As this examination is in open-book format, the students are expected to demonstrate a very high degree of Academic Integrity
and not copy contents from resources referred. Instructors would look for understanding of the concept by the students and any
similarity found from resources online/ offline shall be penalized in terms of deduction of marks and even cancellation of paper
in requisite cases. The online examination committee of the School would also look for similarity of two answer scripts and if
answer scripts of two or more students are found similar, both the answer scripts shall be treated as copied and lead to
cancellation of the paper. In view of the aforesaid points, the students are warned that they should desist from using any unfair means.

1 Briefly explain the role of emergency control centre and emergency response in an 10 CO3
emergency management plan.
Ans.
It is important to identify a particular place in the installation which is safe to be
declared area for emergency control centre.

In an installation, the Emergency control centre has all the equipment such walkie –
talkies, telephones or mobile phones and inclusive of important documents of
installation. The communication helps to inform people about the emergency
situation through alarms or sirens.

During emergency the chief emergency commander and the other team members of
emergency department, operate from this centre.

The team also uses, VHS radios when they have to inform about emergency to the
outside agencies and the civil authorities.

The emergency plan should include duties and responsibilities of emergency team or
group to execute actions and coordinate with the key members.

It is important for the emergency group to approach the emergency area without any
delays.
The wind direction should be included in the emergency plan to tackle the situation
of emergency in a more effective manner.

The routes that are to be followed during the emergency should be specified with the
details. So that the workers are well aware about the exits.

All the emergency actions should be executed efficiently as a response to situation.

It is important to use Personal protective equipment for safety purpose.

2 Discuss the general responsibilities of an occupier under The Factories Act, 1948. 10 CO2
Ans.
The general responsibilities are –
1. The occupier has the duty to declare the safety policy in the organization.
2. The details of the hazardous chemicals need to be provided in Material Safety data
sheet.
3. There must be a well written onsite emergency plan in the factory, which helps to
understand the role of different persons in case of emergency situation. Timely
updating need to be done to the plan.
4. All the declarations related to danger, health hazards and the measures to deal with
hazards need to be disclosed to the authorities, workers and the public.
5. There should be existence of a safety committee in the factory , having meetings
quarterly with equal representation from workers and persons from management.
6. To ensure that a proper limit is maintained for exposure of chemicals and
substances as prescribed under the rules.
7. there should be medical check-ups done for all the employees in every six months
8. there should be a separate centre for equipment and medical personnel known as
occupational health centre
9. PPE should be positively provided to workers engaged in hazardous work.
10. Fire protection system should be setup and working to be based as per rules.

3 Define term permit to work system. Briefly discuss the elements of a typical work
permit. 10 CO1
Ans.
WORK PERMIT SYSTEM
In order to avoid working of people without proper equipment, electricity supply and
proper personnel protective equipment, the work permit system is framed and
executed in every petroleum installation. It is official record stating the working
conditions. The issuer and acceptor agree to the conditions which state the permit to
carry out maintenance, repair work, inspection and modification work whenever
required.

1. The work permit should be designed based on the requirements and nature of
activities of that particular installation.
2. It work permit includes –
a. type of work,
b. date , time of issue along with the validity
c. particular locations where work is to be done, along with details
d. the complete description of the work
3. the necessary precautions that are to be taken during work are also mentioned
in that official record
4. it is inclusive of signature of issuer with his name
5. the acceptor who receives permit also gives his assent by doing signature on
the official record.
6. In case there is some serious issue, the senior management personnel has the
authority to look in to the matter.
7. The details of completion of job is mentioned with date and time

4 Explain condensation and adsorption methods used to remove gaseous pollutants

from flue gas emitting from chimneys.
Ans.
Condensation is a process in which the gas or vapour is converted to liquid either by
lowering or increasing the temperature.
Actually the process is used as a pre - treatment device which can be further used as
absorbers. It can be used as incinerators leading to reduction of gas volume through
expensive control equipment. There are two types of condensers –

1. Contact condensers
In this, contact of cold liquid is made with the gas
2. Surface condensers.
In this, instead of contact, the gas is circulated in a cooled surface.

The removal of gaseous pollutants depends on design and application of


condensers. Typically the range is between 50% to 90%.

In Adsorption method , gas or vapour components are made in contact with solid to
remove pollutants from the gas mixture. The molecules from pollutants in gaseous
form either remains on the solid or gets attached to the outside surface.
Carbon, silica gel, alumina are the most common industrial adsorbents.

There are two types of carbon adsorption equipment or systems

1. Regenerative system
This system has more than one bed of carbon. At a time, one bed is activated
to remove the pollutants so that another bed can be used for future use.
2. Non regenerative system.
In this system, there are thinner beds of carbon that are activated. Later,
when adsorber becomes saturated with pollutants the spent carbon is
disposed off.

Ans.
a) Every employer has the obligation in legal terms to make the workplace and
the entire work free from hazards that can lead to injuries which can be
serious in nature and can even lead to death. A long term management plan is
required to showcase long term commitment to protect employees from such
illness and injury because of their job role. The plan is inclusive of programs,
policies, procedures and processes to combat such situations related to
hazardous accidents. There need to be creation of safety strategies to focus on
prevention methods at work place. Active and effective communication is
important to involve the workers in safety and health aspect. Work around
inspections and Job hazard analysis are the two basic strategies to control
workplace hazard.

b) In case of fire the site should not be visited. Telephone number for fire station
should be dialled immediately. A basic fire fighting training should be given
to everyone working in petroleum installation. HSE training should be
inclusive of training related to fire safety inclusive of emergency drills. The
nearest fire alarm should to pulled to alert the workers and public outside.
The building should be evacuated with the safe routes. The rescue operations
and actions to be executed as per the instructions of emergency control
centre. There should be good accident reporting and investigation team.
There should be mutual aid scheme present. The workers should be aware
about self-contained breathing apparatus and usage of life saving devices.
