Background of the Study:

 Expound more as to how veterinary medicine is relevant, important, and practiced in the
region. This so that it can transition properly to the problem statements.

Statement of the Problem:

 Identify problem statements. You need to specify and state what are the problems that
need to be addressed.
 Expound for each problem statement through a short expository paragraph discussing,
describing, and/or explaining each problem statement.
 If the local gov't is incapable of addressing animal welfare needs, where is the relevant
data to support it? How many animals are sent to the pound per day? How many are
found by their owners? What is the average duration of retention for an impounded
animal? The daily expenses?
 Important: Each problem statement should be backed up by relevant data, either
presented previously in the background of the study or in the expository paragraph
following the problem statement.
 Need data of estimated number of strays and projected growth model to assess if there
really is a problem that needs to be addressed.
 Identify medical facilities, if any, for animal treatment found in the city, province, and/or
region to support the statement that it is indeed lacking.
 To add, try to gather data of veterinary practitioners currently based in Naga or in
CamSur. These can be used to gather interviews for research.

Project Objectives:

 Each project objective addresses one problem statement at a ratio of 1:1. If you have 5
objectives, then you should at least have 5 problems that you will address.
 Objective number 4 is not related to any problem previously stated. Need statistical data
to supplement how (domesticated) animals affect the tourism industry.

SILONG: Rehabilitation and Veterinary Center for Stray Animals

INTRODUCTION

Animals and humans are an essential creation of God. Animals have a long history of
relationships with humans. It was developed and changed over time. It was started as a working
bond such as farming, protect their gain stores from rats and mice, hunting, guarding duties,
warfare, transportation, sporting events, protectors to wild animals, and entertainment.
Nowadays, animals improve human health by simply stroking and hugging the animals, It
causes hormones to be released and makes the person doing it feel good. Those fall under the
domesticated types of animals who live and work together with humans

In the past months and years, the world is experienced various natural disasters that put
danger to thousands of people and animals. The two of those phenomena are the eruption of
the Mayon Volcano on January 21, 2018, around 90,000 people and 6,000 animals are affected
by the phreatomagmatic explosion.1 And the eruption of Taal Volcano on January 12, 2020,
around 736,802 people and 1,967 animals are affected by the phreatomagmatic explosion.2
Both animals and humans are affected to the phenomena of natural disaster but animals sadly
abandon by their owners when calamity hits them.

Today, we currently experience a global health crisis because of the outbreak of


coronavirus disease 2019 or COVID-19. It’s a group of RNA viruses that cause a sort of disease
in humans and other animals. It was sad to imagine that almost millions of people are infected
with COVID-19 around the world. According to the reports, the other animals such as cats are
tested positive for COVID-19 that belongs to people. They caught it with an infected human by
licking to the face and sharing food with the owner. The cats have shown clinical signs of
disease including respiratory and gastro-intestinal signs. Base on the laboratory studies cats are
the most vulnerable species for COVID-19 and able to transmit the infection to other cats. As
though, various animal species have been infected with COVID-19, these infections are not a
driver of the COVID-19 pandemic. The pandemic is driven by the human to human
transmission. Therefore, there is no evidence that companion animals can transmit the virus to
humans.[1] However, there is a possibility to carry the virus, when someone with COVID-19
positive accidentally cough to them closely and then sticks the droplets to their fur. When pets
got home, the owner immediately stroking their pets and then accidentally touch their eyes or
mouth without washing their hands. Therefore, it is important to apply basic hygiene measures
to our pets. How about the situation of stray cats, dogs, and other animals? Could you imagine if
how they could survive their everyday needs? It was sad to face the fact that they are already
forgotten by the people. 

Animals are one of the important parts of our lives. They are giving us an unconditional love
through their own ways. They also deserved love and care especially to this current situation of
the world. They are also need medical attention and shelter where they can feel comfort, safe
and care just like human because God gave us equal rights to live in this earth. This is where
veterinary medicine takes into action. Veterinary medicine is defined as the branch of medical

science that deals with the prevention, control, diagnosis, cure of animal injuries and prevention
of transmission of animal diseases to people.3 In order for this profession to serve its purpose,
an animal shelter is needed which will cater animal welfare needs alongside with pampering the
animals as well as the humans. This will serve as a multiservice for animals that gives proper
care and attention.

Background of the Study

Veterinary medicine began from the kindness and bravery of a woman named Maria
Dickin. On November 17, 1917, she founded the first People’s Dispensary for Sick Animals
where the first clinic is located in whitechapel basement. This clinic is for everyone, where poor
people could have free treatment to their ill and injured animals. The organization successfully
grew because after ten years a total of 410, 100 animals were treated in a year which led them
to open veterinary clinics in other country. 4

The practice of veterinary medicine in the Philippines was started in the Spanish era
(1521-1898) when they need to study and investigate the occurrence of the Rinderpest
epizootic (cattle plague) in the Philippine islands emerged in 1888. The animals that are
affected by plague are the cow and carabao population between Manila and Bulacan. It was
caused by the imported sick animals from Indochina and Hong Kong. The effects of the plague
lasted from 1888 through 1939. This 1888 cattle plague prompted the need for veterinarian
services in the Philippines. Therefore, the practice of veterinary medicine lawfully started when
Public Act No. 2245 was enacted on February 11, 1913, creating the Veterinary Examining
Board. Composed of members appointed by the Governor-General, the Board was placed
under the administrative supervision of the Director of Agriculture.5

STATEMENT OF THE PROBLEM

The local government isn’t capable yet to meet the needs when it comes to animal
welfare. Thus, the study sought to find solutions to the following problems.

The lack of facilities for the animals is the major problem. The City of Naga don’t have
enough and proper facilities to accommodate for all the animals that they caught. According to
Dr. Junios J. Elad Jr., they relocate the current city pound from Del Rosario to Pacol Nursery
near in Hacienda de Naga. Due to the development of School within the location of current city.
He said that it was only a temporary shelter for the animals that they caught, they don’t have
permanent shelter for those animals.

The overpopulation of the strays animals due to the irresponsible pet owners which they
allowing a dogs and cats to reproduce with little chance to find homes for the offstring and they
being abandon by owners who can no longer want them. Until they became a stray animals.
living under cars and begging for scraps of food. And then the Naga City pound dogcatchers
and authorized city personnel such as the barangay are in charge of animal control and are
mandated by law to capture strays as well as those pets that are unleashed possible disease
carriers, freely roaming public areas and outside personal properties. It was sadly to say that
our city can’t accommodate and take full responsibility for the nurturing and maintenance of the
impounded animals that are caught in the city streets. When not adopted or claimed during a
period of time. These qualified unwanted animals are bound to euthanasia.

Health issue regarding man and animals is also one of the major problems that we
encounter. Through pets can offer a wide range of health benefits to humans, they can also
pose a number of health risks. Rabies is one of the most severe diseases that humans can
contract from dogs and cats.

Inadequate medical facilities for animals, they are also have a right to be treated and
cure to their diseases.

PROJECT OBJECTIVES

The Proposed Rehabilitation and Veterinary Center for Stray Animals intends to provide
the city that cater for the needs of the animals and change the way that humans think of.
Moreover, this study aims to achieve the objectives set out below:

1. To provide an ideal facilities where they can meet the needs of the stray animals. Such
us foods, care, proper shelter and medical treatment.
2. To promote proper education of the people of Naga about animal concerns and issues
through animal welfare awareness.
3. To establish a strong connection between man and domesticated animals. In the way of
recreational facilities where they can socialize and create exposure to both human and
animals.
4. To promote tourism in the City of Naga through providing new technologies and
amenities facilities where people enjoy, care and love.
5. To give employment opportunities to the local people through the local government’s
advocacy towards responsible care for animals and provide economic boost of the city,
in the long run.

SIGNIFICANCE OF THE STUDY

Since the project provide various solution, once competed, this will be of significance to
the following:

1. To the Domestic Animals


Since this project aims to build an ideal facilities for stray animals that is inviting and
positively viewed destination. Hence, increasing chances that animals at the shelter will find a
new home. These facilities will be the way of giving love, shelter, care, medical treatment and
finding homes for stray animals or to be reuniting lost pets with their families. It will also train the
stray animals to develop their abilities, talents and skills.

2. To the Pet Owners


These project will educate and assist the pet owners if how to be responsible pet lover.
From its birth up to the stage wherein they will needing serious medical aid. Therefore, we can
prevent the increasing number of abandon animals.

3. To the Community
Since this project will serve recreational facilities for both human and animals where they
can socialize, enjoy, and create exposure to both human until to encourage the people to
become an advocate against animal cruelty and to be animal lover

4. To the Tourist
Since it will providing facilities that gives interest to animals by creating pet shows and
animals exhibitions for a complete touring experience.

5. To the Government of the Naga City


Since more job opportunities will open such as veterinarians who are willing to work with
the project and for those animal lovers who want to work in this field. The people of Naga’s way
of life will improve and will also lessen the poverty rate in the city.

SCOPE AND DELIMITATION

a. Research Components
The study only covers the medical center, care and welfare awareness of
domesticated animals such as small companion animals. This kind includes dogs
and cats that contribute to human companionship as well as birds, rabbits and other
animals that can be kept in the household. However, as far as the Naga City
Veterinary Office is concerned, livestock is considered as they conduct livestock
services, consultation and issue permits.

CRITERIA FOR SITE SELECTION AND SWOT ANALYSIS

1. Site Criteria

a) Land Area
The lot area can accommodate all of the buildings of the project. The area
shall have at least 4 hectares that can allocate enough the proposed buildings.

b) Location
It refers to the location of the area. It should be near the City.

c) Utilities
Existing Utilities and Services are major necessity and should be readily
available.

d) Accessibility
It should be accessible especially for the public transporation.

e) Topography
Site is relatively flat and can hold all possible use.

f) Security
It determines if site is safe for specific project.
