PROPOSED DESIGN

To determine the template design of the border control, the proponents, with the help of

the adviser, have considered the following criteria and standards in accordance from World

Health Organization for the study: Management Process and Technical Process. Taken into

account that the required standard and specification of the Department of Health (DOH) for the

construction of a laboratory facility relies on the biosafety standards from the World Health

Organization (WHO).

a) Management Process

Management process refers to the project’s activities and qualities of being

properly managed by the administration and the local in supporting the

implementation and operation. The proponents have identified the activities or

operations in this process to be conducted in the area and acquired necessary data

in accessing a border control which is done online.

The DOH suggested the LGU in establishing facilities to make a letter a

letter of intent addressed to the DOH Undersecretary of Public Health Services

Team then a self-assessment tool to be accomplished by the requested parties will

be sent by the DOH. Representatives from RITM, WHO, and Health Facilities

and Service Bureau that are group in a composite team will evaluate the

application and provide necessary recommendations to facilitate their

applications. Once the applicant laboratory’s technologists passed the proficiency


test, the facility will be then authorized to operate otherwise if the application

decencies are addressed, they should take the said test.

b) Technical Process

The technical process of the project refers to the process of implementing

the project in terms of physical details. The proponents considered conditions or

limitations in the site layout of the project and the desired areas that will be used

in the facilities following the Biosafety standards from the World Health

Organization.

Facilities controlling COVID-19 cases, modernized border control

prevents infectious individuals from entering the municipality, requires extensive

planning and availability of materials will be used. Thus in terms of quality

assurance, personnel, apparatus and infrastructure, it should be also capable of

performing molecular diagnostics (MolDx). As one of the most progressing areas,

MolDx through polymerase chain reaction (PCR) testing requires a Biosafety

Level 2 Facility. This includes a fully-trained laboratory staff on test procedures,

specialized equipment and guaranteeing accuracy of results by establishing a

quality assurance protocols.

IATF Requirements
The proponents also identified the documents from the IATF required in passing or

entering the municipality. These data that were gathered were generally required in every

municipalities’ border control in Eastern Visayas Region. These are follows:

1. Valid Identification Card;

2. Updated health certificate stating that such person is not a COVID-19 Suspect,

Probable or Confirmed or PUI/PUM in his her town or city;

3. QR Code of the Municipality; and

4. Travel order if he’s an Authorized Persons Outside Residence (APOR).

FLOW OF ACTIVITIES

The proposed project covers the design of the modernized border control is primarily

composed of three structures and the site layout. The proponents designed the project prior to the

flow of the activities gathered.

For the dimensions and spaces needed for the design, standards from the” National

Building of the Philippines (P.D. 1096)” and “Guidelines in the Planning and Design of a

Hospital and other Health Facilities” of the DOH was obtained.

In accordance to the Section 806 - Size and Dimension of Rooms of the P.D. 1096, rooms

for human habitation will have a minimum area of six (6) square meters with a least dimension

of two (2) meters. Following this standard, each room for the document checking and holding

facility of the template was designed.


As for the Confirmatory Building, it will follow the standards given by the “Guidelines

in the Planning and Design of a Hospital and other Health Facilities” of the DOH since it is

considered as a health facility. The data needed for the building obtained were the standards and

minimum area for the spaces. According to the guidlines, a clinical laboratory will have a least

floor area of ten (10) square meters. Other parts of the building like hallway and toilets will also

follow the standards given by the guidlines except for the waiting area since it will follow the six

(6) meters social distancing protocool of the DOH/IATF in designing the area needed for a

certain capacity.

Document Checking and Disinfection Area

This is located beside the main road that served as the entry point of the travellers

to the swab testing facility. It has three rooms for the personnel that will have to do

checking the documents and assessing them for the procedures of the testing. The

personnel/s assign in this area will also orient the travelers on the procedure they

need to follow in the entire testing process. The disinfection area is placed on the

right side of the building having a width of at least 4.5 meters having 2 disinfection

chambers  that take 15 - 20 seconds to disinfect a passenger’s body. The facility was

designed in this manner following the health protocols and standards given by the

IATF/DOH in controlling the further spread of the COVID-19.

Tents will also be placed in the road that serves as the entry point of the

vehicles and where the vehicle disinfection is done. It was designed with two

chambers for four (4) wheeled vehicles and for single motor vehicles. It will have

disinfectant tank equipped with a water pump and remote control atomizing nozzle
for disinfection. A parking area was also designed where the travellers can park their

vehicles after disinfection and while the test is conducted.

Confirmatory Area

It will be the building where the testing will be conducted. It will consist of a

waiting area, laboratory technician room, processing area, and a storage room. It will

have a dimension of at least 10.5 x 6.5 metes for the entire building. The waiting was

placed near the entrance of the building where the travelers can easily proceed to the

processing room where the sample will be collected. The processing room was

designed beside the laboratory technician for an easy transfer of specimen to the

laboratory. The laboratoy has a storage room for where test kits to keep it organize

and safe. The building will also have a comfort room for the travellers in case they

needed it and enough windows to keep the building ventilated. The travellers will

pick-up the results in the pick-up area where further instructions will be given and

leads them to the exit of the building.

Holding Facility

Layout 1

This will serves as a temporary holding area for travellers that will test positive

of COVID-19 until their respective LGU’s retrieve them. It can cater up to seven (7)

travellers. The building will have a floor area of at least 10.5 x 6.5 meters. It was
designed with at least eleven( 11) meters away from both the road and the confirmatory

facility enough to keep them isolated from others and keep their privacy. Each room will

have a dimension at least 2 x 2.8 meters as shown in the design template with a bed

which enable them to rest before their retrieval. Attendant’s desk will placed near the

entrance of the building to assist the travellers if they have concerns. It will als o have at

least one (1) common toilet for the travellers.

Layout 2 and 3

For layout 2 and 3, it will be a retractrable tent and will be covered with tarpulin

for privacy purposes.

Site Development

Layout 1

For site layout 1, it will consist of 3 buildings – the document and temperature

checking building, confirmatory building, and a holding facility. The advantage of this

layout is that the holding facility will be a permanent building with seven (7) rooms for

the travellers to rest into before their retrieval. The only thing is that it will take up a large

land area and a higher cost compared to the other layout which is might not available in

every border.

The total floor area for the buildings alone is 168 square meters. Including the

open spaces in the layout, it will have a total land area of 1,436 square meters.
Layout 2

This layout will also consists of a document and teperature checking building,

confirmatory building, and a holding area. But in this layout, the holding area is only a

retractable tent which lessens the cost of the project. This layout will still need a large

land area for the open spaces between the buildings.

The total floor area needed for the two buildings is 99.75 square meters and a total

land area area of 1332 square meters including the open spaces and the parking area.

Layout 3

The components of this layout is the same as of the layout 2. The only difference

is that the oreintation of the buildings and the distances between was changed to lessens

the land area needed for the project to accommodate the borders with a small land area

available.

It will have the same floor area for the buidings as layout 2 of 99.75 square

meters. But since the oreintation was changed to lessen the land area requirement, it will

have a total land area of 720 square meters including the open spaces and the parking

area.

Cost Estimate

The overall material construction cost of the proposed Site Development Plan Template

for Modernized Border Control is at an estimated total of PHP 2,723,448 for site layout 1 and

PHP 1,617,047 for site layout 2 and 3 . It is only a rough estimate using plinth area or square

area method. It is done by getting the plinth area of the structure and multiplying it by average
institutional building cost of Philippines from PSA-Non Residential 2019. The total breakdown

of the material costs estimation is shown in (Appendix B) in MS Excel format
