapprove the implementation of the K-12 education system by the

Department of Education, as it means additional burden for both parents and students, even more

so for the marginalized sector of the community. There are some issues raised by different

individuals on this matter, like additional expenses for parents, lack of educational resources

such as classrooms and teachers, and parents can’t wait to have their children start working.

Nograles (2010), son of former House Speaker Prospero Nograles, also noted that the

government’s public school system does not have enough classrooms, teachers and well-

equipped educational facilities which are required for the effective implementation of the

curriculum.

The Philippines is the only country in the world that still follows a ten year basic

education cycle. And so last October 2010, President Noynoy Aquino proposed the Kindergarten

plus 12 on the k-12 program to catch up with the rest of world having a 12 year basic education

cycle. However, with all the issues on education the country is still has, parents expressed their
opinions on the President Aquino’s plan of strengthening the Philippines education system to

through the K-12 program.

FOREIGN STUDY

Education policy is constitutional responsibility of states, and governors play a leading

role in efforts to improve education. The challenges states face in K-12 education are complex,

and governors must address a wide range of schooling issues including: academic standards,

dropout prevention and recovery, education options, teacher professional development, turning

around low-performing school, STEM education and many more.

Today governors are leading widespread efforts to better ensure that all students who

graduate from high school is ready for success in college, work and life. The NGA Center

supports governors and their staffs on education policy technical assistance and policy analysis.
