1. EXECUTIVE SUMMARY

RTCC (Remote tap changer control) panel at all 66kv and 33kv Receiving grid station is
a main component of the distribution System. The remote operation of OLTC and
monitoring of TAP position, Winding and Oil temperature we are using RTCC panels.

The complicacy of circuit wiring of old RTCC Panels and hardwired interfacing with
SCADA System limits its proper uses. We also feel the limitation of non availability of
historical data available with existing RTCC system that will be helpful and necessity in
present scenario. The size of RTCC panel is very large as compared with digital RTCC
Relay.

As a state of art new technology Digital RTCC relays very compact in size having all
features required. For smooth OLTC operation and monitoring of oil temperature,
winding temperature and tap position of power transformer with all alarms and events
data logging. Its easy integration with SCADA system to get huge information required
for remote operation and analysis makes its big difference with conventional RTCC
Panel. .
By using new Digital RTCC relays we can control the OLTC operation more efficiently
and trouble free and hence we can improve the quality of power.

The estimated cost for Supply installation and commissioning of Digital RTCC relays in
all BYPL receiving grid station (49 Grids) is Rs. 6.93 Cr Approx.

The project will be completed in FY 2011-12.

2. BRIEF DESCRIPTION OF DIGITAL RTCC RELAY

2.1 Introduction:

All measurement, Control and regulation tasks of online tap changing transformer can be
executed by new technology digital RTCC relay.
The digital RTCC features a world innovation as it is equipped with a high capacity
transformer monitoring function in accordance with CEI IEC 354 and other approvals.
This function allows the operator to call up the information about the hot-spot
temperature and life time consumption of transformer at any time

Apart from its basic function it can be used as a measurement transducer, recorder,
statistical unit, programmer and transformer monitor all at the same time.
All important measurement quantities are displayed in measurement mode. The trends in
the voltage that is to be regulated over time and a second, selectable, measurement
quantity are shown in recording mode. Statistical unit for tap change position offers a
clear presentation of all switching operation of tap changer.

2.2 Present RTCC system

RTCC panels are used for remote operation of transformer online tap changing,
Monitoring of Oil and winding temperature and annunciation of OLTC & transformer
alarms.
The present RTCC panels are very old, having hardwired interlocks; circuit modified
many times and hardwired SCADA interfacing.
In the present system there is no facility available for recording of OLTC operation,
transformer oil/winding temp and transformer alarms.

Limited information we are getting in SCADA from present RTCC panel.

2.3 Need to Replacement

Existing RTCC Panels having certain inherent drawbacks. The RTCC panels measures
the winding and oil temperatures thru separate controllers/sensor and having hardwired
interfacing with SCADA.
For operation, monitoring and analyzing of OLTC Function and recording of events,
alarms and trending of voltage not possible with existing system so it is required to install
new technology digital RTCC in all receiving grid station.

2.4 SCADA Integration

To acquire all information collected by or logged in Digital RTCC relay, it is required to


integrate the Digital RTCC relay to SCADA system. The new technologies Digital RTCC
relay having the feature to communicate existing SCADA System on all
protocol/connections available and recommended for transmission and distribution.

3. Cost Estimates

The cost estimation based on the transformers installed in all 49 BYPL Receiving grid
station. Station wise no of power transformers list is in Annexure 1A

The details of the cost estimation are in Annexure 1B.

3.1 TOTAL COST ESTIMATE

Grand Total ( Rounded off) 6.93 Cr.

4. PROJECT SCOPE:-

The scope shall include, site survey, planning, design and engineering, factory testing,
supply, loading, transportation, unloading, insurance, delivery at site, storage,
installation, testing and commissioning, demonstration for acceptance, integration with
SCADA, Training and documentation.
