I. PROJECT DESCRIPTION
This Statement of Work (SOW) is for Construction Manager as Constructor (CMc) for the VBA
Renovation and Backfill project (also referred to as VBA Backfill) of approximately 170,000
square feet (sf), and the DFAS Consolidation project of approximately 149,600 square feet
(sf), at the Anthony J. Celebrezze Federal Building.

GSA has contracted with a separate architect-engineer (A/E) firm that is responsible for
developing complete design and construction documents for this Project. In addition, GSA
has contracted with a separate Construction Management Advisor (CMa) firm with
Commissioning Agent (CxA) services to provide certain services during the design and
construction phases of this Project. A copy of the A/E and CMa/CxA statements of work
(SOW) are included as an attachment to the Appendix. GSA has also issued an additional,
separate contract to an artist under the Art-in-Architecture program (VBA Backfill project only).

The Anthony J. Celebrezze Federal Building located at 1240 East 9th Street in downtown
Cleveland was named after Cleveland’s 49th mayor, United States Secretary of Health,
Education, and Welfare and Federal appeals judge Anthony J. Celebrezze. The building was
completed in 1967 and houses multiple federal government agency offices. The building has
32 stories, rises to a height of 419 feet and has approximately 1,007,000 square feet of
space. The building is eligible for listing on the National Register of Historic Places.

The VBA Renovation and Backfill project proposes the renovation and backfill of floors 9
through 13 at the Celebrezze Federal Building. The Veterans Benefits Administration (VBA),
currently on the 9th through 13th floors, will consolidate and modernize office space on the 9th
through 12th floors. The Department of Labor - Office of Workers' Compensation Programs
and the Department of Education, currently in Cleveland area lease locations, will backfill the
VBA vacated 13th floor. Several federal tenant agencies including Armed Forces Recruiting,
Navy, Railroad Retirement Board, and the Department of Labor - Bureau of Statistics,
currently on the 9th and 12th floors, will be relocated to vacant space on other floors in the
building to provide continued long-term housing for VBA. This will allow VBA to consolidate
office space to fewer floors in the building, all of which would be on the same elevator bank.
The project also provides the opportunity to complete much needed shell upgrades and to
remove hazardous materials, including ACM fireproofing, on affected floors. The scope will
include all new ceilings, lighting, fire alarm system, ductwork, VAVboxes and controls,
modification of stairwell handrails throughout the building for Architectural Barriers Act
Accessibility Standard (ABAAS) compliance, modification of the 12th floor public toilet rooms
for ABAAS compliance, Building Standard common corridor and elevator lobby finishes,
tenant improvements, rework of fire sprinkler drops/replacement of sprinkler heads at
renovated floor areas, and combination sprinkler standpipe/riser crossover work at the 20th
and 28th floors.

The DFAS Consolidation project proposes the renovation of floors 14, 22, 24, 25, 28, and 29
at the Celebrezze Federal Building. The Defense Finance and Accounting Service (DFAS)
has recently completed renovation work on the 23rd Floor, and will use this as a model for the
proposed floors. The scope will include abatement of existing floor as needed, new carpet

and paint. New systems furniture will be provided by Tenant, with coordination and wiring of
panels by CMc under this contract. The electrical and data lines are to be reused to the
greatest extent possible, with additions as needed. Limited upgrades to mechanical and
electrical distribution systems may be required. No work is anticipated to be performed to or
above the existing ceiling. Phasing will be required to work with Tenant furniture procurement
funding. One phase must be complete before the next phase begins. Refer to the four phases
as described in the DFAS documents and in this Statement of Work. .

The design for the projects will conform to the Celebrezze Federal Building Design Standards,
Facilities Standards for the Public Buildings Service P-100, and other building codes and
standards as applicable to this project. Design services which will be accomplished through a
separate contract, will be necessary for the renovations and alterations of vacant space to
meet; the functional requirements of prospective tenants, fulfill policy and regulatory criteria,
and provide state of the art workplaces that help define interior design standards for the
building. Designed solutions shall be consistent with the latest objectives of GSA, prospective
tenants, and best practices in architectural planning and design.

The space required by prospective tenants is primarily general office space including; both
open office area and private offices, ancillary and support space such as conference rooms,
break rooms and storage. Prospective VBA Renovation and Backfill project tenants include
seven federal agencies with a total renovation requirement of approximately 170,000 sf.
DFAS Consolidation project tenants include several departments within the agency, such as
administration, call center, Legal, and IT with a total renovation area of approximately 149,600
sf.

A. Base Contract VBA Backfill (Design Stage) Services


(Design Stage Services are Option #2 for DFAS Consolidation.)
The Design Stage of this project shall include all services taking place prior to or
preceding the Construction Stage. This Statement of Work (SOW) primarily focuses
and outlines the Design Stage services not otherwise provided for in the Contract
Design Documents that the CMc Contractor shall be required to perform. The CMc
Contractor is required to complete the Design Stage Services for the firm-fixed-price
set forth in the Contract Price Schedule.

For the DFAS Consolidation project, the design stage services are to be broken out
as Option #2. Although the design stage services described apply to both VBA
Backfill and DFAS Consolidation projects, not all will apply to the DFAS
Consolidation project. Services labeled “Exclude from DFAS Consolidation” are to
be excluded from that project, but included for VBA Backfill project.

As a general matter, the CMc Contractor shall review and become familiar with the
scope of services under the A/E’s SOW contract, especially the various standards,
guidelines, policies, and documents (also see Section II.B. Reference Materials
below) required to develop the design and construction documents. This review and
familiarization is vitally important as part of the Pre-Construction Services as the

primary tasks of the CMc Contractor during the Design Stage are to provide
constructability and cost estimation reviews of the A/E’s submissions (see Section
III.A). At its core, the CMc Contractor will help to ensure that the design and
construction documents will enable the Government to exercise the Guaranteed
Maximum Price (GMP) Option at a price that is at or below the GMP.

B. Option #1 VBA Backfill (Construction) Services


(Construction Services will be Options #3 for DFAS Consolidation)
These Options relate to the Construction Stage Services that will be required by the
CMc Contractor. These services, as outlined within this SOW, provide a general and
brief description of services the CMc Contractor shall be required to perform during
the Construction Stage (see ​Section III.B)​ . In the event of a discrepancy between
Construction Stage services outlined within this SOW and the A/E’s Construction
Documents (CDs), the CD shall take precedence.

Prior to the exercise of these Options, the Government and the CMc Contractor shall
agree on the Estimated Cost of the Work (“ECW”), which when combined with the
Fee and the Construction Contingency Allowance shall not exceed the Guaranteed
Maximum Price (GMP). Upon exercise of this Option for Construction Stage
services, the CMc Contractor shall be held responsible for completing the
construction stage work in its entirety.

II. GENERAL REQUIREMENTS


Requirements in this section shall apply to both the Base and Option services and all project
stages. The CMc Contractor shall understand and fully comply with the Principles of Federal
Contracting, including contract administration, in accordance with Federal Acquisition
Regulation (FAR), the General Services Administration Acquisition Manual (GSAM), and
Public Buildings Services acquisition policy.

As a general matter, the Facilities Standards for the Public Buildings Service (P-100)
represents the overarching document that governs the CMc Contractor’s performance of work.
In addition, other policies and procedures (such as those listed in ​Section II.Bl. Reference
Materials​ below) provide detailed procedures and requirements that the CMc Contractor shall
follow. The primary purpose of this Statement of Work (SoW) is to set forth services that the
CMc Contractor shall provide in addition to the services that will be outlined in final, approved
Construction Documents (drawings and specifications), which shall be completed by the
separate Architect/Engineering (A/E) firm hired as part of this project.

A. Project Duration and Schedule Milestone


The project’s general milestone schedules are identified below, and are not indicative or
representative of the entire list of anticipated deliverables, tasks, reviews, meetings,
and/or due dates as defined within this SOW. Preliminary full project milestone schedule
is included in ​Section IV, Appendix​ for CMc Contractor’s reference. The finalized project
duration(s) and key milestone dates will be located in the Construction Documents.

C. Project Team and Communications


The parties to this contract are the Construction Manager as Constructor (CMc or CMc
Contractor), and the United States of America, acting by and through the General
Services Administration (GSA). GSA may be referred to as “Owner” throughout the
contract documents and project. The primary Customers for this project are the Veterans
Benefits Administration (VBA), Armed Forces Recruiting (AFR), Navy, Railroad
Retirement Board (RRB), Department of Labor - Bureau of Labor Statistics (DOL-BLS),
Department of Labor - Office of Workers' Compensation Programs (DOL-OWCP), and
Department of Education (DoED). For the DFAS Consolidation Options, the primary
Customer is Defense Finance and Accounting Service (DFAS). All services listed within
this SOW and required by the CMc shall be applied to all Customer space build outs for
occupancy..

The individual authorized to act on the behalf of the GSA in the administration of this
contract is the Contracting Officer (CO). The GSA CO may delegate certain of his or her
authorities to others who will be known as the Contracting Officer’s Representative
(COR) and if so, will notify the CMc, in writing, of the specific authorities delegated to,
and limitations placed upon, named authorized representatives. The CMc must not take
any direction, or act upon any information, from individuals other than those having the
requisite authority as confirmed by the GSA CO’s written notification.

1. Identification of the CMc Team


The CMc shall provide sufficient staff and propose a team that can meet the
requirements of this SOW and must utilize the personnel named in its accepted offer
to perform the services required under this contract. In the event that any of the
personnel named in the accepted CMc proposal become unavailable, the CMc

Contractor must promptly; submit a complete written resume for a proposed


substitution, any other information necessary for the GSA to approve or disapprove,
and a detailed explanation of the circumstances necessitating the proposed
substitution. The CMc shall obtain the Contracting Officer’s written consent before
making any substitution for subcontractors and outside associates or consultants
specifically identified and agreed to during negotiations. GSA shall reserve the right
to interview the proposed personnel before approval.

The CMc shall provide a Team Identification and Staffing plan as part of their
proposal. The Plan shall include the following sections at a minimum:
● Names of each major trade subcontractor, vendor, or supplier that the CMc
used or relied on in preparing their proposal;
● A brief description of the services provided by such company; and
● The work the company might perform on the project, if ultimately selected by
the CMc.

At a minimum, the CMc key team members shall consist of the following:
● Corporate construction executive

● Architectural review coordinator
● Engineering review coordinators - all disciplines
● Cost estimator(s)
● Construction superintendent
● Quality control superintendent
● Project engineer including Scheduling engineer
● Construction supervisors
● Safety program coordinator

● Commissioning agent CxA Coordinator

In addition to the key team members identified above, the CMc shall provide
administrative, clerical, and technical personnel as necessary to perform the services
required under this contract.

2. Project Delivery Team


The CMc shall establish and maintain communication and professional relationships
with the; GSA, Customer Agency Representatives, A/E, CMa, and all Project
Delivery Team members throughout the course of this contract. Below is a list of the

3. Architect/Engineering Firm (A/E)


The A/E team has been contracted through the GSA and will provide design
development and construction oversight, among other services. During the Design
Stage, the A/E will be required to design the project in accordance with the GSA and
Customer requirements, budget, schedule, performance objectives, their SOW, and
other requirements referenced therein. During the balance of the project, the A/E will

perform their contracted services to ensure the design intent is fully realized during
the Construction Stage, and conveyed successfully into occupancy, facility
management, operation and maintenance at project completion.

4. Construction Manager as Agent (CMa)


The CMa team has been contracted through the GSA and will provide design,
construction and closeout stage oversight, among other services. The overall
responsibilities of the CMa are to perform management services relating to
constructability, construction strategy, logistics, and budget control under the Design
Stage, and to perform the construction management and oversight, in conjunction
with the A/E, and in accordance with the Construction Documents and other
requirements, during the Construction Stage. The specific activities, tasks, and
deliverables required of the CMa are further delineated in the CMa contract SOW.

5. Commissioning Agent (CxA)


The GSA is committed to Total Building Commissioning for this project to ensure all
systems are; well designed, complete, and functioning properly upon occupancy,
economical to operate and maintain, and the GSA Property Management staff has
adequate system documentation and training. The CMa will be responsible for
acquiring a CxA as part of their project team to lead and oversee incorporation of
commissioning activities throughout the Design and Construction Stages and as
otherwise listed within their SOW; and ensure project compliance with the latest
edition of the PBS Commissioning Guide.

6. Communications Plan
The GSA will develop, periodically update, and maintain throughout the course of the
project, a listing of the Project Delivery Team members and respective roles and
responsibilities as part of a communication plan. The CMc shall comply with GSA’s
project communication plan and refer to GSA’s CO for all requests and responses
concerning the project. The CMc shall also respond to GSA correspondence within
seven (7) calendar days.

The contractual responsibility of the CMc Contractor is to the GSA only and not to other
contractors, customer or tenant agencies, or local community interests where the project
is located. The CMc Contractor must direct all requests for information and questions
concerning the project and from customer or tenant agencies, local community interests,
inquiries from potential offerors, etc., to the GSA Project Manager (PM). Prior to meeting
or communicating with any parties other than the GSA personnel regarding the project,
the CMc must confirm all such meetings and/or communications with the GSA. The CMc
Contractor must not release any oral, written, or graphic information regarding this
project to outside sources without obtaining prior consent from the GSA.

D. Personnel Security Requirements


The CMc Contractor and its consultants and/or subcontractors associated with this
project are required to obtain an HSPD-12 level security clearance. The CMc Contractor
shall incorporate provisions in all applicable subcontracts to comply with the contractor
personnel security requirements. Further information on HSPD-12 may be found at the
following website: ​ www.gsa.gov/hspd12​ and in the ​Section IV Appendix.​ The time to
process and obtain clearances may vary in length.

The CMc is required to provide one (1) Point of Contact (POC) that will be responsible
for the security clearance process management of their employees throughout the
duration of the contract. This CMc Contractor POC will coordinate and communicate with
the GSA appointed security clearance representative (or POC) throughout the course of
the project to ensure all applicable clearances are submitted and processed.

E. Project Management
GSA will require the CMc Contractor to utilize an Enterprise electronic Project
Management (ePM) system, which is a fully configured version of Meridian Systems’
Proliance Construction Management Software, on this project. GSA’s goal is to
implement this state-of-the-art technology to reduce administrative and overhead costs,
eliminate redundancies, and institute a collaboration tool to ensure better accountability
among all project team members. This technology will provide up-to-date information,
encourage disciplined methods for monitoring progress, ensure better communication
regarding changes, provide improved documentation, and enable PBS executives to
have real-time access to status of projects.

1. Electronic Project Management (ePM)


The GSAs’ Electronic Project Management (ePM) system will be used throughout all
the entirety of this project. Specification Section 013000 will include the information
related to the responsibilities of the CMc and ePM during the Construction Stage.
The CMc shall effectively manage the ePM database including maintaining adequate
staffing levels and ensuring that personnel attend the mandatory GSA provided
training sessions.

a) Definition
ePM is defined as an internet-based information and project communication
system that allows the entire project team to collaborate in a centralized and
secured repository. All project-specific correspondence, workflow processes, and
documentation will be stored and routed within the ePM system.

b) Project Collaboration and Documentation


During the Design Stage, the A/E shall use ePM to upload, store, capture,
preserve, record, maintain, update, route and respond to all project-related
documentation to comply with GSA's Document Security Requirements.
Classified material is not permitted to be stored in this system. For the avoidance
of doubt, the following represents a non-exclusive list of project information that
shall be posted in ePM: correspondence, schedules, estimates, design
submissions, specifications, daily reports, inspection reports, request for
information (RFIs), change orders and project milestone submissions.
The A/E shall use the workflow processes contained within ePM to submit and
receive approval for all project deliverables and continuously monitor and review
ePM to ensure data is current through the completion of the project.

c) Equipment
The ePM system is based on the Proliance software that was developed by
Meridian Systems. Users will be provided a username and password after they
have completed the HSPD-12 process (​See Section IV Appendix​). All
workstations require a high-bandwidth Internet connection.

d) Training
GSA will provide no cost training to familiarize team members with the ePM
system. However, GSA will not reimburse the CMc for any travel related to ePM
training.
GSA will hold several training sessions, as needed, to familiarize team members
with the system, and all appropriate CMc staff are expected to attend these
sessions or otherwise receive proper training on the system’s use. Furthermore,
all CMc team members who are actively participating on the project must have
access to the proper computer equipment and software to access and utilize the
ePM system and be trained in the proper usage of said equipment and software.
GSA will provide ePM system administration and end-user support for the
duration of the project. The ePM minimum requirements (including IT equipment)

f) Personnel Requirements
The CMc shall be required to have an adequate number of people who can
complete the HSPD-12 background check process to have rights to log into the
ePM system.

g) Data Ownership
GSA shall retain ownership of all data entered into the system and shall
administer and distribute all information contained therein (​See Section IV
Appendix for PBS SECURITY ORDER 3490.1​).

F. Base Services (Design Stage) Progress Payments


During the Design Stage, the CMc may submit progress payments for GSA review and
approval. The CMc must identify all major work activities, estimate hourly work effort of
personnel by position title required to perform each activity, correlate these resource
estimates with the listed fee amounts, and include this information in the progress
payment.

The GSA COR will review the CMc’s work on a regular basis to ensure that the
Contractor is in compliance with the requirements of the contract and monitor
performance. Failure to perform services and to submit items not required by the SOW
shall result in a reduced payment until the work has been properly performed. If the work
can no longer be successfully performed, the contract amount shall be reduced by the
value of the work not completed.

All draft invoices shall be sent to the GSA CO and GSA COR. Only after the CO, or other
delegated party, grants approval of a draft invoice may the CMc submit ​approved

G. Travel
Unless otherwise indicated in the ​Section III. Scope of Services,​ the CMc shall be
responsible for travel costs to support, as needed, the requirements contained in this
SOW, including all Base Services related to design related reviews, inspections,
progress meetings, presentations, workshops, other reviews and site visits.

H. Project Delivery Requirements


1. Construction Excellence (Exclude from DFAS Consolidation)
The VBA Renovation and Backfill project will also follow the Construction Excellence
process. The CMc will be required to participate in Construction Excellence activities
throughout the course of the project.

Construction Excellence, in the Design Stage, includes; managing the design to


ensure the project remains within the established budget, simplifying the design
utilizing performance requirements for major building systems, facilitating timely
design communications utilizing a web-based project management system, and
leveraging the CMc and the CMa’s construction and budget control expertise.

Construction Excellence, in the Construction Stage, includes; managing the


construction to ensure the project remains within the established budget and
schedule, conducting Project Delivery Team partnering sessions, facilitating timely
construction communications utilizing the GSA ePM web-based project management
system, performing Construction Peer Reviews, and encouraging the use of
alternative dispute resolution methods to resolve disputes.

2. Art in Architecture Program (AiA) (Exclude from DFAS Consolidation)


The GSA Art in Architecture (AiA) program commissions artists to create publicly
scaled and permanently installed works of art that are appropriate to the diverse
uses and architectural vocabularies of new and substantially modernized federal
buildings.

The CMa shall confirm collaboration of the A/E’s Lead Designer and selected
artist(s) in the development and integration of art and architectural/site designs, in
addition to verifying coordination of integral architectural and/or engineering
elements required by the artwork(s) in the construction documents.

I. SOW Security Requirements


The following documents are applicable for any information systems developed for this
procurement:
1. CIO 09-48, IT Security Procedural Guide: Security and Privacy IT Acquisition
Requirements.
2. CIO 12-2018, IT Policy Requirements Guide.
3. Controlled Unclassified Information (CUI) building information provided under this
procurement will be handled in accordance with GSA Order PBS 3490.3,
Security for Sensitive Building Information Related to Federal Buildings, Grounds,
or Property - All sensitive information must be deleted or destroyed after need to
know ends.

III. SCOPE OF SERVICES


The CMc’s tasks are primarily separated into two distinct stages; (1) Design Stage and (2)
Construction Stage (which includes closeout). This SOW outlines additional services that may
not otherwise be provided within the Construction Contract Documents and/or Acquisition
Documents that the CMc shall perform during these stages of this project.

A. Scope Base VBA Backfill (Design Stage) Services


(Design Stage Services are Option #2 for DFAS Consolidation)
1. Design Stage in General
The A/E’s contract requires the A/E to follow the design process as set forth in the
Facilities Standards for the Public Buildings Service (P-100). The P-100 describes
two overarching design phases: (1) Design Development (DD); and (2) and
Construction Documents (CDs). At the time of contract award to the CMc, the
Government provided certain design and project related documents as part of the
competition in order to, among others, award a firm-fixed-price base contract for the
Base Services to be performed during the Design Stage and to establish pricing for
the GMP Option Services. As a matter of policy, the Contracting Officer will not
exercise the GMP Option until the Construction Documents are at least 75%
complete. The Base Services provide the opportunity for the CMc to maximize their
understanding of the design requirements, the design intent, and the technical
requirements of the project.

2. Collaboration with the A/E


As part of the Base Services, the A/E and the CMc collaborate on the design,
constructability issues, schedule, cost, and a process that is similar to value
engineering. The ultimate goal of this collaboration is to establish a final Estimated
Cost of Work (ECW) that does not exceed the original target ECW (as set forth in the
Contractor’s proposal). The CMc's involvement during the project design stage
offers GSA the ability to identify current market conditions concerning labor and

material availability, constructability issues, and any phasing and sequencing


impacts.

Ideally, the A/E and its subcontractors will communicate freely with the CMc and its
trade subcontractors, and ​vice versa​. This will ensure mutual understanding of both
the A/E's design intent and the CMc's means and methods, and thus ensure greater
certainty in pricing the construction work. It also increases the likelihood that design
errors and omissions are recognized and resolved during the design process. In
addition, this collaboration takes place during a time that does not significantly
impact the construction schedule and that can result in expedited production and
review of shop drawings once construction commences.

3. Meetings
At a minimum, the CMc shall attend all of the meetings listed in this section. For
each meeting, the CMc shall determine the appropriate mix of attendees based on
the subject matter. Unless otherwise noted, all meetings shall be held via a
web-based (teleconference) meeting platform provided by the A/E.

a) Project Initiation Meeting


The CMc shall attend an initial meeting with other members of the project team
(the A/E, GSA, CMa, and customer agency(ies)) to review the project’s program,
status of design, discuss goals, begin initial project planning, and agree to the
schedule for regularly scheduled Project Meetings. This meeting shall be held on
site at the Celebrezze Federal Building in Cleveland, OH.

b) Progress Meetings and Presentations


The CMc shall attend design progress meetings and presentations. Design Stage
progress meetings are held on a bi-weekly basis (​on Wednesdays​) and in
alignment with design milestones as identified in the project schedule. These
meetings shall be held primarily via teleconference. However, there will be some
project meetings, which may align with project delivery milestones, that will occur
in either Cleveland OH at the Celebrezze Federal Building or Chicago, IL.

c) Design Submission Reviews


The A/E shall facilitate and the CMc team shall attend and participate in design
review meetings. The CMc shall include in the meeting any major trade
subcontractors, vendors, or suppliers used in preparing the submission. The
purpose of including these major trade subcontractors, vendors, or suppliers is to
provide increased opportunities to identify and resolve any design, construction,
or pricing related issues in the pre-construction phase of the project.

More than one IDR or cost reconciliation meeting may be necessary for any
submission, if that submission is not satisfactorily resolved and accepted by the
GSA following the initial IDR or cost reconciliation meetings. The need for
additional meetings in order to achieve an acceptable submission in accordance
with P-100, shall not justify excusable delay.

d) Risk Management Workshops


The CMc shall participate in workshops with the GSA, A/E, CMa and other
stakeholders to update and/or modify the Risk Registry using the Construction
Industry Institute’s Project Definition Rating Index (PDRI) (or a different industry
standard as agreed to by the CO) to assess risks and opportunities for the
project. The first PDRI evaluation session that the CMc will attend will typically
occur around the ​35% Design Document completion stage. ​ The final PDRI
session that the CMc will attend will typically occur at the completion of
Construction Documents and prior to the exercise of the Option (Construction)
Services.

With each deliverable from the CMc, the parties will discuss whether the Risk
Registry needs to be modified based on the then-current state of the project.
These workshops shall be held on site at the Celebrezze Federal Building in
Cleveland, OH.

e) Building Information Modeling (BIM) (Exclude from DFAS


Consolidation)
The CMc shall attend Building Information Modeling (BIM) meetings as required.
These meetings may align with each design submission and shall be held
virtually or may be held in Chicago, IL.

f) Systems Selection Analysis Meetings and Mockups


The CMc shall participate in systems selection analysis meetings, including the
inspection and evaluation of mockups of proposed spaces or layouts.

g) Value Management
The CMc concept has value management as one of its main objectives. The CMa
will provide a Value Engineering (VE) program expert and / or independent
professional experts in all disciplines to facilitate and participate in a VE
workshop during the Design Stage of this project. The A/E, CMa, GSA staff, and
other government and customer stakeholders will also participate in the
workshop.

The CMc shall participate and provide professional experts in all disciplines for
the one (1) day value management workshop. The session will be held
concurrent with a design submission at the end of the Design Development (DD)
phase.

h) Partnering
To most effectively accomplish this contract, the GSA will require the CMc and its
subcontractors to participate in a cohesive partnership with the Government and
its Customers and other Contractors. The CMc and its subcontractors, as
needed, shall attend three (3), one (1) day (8 hour/each) partnering sessions
during the design and construction stages of the project which will be hosted by
the GSA’s CMa Contractor. ​The CMc shall provide the CO with a list of the key
personnel from the CMc and its subcontractors who will participate in the
partnering sessions. The CO may, in his/her sole discretion, add or remove any
individual from the list. The CMc shall be responsible for any travel costs
associated with attending these sessions.

The first session shall be held prior to the start of the Construction Stage.​ The
date, time and location will be determined by GSA closer to the time of
scheduling.

The second session shall be held after the start of the Construction Stage ​and
will not occur sooner than a 6 month interval from the first partnering session.
The date, time and location to be determined by GSA closer to the time of
scheduling.

The third session shall be held during the Construction Stage, preferably during
the midpoint of construction​ and will not occur sooner than a 6 month interval
from the second partnering session.​ ​The date, time and location to be determined
by GSA closer to the time of scheduling.

4. Deliverables
The CMc will provide a written deliverable based on the A/E’s design related
submissions for ​each​ of the following design milestones:

1. 65% Construction Documents


2. 95% Construction Documents

Each written deliverable from the CMc is due to the CO within 14 calendar days from
the CMc Contractor’s receipt of the A/E’s design submission.

a) Required Deliverables
For each design submission from the A/E, the CMc shall provide a written report
that separately addresses each of the following topics:

● Constructability Review
● Cost Estimating, Reconciliation, and Proposed Alternatives
● Schedule Analysis
● Construction Work Phasing and Sequencing Plan
● Early Work Package Suggestions
● Risk Analysis

The CMc shall be responsible for notifying the Contracting Officer of errors,
omissions, inconsistencies, or other issues that may potentially impact the project
goals, the ECW, schedule, design quality, or project scope.

b) Constructability Review
The CMc shall review the design submissions with reasonable care and advise of
any errors, inconsistencies, inaccuracies, or incompleteness which may
negatively impact cost, schedule, or quality both within their report and via
email/in writing. The CMc shall provide recommendations on constructability;
improving life cycle costs; sustainability; LEED; systems analysis; functionality;
enhancing operational flexibility; and minimizing labor or material shortages. The
CMc shall also review the submissions for accuracy, completeness, sequencing,
and coordination.

c) Cost Estimating, Reconciliation, and Proposed Alternatives (CERPA)


The CMc shall provide estimates in the same format required by the PBS P-120,
Project Estimating Requirements for the Public Buildings Service (​See Section II
General Requirements​). As a general matter, the P-100 requires the A/E to
prepare cost estimates at certain phases of design. Thus, the purpose of the
CERPA portion of the report is for the GSA to have the benefit of two, separate
estimates at each major design milestone; one from the A/E and one from the
CMc.

The deliverable from the CMc shall, at a minimum; (1) be performed in the same
level and detail as set forth in the P-100, Appendix A, (2) comply with the Cost

Management Matrix found at Table A-1 and (3) comply with the cost-estimating
requirements for capital construction projects as set forth in the P-120.

The GSA will reconcile the CMc estimate with other estimates to ensure that the
project being designed will be constructible within the project's budget and is
consistent with the established GMP. The reconciliation will not only focus on the
total GMP, but will also take into account the major cost elements that make-up
the total GMP (e.g., structural, MEP, exterior, general conditions, etc.). Large
discrepancies or variances in the estimates (whether in whole or in part) should
be reconciled prior to exercising the GMP Option.

If the design (or its major cost elements) appears to exceed the ECW, the CMc
shall propose alternatives that will deliver the project at or below the GMP Option.
The CMc and its major trade subcontractors, vendors, or suppliers shall
participate in reconciliation meetings.

d) Preliminary Project Schedule and Analysis


The CMc shall provide a detailed, time-scaled computer generated project
schedule with activities representing each portion of the work for the entire
contract performance period. The project schedule shall be prepared using the
Critical Path Method (CPM) for the planning, scheduling and reporting of the work
to be performed, and will be produced using the most current version of
scheduling software, compatible with Meridian Proliance.
g
The CPM scheduling software shall be capable of generating and depicting the
longest path of the schedule network. Schedule activities shall accurately depict
the contractor’s means and methods to complete the entire scope of work
including, but not limited to, activities of subcontractors, consultants, equipment
vendors and suppliers, GSA, and others, as required.

e) Construction Work Sequencing and Phasing Plan


The CMc shall submit a construction work allocation plan addressing all of the
following topic areas.
Construction phasing approach;
● Use of any fast tracking or multiple construction document packages to
achieve cost or schedule efficiencies, improvements, or savings;
● Schedules for award of subcontract construction packages, including
procurement cycles, deliverable approvals, construction delivery and
testing/commissioning;
● Temporary or swing space moves, including all aspects of tenant
relocation(s) (telecommunications, furniture relocations, etc.);
● Temporary facilities and laydown areas;
● Possible labor or material shortages;
● Means and methods; and,

● Long-lead items (60 days or more)

f) Early Work Packages


During the design of the project, the CMc and the Government may agree that it
is in the best interest of the project to initiate early construction packages. These
early work packages can be individual GMP line items or firm fixed price line
items. Early construction packages should be for standalone, severable scopes.

g) Modifications to the Risk Registry


The CMc shall provide recommendations for modifying the Risk Registry based
on the design submissions. The GSA has developed the Risk Registry for this
project.

B. Scope of Option #1 VBA Backfill (Construction Stage) Services


(Construction Stage Services for DFAS Consolidation is Option
#3)​Subject to the exercise of the GMP Option, the CMc shall perform the work
described in this section as a part of the Construction Stage Services. Additionally, it
shall be noted that the Construction Documents (CDs) shall take precedence over
language outlined below as several items will be further described in detail within the
CDs.

1. Pre-Construction Conference
The Pre-Construction conference referenced in Specification Section 013100 will
be held at the Celebrezze Federal Building in Cleveland, OH.

2. Submittal Schedule
Prepare and submit a submittal schedule in accordance with the Division 1 of the
construction specifications for review and approval by the GSA. The submittal
schedule shall identify specifically which submittals require review by the CxA.
Ensure that all subcontractors understand, agree to, and conform to their
respective roles, responsibilities, and timeliness requirements for submittal
processing.
Refer to FAR 52.236-21, Specifications and Drawings for Construction, for further
submittal review requirements.

3. Project Progress Meetings


During the Construction and Closeout Stages, the CMc shall be responsible for
facilitating and leading construction progress meetings on a weekly basis. In
addition to the CMc Contractors’ and Governments’ representatives, each
subcontractor, supplier, or other entity concerned with current progress or
involved in planning, coordination, or performance of future activities shall be
represented. All participants shall be familiar with the Project and authorized to
conclude matters relating to the work.

4. Inspections and Testing


The CMc shall develop an overall field inspections and testing plan for review
and approval of the GSA.
The CMc shall coordinate any inspections or testing that is required by state,
county, or local officials. Additionally, all testing and inspections shall be
coordinated and scheduled in advance with the GSA project team, AE and
CMa/CxA to ensure the appropriate personnel are in attendance.
Construction safety inspections shall be conducted as required by OSHA.

5. Project Documentation
The CMc shall be required to update the Project Record Documents (including
the BIM) at the 30%, 60%, and 90%, at a minimum,​ ​construction complete basis
to reflect as-built conditions, field changes, scope changes, or other changes to
the design and construction documents. The CMc shall work closely with and
collaborate with the A/E and CMa during these updates. Upon the 100% project
completion, the CMc shall transfer all updated Project Record Documents to the
A/E so they can formalize and finalize all aspects. These updates will be
uploaded to ePM per ​Division 01, Section 017810,​ ​Project Record Documents.

6. Clarifications/ Requests for Information / Change Orders


When any apparent conflict, ambiguity, error or omission is found within the
Construction Documents, the CMc shall use the ePM system to submit a written
request for information (RFI) as soon as necessary documentation is completed.
Each RFI must include a specific description of the issue requiring clarification;
cite the specific related drawings, specification sections, and/or other contract
documents requiring clarification; and, provide a recommended solution. Upon
receipt of the response to each RFI submitted, the CMc shall coordinate and
document the response with all involved subcontractors to ensure understanding
and appropriate action.
In the opinion of the CMc, if the response to an RFI could potentially result in a
modification to the Contract, the CMc is directed to notify the CMa and GSA
immediately, in writing, so that further evaluation can occur by GSA.
The CMc shall develop, update and issue an RFI matrix/log that will be a
standing agenda topic at all Project Progress meetings throughout the life of the
project.

7. Payment Requests
Provide an advance copy of the construction progress report to the CMa and
GSA Contracting Officer and their designated representative within seven (7)
calendar days prior to submitting the monthly payment request per specification
section 012900.

8. CMc Contingency Allowance


The CMc shall develop and maintain a method for providing a real-time
accounting of the CMc Contingency Allowance. Any such accounting shall be
generated directly from the CPM schedule. The CMc shall make the document
available to the Government in ePM. At a minimum, the CMc shall review the
status of the CMc Contingency Allowance with the GSA and the CMa on a
monthly basis. During such monthly meetings, the CMc shall be able to
accurately account for any and all expenses paid, or to be paid, using the CMc
Contingency Allowance.

9. Construction Excellence Peer Reviews (CE PR) (Exclude from DFAS


Consolidation)

The CMc shall attend and participate in three (3) CE PRs, which will be
conducted at approximately 15%, 60%, and 90% construction completion. The
final peer review is held at 90% if significant issues were cited in the previous
construction peer reviews. If no significant issues were previously cited, the final
session will be held as a project “lessons learned” session, in which case peers
do not attend. Each CE PR will be conducted in ½ day session over the course
of a two (2) consecutive day period. The review will start on the afternoon of Day
1 and continue the morning of Day 2. These reviews will be held at the project
site in Cleveland, OH. At a minimum, the CMc’s Project Executive, onsite Project
Manager and Superintendent shall attend and participate.

10. Art-in-Architecture (AiA) Installation (Exclude from DFAS Consolidation)


The CMc shall perform all work necessary to coordinate the delivery and
installation of the artwork that will be separately procured by GSA through the
AiA program. Such work may include but is not limited to site preparation,
structural elements, lighting and/or electrical elements, storage, and installation.
The CMc shall designate one member of its team to serve as the AiA liaison to
interact and coordinate with the A/E firm and artist. The CMc shall include any
and all work related to the AiA in the CPM schedule to avoid or mitigate the
duplication of labor or the removal and reconstruction of construction work.

11. Commissioning
The CMc shall perform all functions, roles, responsibilities of the “construction
contractor” as further set forth and explained in the GSA Building Commissioning
Guide, and of the “GC”, or “contractor” as further set forth and explained in the
Commissioning specification section 019113.

C. Scope of Services During the Turnover and Closeout Stage

1. Turnover Process
The CMc shall attend a one day pre-turnover meeting facilitated by the GSA.

The meeting will be conducted approximately 60 days in advance of substantial


completion. The purpose of this meeting is to review the requirements and
activities of the Turnover process.

The CMc shall:


● Conduct a pre-final inspection and prepare a punch-list prior to the AE and
CMa completing their initial punch list.
● Review all operations and maintenance (O&M) manuals, warranties,
guarantees, and certificates to confirm they comply with the Construction
Documents. Ensure this information is properly documented in
COBie-compliant format.
● Schedule/Coordinate and Facilitate all appropriate testing and training
sessions as required.
● Prior to issuance of Substantial Completion (in part or whole), conduct a final
inspection and prepare a punch-list documenting remaining work necessary
to achieve Contract Completion.
● Conduct follow-up inspections (or punch list verification walk throughs) to
resolve punch-list items, involving the AE, the CMa, tenant agencies and
other stakeholders as appropriate.

2. Closeout Documentation
The CMc shall verify that the room numbering list complies with the COBie
requirements set forth in the Contract Documents and matches the data structure
of the computerized maintenance management system (CMMS).
The CMc shall provide approved as-built drawings and specifications for AE
development of record documents.

3. Material Samples, Attic Stock, and Spare Parts


As a condition for the GSA certification of substantial completion, the CMc shall
provide an inventory list of all attic stock items, spare parts, and specialty tools to
be turned over to the GSA at close-out. Coordinate this effort with project
specifications.

4. Preparations for Occupancy


The CMc shall coordinate the planning and scheduling of property management
training with the GSA property management staff in accordance with specification
section 018200 Demonstration and Testing, allowing sufficient lead time for the
GSA to prepare for the training and to ensure that the appropriate personnel will
be available.
The training shall be conducted on-site in the completed and fully operational
facility using the actual equipment in place.
Include any available and suitable video material from manufacturers and

suppliers in the training sessions.


Perform digital video recording of all training sessions. Edit and consolidate all
video materials into a set of training videos suitable for use in training and
retraining property management staff. Incorporate any manufacturer/supplier
video material used in the training sessions. Submit the training video set for
approval by the GSA.
The CMc shall participate with the GSA in conducting an inspection and
walk-through with local emergency responders (fire/police).
The CMc shall assist the GSA in transferring control of the facility to the property
manager, including keys and security/access control responsibility.

5. Project Awards/LEED Certification/Dedication Ceremony


The CMc shall assist the A/E, CMa, and GSA in preparing, developing, and
otherwise collecting all documentation that is required to be submitted in order to
obtain LEED certification. Such assistance shall include any appeals, denials, or
requests for additional information.

6. Contract Closeout
The CMc shall assist the GSA in establishing a final breakdown of the total CMc
contract amount into a core and shell component and TI and security
components for each tenant (i.e. each client billing record) as per the PBS P-120
Public Building Service Cost and Schedule Management Policy and the Pricing
Desk Guide.
