New Delhi: The Election
Commission has closed its
doors to a suggestion by Op-
position parties that half the
votes cast on electronic vot-
ing machines be counted by
way of voter verifiable paper
audit trail (VVPAT) slips.
Implementing the demand
of the 21 parties will not only
require additional trained
personnel and adequate space,
but will also delay the an-
nouncement of results by six
to eight days, the Commission
said in its affidavit filed in the
Supreme Court on Friday.
Earlier in the week, the
court had directed the poll
panel to consider increasing
the counting sample of the
voting slips as a measure of
“satisfaction”. It was not hap-
py with the current system by
which VVPAT slips from one
polling station, picked ran-
domly in each assembly seg-
ment of a parliamentary con-
stituency, are counted. The
EC’s response will be consid-
ered on Monday by a bench
headed by Chief Justice of
India Ranjan Gogoi.
Describing the maths, the
EC said that in the upcoming
Lok Sabha polls, there are
10.35 lakh polling stations
across 4,125 assembly seg-

Faced with too many claim-
ants for Amreli Lok Sabha,
the Congress is strongly con-
sidering fielding leader of
opposition Paresh Dhanani
as its candidate from the
seat, party sources said.
The Congress has lost the
Amreli Lok Sabha seat in
every election since 1991 bar-
ring 2004, but many believe
that the BJP is on a sticky
wicket and that it is a sure-
shot seat for Congress in the
coming electoral battle.

candidates had won from five
state unit of the party when
he is arriving at home state

Only five of the 26 MPs have
managed to get their entire
MPLAD (MP Local Area De-
velopment Fund) released in
the last five years. It should be
noted that each MP gets Rs5
crore per year for their MP-
LAD fund but the Centre sanc-
tions the release on the basis
of the previous years’ fund
that may have remained un-
used. So this means if funds
released during the earlier
years are not used the Centre
would not release the entire
fund for the subsequent years.
MPs from Porbandar, Khe-
da, Valsad, Amreli and Suren-
dranagar were the ones who
had the entire Rs 25 crore re-
leased from the Centre for de-
velopment work in their con-
stituency during their present

Seven nominations were filed
on Friday for the upcoming Lok
Sabha elections, the state’s
Chief Electoral Officer S Mu-
rali Krishna said.
BJP candidate from Suren-
dranagar seat Mahendra Mun-
jpara, union minister and the
party’s nominee from Dahod
Jashwantsinh Bhabhor, and
Vadodara MP and BJP candi-
date Ranjanben Bhatt, were
among those who submitted
their nominations for the April
23 elections on Friday, the CEO
said in a press release. Two
dummy candidates of BJP filed
their nominations for Suren-
dranagar and Dahod seats. One
independent candidate filed
nomination for Jamnagar seat,
while a nominee of Real De-
mocracy Party submitted his
papers for Surat seat.
The nominations for elec-
tions to the 26 LSseats, as well
as for by-polls to Talala, Jamna-
gar Rural, Dhrangadhra, Un-
jha, and Manavadar assembly
seats, began on March 28. How-
ever, no nomination was filed
on the first day. April 4 is the
last day for filing of nomina-
tions. “No nomination has been
filed for the assembly by-elec-
tions so far,” the release added.

Gandhinagar: The BJP in
Gujarat is not of the mood to
make any experiment in the
selection of the candidate for
the remaining seven seats.
The party has made the tight
selection of candidates for 19
seats on which candidates
are declared and including
party chief Amit Shah from
Gandhinagar, all of them be-
long to the same region. Now,
the rest of seven candidates
will also be resident of the
particular constituency, a
party source said.
A very senior leader of the
party said without going on
record, “Our priority are the
local candidates and we have
decided to stick to that. The
final list of the candidates
will be announced in a day or
two and the candidates will
be among the local organisa-
tion.”
“When we were listening
to the party workers during
visits to different constituen-
cies for selection of the can-
didates, the cadres expressed
that the candidate should be
from among them. The party
had given tickets to some out-
siders in last polls but after
elected they were hardly ap-
proachable to the local or-
ganisation of party or voters
and that could turn into anti-
incumbency votes,” added

On Friday morning, a fire
broke out in one of the Adani
CNG gas pipelines located in
the New Ranip area of the
city. The incident took place
when the checking of the gas
pipeline was going. One la-
bour sustained burn injuries
and was rushed to the hospi-
tal for treatment.
The injured was identified
as Suresh Rai,43, who is a
technician with Adani. The
incident took place at around
10.28am on Friday
Morning.
As per police officials,
workers were checking the
gas pipeline which was pass-
ing through ONGC Nagar
road. There was leakage in
the pipeline and soon a fire
broke out. Rai who was
checking the pipeline also
got trapped under the fire
and sustained minor inju-
ries. Later he was rushed to
the hospital for treatment.
Regarding the matter,
Ahmedabad Fire and Emer-
gency Service (AFES) were
informed, as the flames con-
tinued coming out. Total five
fire fighting vehicles were
rushed to the spot and with-
in 2 hours of continues op-
eration, the situation was
taken control.
Rajesh Bhatt, additional
chief fire officer, said, “In
the incident, one person sus-
tained minor burn injuries
and was rushed to a nearby
hospital.”

Anaemia continues to haunt
the city reveals the survey re-
sult of the Ahmedabad Mu-
nicipal Corporation. The sur-
vey reported that the number
of anaemic kids in Angan-
wadi and primary schools
have increased over-the-years.
According to the survey, al-
most four in twenty kids are
suffering from anaemia.The
survey is conducted under the
Rashtriya Bal Swasthya Kar-
yakram every year during
December to February.

schools and Anganwadi
Anaemia is a major health
issue across the globe, and
women and children are the
most vulnerable to it. The
health assessment conducted
on 2,13,634 kids of 2,757 An-
ganwadis of which 72,658 kids
were found ill, suffering from
different diseases. Highest
among them were anaemic
which were 39,882.
Last year, total surveyed
kids in the Anganwadis were
1,97,232 of which 28,504 kids
were suffering from anaemia.
In 2016-17, AMC had screened
1,84,306 kids of Anganwadi of
the total 17 per cent were
found anaemic.
Several measures are be-
ing taken by the civic body to
provide supplementary and
healthy food. “The kids who
are coming to the Angan-
wadis are coming from the fi-
nancially poor backgrounds.
They are hardly getting nutri-
tious food. We are providing
them with food and tablets to
battle with malnourishment.
Malnourished kids are anae-
mic,” said Dr Bhavin Solanki,
in-charge medical officer of
health, AMC.
Total 7,31,638 school chil-
dren, studying in AMC run
and private schools were
screened, of which 1,21,055
were diagnosed as anaemic.

asked the Gujarat government
to take disciplinary action in
two weeks against the erring
police officials, including an
IPS officer, convicted by the
Bombay High Court in the sen-
sational Bilkis Bano gang rape

as bus rams

Greater Noida: Eight people,
including a minor, were killed
and 30 others were injured af-
ter a speeding private bus
rammed into a truck on the
Yamuna Expressway in the
wee hours of Friday.
Chief Minister of Uttar
Pradesh, Yogi Adityanath con-
doled the deaths and asked the
administration to provide nec-
essary help to assist the vic-
tims. Prima facie, it appears
that the bus was being driven
at a high speed and rammed
into the truck. The impact of
the accident was such that the
front part of the bus was com-
pletely damaged.
According to police an alert
about the accident was re-
ceived by the Rabupura police
at around 5 am. Since the ac-
cident occurred early in the
morning, most of the passen-
gers were asleep and woke up
due to the impact. The bus,
belonging to Bhagwati Travels,
was en route to Delhi from
Jalaun. The deceased have
been identified as bus driver
Mahesh Kumar (48), bus helper
Bandu (25), Asad (12), Vinita
(32), Arun (42), Suman (35),
Vishwanath (75) and Anand
(32). Apart from this, 30 others,
including two minors, have
been injured, with around
seven of them being in a criti-
cal condition.
Some of the upper seats in
the sleeper bus fell down on the
passengers below. The bus had
crossed the Jewar toll and had
been on the road for 11 kilome-
tres before the accident.
Investigating officials stat-
ed that it appears that the bus
was being driven at a high
speed and the truck was mov-
ing at a relatively slower pace
in the middle lane. The bus
driver could have dozed off or
might have been trying to over-
take the truck when he lost
control.
“Based on the complaint of
a passenger a case under Sec-
tions 279, 337, 338 and 304A of
the IPC has been registered
against the truck driver,” said
SK Singh, Station House Of-

polling stations in an assem-
bly segment would take

If the counting of slips is
undertaken round wise, the
process may get delayed by
another 10 to 12 hours.
So on an average, six days
would be consumed in count-
ing before the results could
be announced.
In constituencies with 400
polling stations, the count
could extend to as many as
nine days, the EC said.
Then there is the logistical
issue. Currently, the slips are
counted by trained personnel
in specially designed VVPAT
Counting Booths (VCBs),
which are like cash counters
at banks, functioning under
the direct oversight of the
election observer. To repli-
cate this process in half of all
polling stations, the EC has
neither the training nor the
capacity building for generat-
ing this workforce. There is
also the question of erecting
VCBs, for which getting larg-
er counting halls in all states
will be a challenge.

of conduct (MCC) in Prime
Minister Narendra Modi’s

onstrate the capability for deterrence
especially since China has been develop-
ing its capability for fairly long. Second-
ly, it is always possible that a Non-Prolif-
eration Treaty (NPT) kind of interna-
tional agreement may force a moratori-
um on development and testing of ASAT
in the future. That would leave India in
the lurch and future testing against the
treaty would draw sanctions and inter-
national ire. A physical test with data all
canned gives a boost to strategic capabil-
ity. While the MEA may have made the
right move by discounting any objective

ASAT programme, it is important that
the successful test has been done at a
time when the subcontinent has just
emerged from its latest crisis involving

Prajnesh Gunneswaran
might not have done that, but
he has certainly shone bright
with his show in the two ATP
Masters tournaments over
the last couple of weeks.
Making his maiden main
draw of a Masters event — the
most prestigious on the ATP
tour — at the Indian Wells, the
world No. 84 Prajnesh upset
the 69th-ranked Benoit Paire
and 18th-ranked Nikoloz Basi-
lashvili in the first two rounds
before going down to the big-
serving Ivo Karlovic.
The southpaw — who has
surged in the world rankings
over the last one year —
backed up his run in the
Californian desert by making
the main draw of the Miami
Open too. However, he ran
out of steam there in the
opening block, losing to
world No. 61 Jaume Munar.
Back in India and prepar-
ing for the clay-court season,
the 29-year-old has a chat
with DNA about the takea-
ways from his Masters so-
journ in the US and what it
does to his self-belief of be-
longing to the biggest stage

„„ Are you disappointed
that you couldn’t build on
your Indian Wells run in
Miami?
Well, I gave myself the op-
portunity of getting through
a couple of rounds in the
main draw and collecting a
lot of points (in Miami). But
I’m still happy with the per-
formance that I put in. I got
through it, qualified for it,
and it’s not every week that I
play a Masters 1000 event and
win a lot of matches there.
So, if I’m regularly playing at
that level, then maybe I
would’ve been disappointed.
But I was completely fine
with the way it went. I
have won more matches. But
I’ve taken the positives out of

you believe you can be a
top-20 player. But when
you actually go out there
and beat those top-50 and
top-20 guys, does it
strengthen your belief?
Yes, it was very important.
It showed me that I have the
level to compete against the
best in the world, and I’m
proving it to myself. The
more often I do it, the more I
will truly believe in myself,
play with lesser pressure at
that level and closer to my
full potential. And the more I
do that, the more chances I’ll
have of winning.
„„ What would be the one

So, yes, I proved to myself
that no matter the duration
of the match, I could sustain
the pressure physically, men-
tally and in terms of my ten-
nis. I think that is something
that is really important to be
a competitive player at the
highest level.

know how close or far you
were at that level. When
you beat guys like Benoit
and Nikoloz, do you feel
the bridge is narrowing
between you and top guys?
If I am beating them, then
