MODULE 10: ARTICLE XI – LOCAL GOVERNMENT


I. LEARNING OBJECTIVES:
a. Analyze the structure of the local government in relation to the national government.; and

b. Point out the concepts and challenges of devolution and decentralization.

Article X LOCAL GOVERNMENT


▪ Local Government – refers to a political subdivision of a nation or state which is constituted by
law and has substantial control of local affairs
Decentralization – A state or condition in a governmental system where there is a dispersal of
political power or authority from the center
Local Autonomy – is the political independence of a local government from the national
government

• Requisites for the Creation of New Cities, Provinces, Municipalities and Barangays
A. Province - are the primary political and administrative divisions of the Philippines. There are 81
provinces at present, further subdivided into component cities and municipalities. The National
Capital Region, as well as independent cities, are independent of any provincial government.
Each province is governed by an elected legislature called the Sangguniang
Panlalawigan and by an elected governor.
Average annual income: not less than 20 million certified by Department of Finance
Population: a population of not less than 250,000 inhabitants as certified by NCSO
Territory: at least 2, 000 square kilometers
▪ The territory need not to be contiguous if it is composed of two or more islands or is separated
by a character or cities which don’t contribute to the income of the province

B. MUNICIPALITY - A municipality is usually a single urban administrative


division having corporate status and powers of self-government or jurisdiction as granted by
national and state laws, to which it is subordinate.

Average Annual Income: 2.5 million for at least 2 consecutive years as certified by the provincial
treasurer
Population: at least 250, 0000
Territory: at least 50 square kilometers as certified by the Land Management bureau

C. CITY - a large and permanent human settlement, many cities have a particular administrative,
legal, or historical status based on local law.
Average Annual Income: 20 million pesos for at least 2 years certified by department of Finance
Population: 150, 000 as certified by NSCO
Territory: 100 square kilometers
• Highly Urbanized City
Average Annual Income: at least 50 million pesos

D. BARANGAY - formerly referred to as barrio, is the smallest administrative division in


the Philippines and is the native Filipino term for a village, district or ward. In colloquial usage.
- The word barangay originated from balangay, a kind of boat used by a group
of Austronesian peoples when they migrated to the Philippines.
- May be created by law or by an ordinance by the Sangguniang Panlalawigan or
Sangguniang Panlungsod subject to approval by a majority of the vote cast in
plebiscite
- Territory: a population of at least 2, 000 inhabitants, except in Manila and other
Metropolitan political subdivisions where there should have a certified population
of at least 5,000 inhabitants
Term of office: 3 years, 3 terms except the Barangay Officials which shall be determined
by law.
