Determined to form the Mahagathband-
han to defeat the BJP, Congress heavy-
weights P Chidambaram and Salman
Khurshid on Monday said that the Con-
gress would not project Rahul Gandhi as
PM candidate in 2019. While leaders from
the probable Mahagathbandhan partners
welcomed the announcements, it has
given a fresh handle to the ruling BJP to
expose the leadership crisis in the Grand
Alliance.
In an interview to a Tamil news chan-
nel, Chidambaram said, “The Congress
never said that Rahul Gandhi will be the
PM face in 2019.” He clarified later that
the Congress wants the Mahagathband-
han to be formed. “The Prime minister
will be decided by the alliance partners
after the election,” Chidambaram said.
Echoing his colleague, Khurshid
said that the Congress cannot win the
2019 polls on its own. “The PM candi-
date will be chosen only after the Maha-
gathbandhan wins the election.” The
statements by two veteran leaders is
being seen as Congress’s bid to strength-
en the Opposition unity and not make
the 2019 Lok Sabha polls a ‘Modi versus
Rahul’ fight as it can then result in a
cakewalk for the BJP.
Though the BJP is keen on making the
2019 polls a fight between Modi and Rahul,
it is also looking to exploit the scenario in
case the Opposition does not fall into the
trap of announcing a PM candidate.
Interpreting Chidambaram’s state-
ment as a sign of defeat, Shahnawaz Hus-
sain said, “This only means that Con-
gress has understood that it can neither
defeat the BJP nor can it stand anywhere

Modi in the 2019 polls. Second, this move
will ease out leaders like Akhilesh Yadav
and Mayawati who were not very keen on
forming an alliance with the Congress,”
said political analyst Biswanath

The International Thermonu-
clear Experimental Reactor
(ITER), the world’s largest ex-
perimental fusion facility, is
58% complete, and is on track
for generating first light by
2025, a senior official associat-
ed with the project, said.
India is among the seven
members of ITER, which is
taking shape in France, and
aims to demonstrate that it is
possible to produce commer-
cial energy from fusion. India
has committed to contributing
9% towards the project, which
would amount to Rs10,000
crore or so. The other members
of ITER are US, South Korea,
China, Japan, Russia, and Eu-
ropean Union.
“We are more than halfway
to First Plasma according to
stringent metrics that measure
ITER project performance.
Thirty-six milestones met so
far, many challenges and po-
tential delays mitigated. Criti-
cal path remains on schedule
for First Plasma in 2025,” ITER
director general Bernard Big-
ot, said at the 27th Fusion En-
ergy Conference of Interna-
tional Atomic Energy Agency
(IAEA), which commenced in
Gandhinagar on Monday.
The start of deuterium-
tritium operation or full fusion
power at ITER will be in 2035,
he said further. As its contribu-
tion to the project, India is re-
sponsible for Cryostat, in-wall
shielding, cooling water sys-
tem, Cryogenic system, ion-
cyclotron RF heating system,
electron cyclotron RF heating
system, diagnostic neutral
beam system, power supplies,
and some of the diagnostics.
“India is performing very
well, and is one of the most ad-
vanced (among the members)
in delivery. The Cryostat is al-
ready at the site,” Bigot said.

The Gujarat government, on
Monday, declared 35 more
tehsils as scarcity hit in the
state. The state government
and Centre will pay relief of
Rs 3,000 crore for the 51 scar-
city affected tehsils in Guja-
rat. The government has de-
clared the tehsils with record-
ed rainfall of less than 250mm
in the monsoon season as
scarcity hit. Implementation
of relief in newly declared
tehsils will begin December
31 onwards.

nouncement at a press confer-
ence in Gandhinagar. He said,
“The farmers in affected are-

6,800 per hectare for up to 2

tel today met Bihar chief min-
ister Nitish Kumar, and invited
him to visit the Statue of Unity,
which is slated to be inaugu-
rated by Prime Minister Nar-
endra Modi on October 31. The
minister was slated to visit
Bihar last week to extend invi-
tation to the Bihar CM, but the
visit was apparently put off.

rama, Asian Short & Docu-
mentary Film festival of the
National Institute of Design
will showcase 76 films from
18 countries. The festival that
begins on Tuesday will have
film screenings, master class,
seminars, etc and is open to
outsiders, on a first come
first served basis.
Interestingly, the films
screened are from Turkey, the
Philippines, Iran, Pakistan,
Bangladesh, Israel, Uzbeki-
stan and many more nations
including India.
The festival, spread over
four days will have five sec-
tions: Asian competition,

ture and craft, made by for-
eign students and guided by

(patwaris) of the Panchayat
department went on an in-
definite strike from Monday,
leaving almost all work in
Panchayat offices paralyzed.
The patwaris working in
all 33 districts joined this
strike and stayed away from
work. They also held protest
demonstrations in front of

University in declaring re-
sult of reassessment as
sought by the student
resulted in the student ap-
pearing for the exam after
which he realized that he
had passed in the subjects.
Jaydip Makwana who is pur-
suing MA from GU had ap-
peared for his exam in april
this year.
When the result was de-
clared in June 27, he found
that he has failed in two sub-
jects. On July 3, he applied
for reassessment.
However, since there was
no communication from ex-
amination department, he
appeared for repeaters exam
on Monday after which he
found that he his marks in
original exam had changed
and he had passed.

“When will Gujarat univer-
sity stop playing with
future of children. As per
rules, results of reassess-
ment need to be declared
within 60 days.
But the university does
not respond to the students
query nor informs them till
five months. This is a classic
example of laziness of ex-

officials responsible should
resign.”

waris, 47 are carried out by
Panchayat talatis while rev-
enue talatis have to handle
only 3 works sitting at E-
Dhara centers. This means,
our cadre handles maximum

Monday. Surat collector Dr

dia platforms are deputy col-
lectors serving in Surat city,
Olpad, Mandvi, Bardoli and

Ahmedabad Municipal Cor-
poration (AMC) had proposed
to privatise 14 swimming
pools in the city, the local civic
body rolled back its decision

Three lion cubs were found
dead in the revenue area of
Khabdada village in Tulsishy-
am Range of Gir on Monday.
Forest officials, however,
ruled out infection stating
that the injury marks on the
cubs’ bodies showed that it
was a clear case of infighting.
“The new deaths have been
reported far from where the
earlier deaths have happened.
This is an unrelated incident.
The injury marks show that
the cubs died due to infight-

ratory (PRL) will be sending
three payloads (one each at-
tached to the orbiter, lander
and rover) as part of the
Chandrayaan 2 mission.
Anil Bhardwaj, director,
PRL, said that the orbiter will
have the payload that will
carry a solar x-ray monitor.
Developed by PRL, this moni-
tor will help measure the so-
lar x-rays generated.
The payload, Chandra Sur-
face Thermophysical Experi-
ment (ChaSTE), attached to
the lander, will help them
measure the sub-surface tem-
perature too.
“The ‘soil’ on the moon is
a known conductor and the
mission will help us under-
stand how heat from surface
of the moon percolates
down,” said Bhardwaj.
The payload on the rover
will help understand the al-
pha particles’ sources and for
the first time, give a glimpse
into the chemical composi-
tion of the moon surface and
its mineralogy, he said.
“The mission will also
help us understand how wa-
ter is distributed and give us
a global map of water on the
moon’s surface,” said Bhard-
waj. He was speaking on the
sidelines of the International
Symposium on Equatorial

Mumbai: The scanty rainfall
in several parts of Maharash-
tra that has caused a scarcity
situation has yet another side
effect — livestock prices have
plummeted to almost half the
rates they normally fetch.
Confirming this, Rajendra
Attarde, president of the
Crops Protection Committee
of Nanded in Jalgaon said a
cow that was usually sold for
anything between Rs 20,000-
22,000 was now only fetching
Rs 8,000- Rs 10,000. Nanded is
considered to be one of the
biggest cattle markets in the
state and the market pulse as
such is decided here.
“A hybrid or a Jersey cow
is being sold at the rate of Rs
30,000-to-Rs 35,000 as against
the earlier price of Rs 55,000
to Rs 70,000. Prices for buffa-
loes, too, have gone down
from Rs 1 lakh to Rs 1.25 lakh
to Rs 55000 to Rs 70000. Even

Investment in social cohesion helped Kerala fight floods

lthough the waters have ebbed
and a sense of normalcy has re-
turned to Kerala, memories of the
devastating floods in late-August
persist in public imagination.
The deluge, caused by a com-
bination of incessant rains, low reser-
voir capacity, poor dam management
and gradual environmental degrada-
tion, is reportedly the worst Kerala has
seen since 1924.
Yet, amidst the doom and gloom,
many people have noticed a perceptible
difference in the way rescue and reha-
bilitation were conducted in a demon-
strably egalitarian and more important-
ly, in a humane and an inclusive way.
What was exceptional about the ethi-
cal involvement and informed response
of civil society to the flood rescue? Un-
like many parts of India, these opera-
tions were not as beset with fractious
considerations of religion, caste and
class. Part of this puzzle can be attribut-
ed to the oft-quoted, debated and cri-

man development by the 1950s, which
would place the state amongst develop-
ment front-runners like Scandinavian
or European countries.
What is doubly remarkable about
this achievement is the slower-than-av-
erage economic growth and a lower-
than-average NSDP that has accompa-
nied this human development.
This investment in developing hu-
man capital without falling into the
myopic pit of focussing solely on in-
dustry-led economic development has
put in place a functioning-yet-rudimen-
tary disaster management system that
could mitigate obstacles faced by
mechanisms of formal disaster man-
agement response.
The development of local institu-
tions, both formal and homegrown, has
enabled individuals in the state to be
sufficiently empowered to take deci-
sions based on an overall social consen-
sus during times of crisis. The develop-
ment indicators of Kerala were consoli-
dated with the long tradition of mass
mobilisations in the state, that include
important movements led by progres-
sive social groups, including but not
only restricted to the Communists.
Several mass mobilisations ensured
that holistic development and the tri-
umph of the community over the indi-
vidual’s requirements was never pe-
ripheral to Kerala’s social fabric—a sig-
nificant part of which was revealed
However, the above explanation still
fails to explain why advances in human
development are likely to make people
act in more considerate, humane and eq-
uitable ways. To decode the remaining
half of the puzzle one needs to look at
the actions and contributions of a few
other individuals and groups in Kerala.
One of the most heart-warming in-
stances of intense public engagement
came from the fisherfolk of Kerala who
volunteered to help stranded residents
in villages and cities.
Based on their intricate knowledge
of water currents and water bodies,
they deployed their boats and risked
their own lives to rescue citizens, al-
most selflessly.
At a different level, the Malayalam
news media played the role of a facilita-
tor and watchdog, never creating false
alarm or sensationalising what is veri-
tably a human tragedy, putting public
service at the core of their agenda.
This dimension of the narrative
eludes explanation in terms of num-

cohesive societies.
A long history of mass mobilisations
connected to issues of land reforms, caste
discrimination and social inequity has
engendered a degree of social cohesion
and inclusion in ‘God’s Own Country.’
This model of inclusive politics has
allowed individuals and groups in Kera-
la to form a critical consciousness of
collective empowerment. These self-sus-
taining non-state institutions cannot be
evaluated on their short-term efficacies;
their role is in catalysing a communi-
tarian psyche in people, gradually worn
out in an insular, hard-core, economi-
cally driven society.
Furthermore, the social investment
made by successive governments as
well as non-government bodies also re-
sulted in creating a degree of social co-
hesion among different sets of people
who have separate ideologies, religious
beliefs, and communal ties.
One is not arguing that there have
been problems with the disaster re-
welcome investment in social cohesion
and social infrastructure can iron out
almost genuine questions about the in-
equitable distribution of rescue and re-
habilitation efforts.
However, the gains made by an in-
vestment in social cohesion and local
institution-building need to be constant-
ly reiterated because, unlike gains in
physical infrastructure or nutritional
indicators, it cannot be measured. Its
value tends to recede in public memory
the moment a tragedy subsides. That
need not be the case if facilitating a
genuine concern for social cohesion is
made an active part of political mobili-
sation and social engineering.
That is, the way we imagine our fu-
ture societies and cultures need to be
more intersectional than ever before,
where we constantly stem our tenden-
cies to focus exclusively on immediate
metrics to tell us the health of a society.

London: Mice brought to a re-
mote South Atlantic island by
sailors in the 19th century are
threatening seabirds including
the critically endangered
Tristan albatross, a British
charity said on Monday.
The Royal Society for the
Protection of Birds said the
rodents have proliferated on
uninhabited Gough Island,
part of a British overseas ter-
ritory, and are killing two mil-
lion birds every year.

ternational partners to eradi-
cate mice from Gough Island in
2020, using two helicopters
laden with poisonous pellets.
“Restoring the island to a
more natural state will prevent
the deaths of millions of sea-
birds,” said John Kelly, RSPB
manager for the Gough Island
mouse eradication pro-
gramme. The RSPB said the
operation would be “logisti-
cally complex” because staff
and equipment would have to
be shipped to the island, locat-
ed 2,800 km from South Africa.

from 48,416 to 81,344, which
translated into a growth of
68%,” the finance ministry
said.

On a standalone basis, the

creased by 6% to Rs 873 crore
in 2017-18 from Rs 824 crore

According to the filing,

(DGAP) has found that fast-

crore by not passing on GST
rate cut benefit to consum-
ers, an official said.

The DGAP, which has sub-
mitted its report to the Na-
tional Anti Profiteering Au-
thority (NAA), had conduct-

Nestle India and found that
the company had not re-
duced prices of certain prod-
ucts in proportion to the cut
in goods and services tax
(GST) rate.
A Nestle India spokesper-
son said the company has

of Control for Cricket in India
(BCCI) having little other
choice than complying with
the World Anti-Doping Agen-
cy (WADA) norms, there is
every possibility that mem-
bers of the Board may de-
mand a general body meeting
soon to discuss the situation.
This has been necessitated
after acting secretary Am-
itabh Choudhary warned the
Board members that India
might stand the risk of isolat-
ing itself from the global
sports fraternity if it does
not pay heed to the WADA
demands.
As Choudhary returns
from Singapore after attend-
ing International Cricket
Council (ICC) chief execu-
tives’ meeting, it is clear that
the onus is now on the BCCI
to take a stand, because
WADA has given the ICC
enough time to convince
member countries to comply
with its norms.
As the situation stands,
only the world’s richest crick-
et board, BCCI, is seen as non-
complaint to the WADA
norms. Though the Afghani-
stan board is also yet to sign
on dotted lines, their consent
is hardly a concern consider-
ing their say in the ICC.
Players’ apprehensions
The issue, in a nutshell, is that
the BCCI has been pressur-
ised by Indian cricketers over
the years to not accept WA-
DA’s controversial “wherea-
bouts” clause.
As per the clause, players
must disclose to their respec-
tive federations their wherea-
bouts for an hour every day
over the forthcoming three
months.
While the Indian cricket-
ers have no problem with this
rule when the cricket season
is on, their objections relate
to the time when they are off
the field and away from crick-
et on holidays.
However, the clause stands
even for the likes of Serena
Williams, PV Sindhu or thou-

The whereabouts informa-
tion could either be filed to
WADA or the national anti-
doping agencies, which is the
National Anti-Doping Agency
in India’s case.
Skill, not doping
Many of top Indian cricket-
ers have argued over the
years that unlike many other
sports, skills of a cricket
player can’t be enhanced by
using any kind of perfor-
mance-enhancing drugs.
WADA’s own statistics till
now show that cricket had
just 0.2 per cent of positive
cases till 2015 (2 out of 995
samples tested) as compared
to football with 0.5 per cent
(160 out of 32,362 samples) or
hockey 0.4 per cent (6 out of
1,432 samples) for the same
time period among the team
games.
Weightlifting 2.7 per cent
(272 from 10,262), athletics 0.9
per cent (265 from 30,308) and
cycling 0.9 per cent (244 from
22,652) topped the charts dur-
ing this duration.

the way we look and sound for eve-
ry film. I had done it in Omkara
(2006), but now it’s become a norm.
I sounded like a Punjabi guy in Sa-
cred Games, now I’ve got this Guja-
rati touch in Baazaar. I was happy
I was able to do it because I’ve
been a terrible dubber.
But I enjoyed dubbing for
Baazaar. It was fun to get it right.
In fact, it’s the best job I’ve done
till now. It’s something I’m proud
of as I’ve never spoken Gujarati.

as you can concentrate on

mance. But for Hunter, it

fort and it was magical to
bring these places alive,
from history. So, many Ra-
jasthani places seem like a
dead ghost in the back-
ground when you drive past
them. But when you go there
and dress it up with an
army of men and horses, it
suddenly comes alive. It’s an
impressive experience, and
director Navdeep (Singh) is
deeply passionate about his
work. You have to be a mono
maniac of some sorts.
You’ve to be obsessed to car-

she was defending had been
accused of rape by a student
from Jawaharlal Nehru Uni-
versity (JNU) in the #MeToo
movement.

the cause of the Kathua rape
victim, and had successfully
shifted the trial in the case
out of the state of Jammu

mir Police on July 28, 2018, on
a complaint by his estranged
wife.

New Delhi: A war memorial
commemorating the sacri-
fices of Indian soldiers who
fought during the First World
War will be inaugurated next
month in a small village in
France to mark 100 years of
the war.
The French government
has given land in Villers
Guislain village for the con-
struction of the war memo-
rial for a token one euro.
This is a first of its kind
memorial with the Ashoka
emblem, that will recognise
the sacrifices of Indian sol-
diers during the war. A sen-
ior Indian dignitary is likely
to be present for the inaugu-
ration event on November 10.
The memorial is being
built near Cambrai, where
Indian troops fought and
tanks were used in warfare
for the first time.
“The war memorial will
have the Ashoka symbol
made of bronze atop a plat-
form with a plaque in French
recognising the Indian con-
tribution, and will be named
the Indian Military Memori-
al in France,” said Squadron
Leader Ratan TS Chhina
(retd), from the USI (United
Service Institution of India),

war. A joint India-UK band con-
cert will be held at India Gate
on November 10 followed by a
reception at the British High
Commissioner’s residence.
World War One diaries of In-
dian units will be presented to
the colonels, and a soft copy
will be given to Defence Minis-
ter Nirmala Sitharaman. A
remembrance service will be
held on November 11 at the
Delhi War Cemetery.
