Design and Development: A Proposed Modernized Border Control Facility

I. INTODUCTION

When the number of corona virus cases began to rapidly increase, and is continuing
continued to cause loss of lives, the Philippine government declared a health emergency and
took an immediate step of setting up a Community Quarantine. The objective of the
Community Quarantine is to prohibit the people from going outside their homes to prevent
the spread of the virus. Furthermore, these measures were taken to prevent the overburdening
of the healthcare system. It Included in the steps made was controlling the entry and exit was
imposed within the borders of barangays, municipalities/cities, and provinces. The objective
of the Community Quarantine is to prohibit the people from going outside their homes to
prevent the spread of virus. This is also to undertake measures that will prevent the
overburdening of the healthcare system.

Based on the agreement protocols during from the Inter-Agency Task Force (IATF)
on Corona Virus Disease (COVID-19), the Philippine National Police (PNP), augmented by
the military, who conducted the border checkpoints for the strict screening of people in
entering and exiting the border.

The police officers and soldiers would ask the people inside the vehicle to present
documents based on the requirements of the Local Government Units and conduct a
temperature check. Most of these activities happen in temporary facilities that have been
damaged and replaced throughout the duration of the Community Quarantine. This is where
the project comes in.

II. PROJECT DESCRIPTION

The proposed project is a template project that can be situated in every border control
area as a permanent facility that will accommodate all the essentials in a border control. The
facility will include, but not limited to, an area for Temperature checking and area for
sanitation of the vehicles. A rapid testing center for those who require it as well as a storage
area for the test kits will also be include to accommodate traveler who failed to acquire Rapid
Testing or those who do not pass the temperature check. A waiting area for those being tested
will also be considered. This project will also consider the road layout, the terrain, and the
mode of transportation commonly employed in the country.
The main objective of this study is to create a template design of the said project.
Specifically, this study aims to:

1. Identify the activities conducted in a border control;


2. Plan out the most efficient flow of activities and translate it to a building plan;
and
3. Create possible alternative layouts for the border control which have different
conditions.

The design and layout of the project will be determined with due consideration to the
guidelines of IATF and designed to be flexible enough to fit the condition of the borders that
the facility will be situated in.

III. KNOWLEDGE AND WORK REQUIREMENT

Since the proponents will be dealing with the building plan as a template design, this
project will be focusing more on the design of the structure and its site. The project will
require to study the guidelines and standards of a healthcare facility construction based from
IATF/DOH thus requiring data gathering through internet searches on posting of guidelines,
memorandums, or executive orders from the agencies. This also includes procedural
guidelines as distributed by various local government on their official websites. Additional
study on how flow of activities and flow of personnel may be needed to plan out the
structure.

The working force, since majority of the works will be conducted online, is only
required to have a stable internet connection and knowledge in preparing drawings digitally
as well as knowledge in computing project costs

IV. FUNDING OR SUPPORT PLAN

Since this proposal will only be conducted online (surveys and data gathering), the
team will provide their own internet access as the project goes on.
