Regulation for operating persons


◼ Regulation 3 – any person who operate or work on electricity must have
certificate of competence issued by Govt./entry in register /displayed in sub
station.

RECENT REGULATION
key provisions for construction operations and maintenance of
electrical power plants regulation 2011

◼ Almost in line with Factories act following additional provision are included.

RECENT REGULATION

CEA Amended Regulations 2015 / 2018
◼ Regulation 5 Electrical safety officer item 3&4 added which deal with
duties of safety officer
◼ Regulation 5A- chartered electrical safety Engineer was added for self
certification
◼ Regulation 32- Installing Testing a generating unit –under this testing and
approval of renewable energy source were included .
◼ Regulation 42-Earth leakage protection device(ELPD) –in this Max.
threshold value were spelt out for domestic 30 mill amp. For industry 100
mill amp.

RECENT REGULATIONS- key provisions

◼ Central Electricity Authority (Measures relating to Safety and Electric Supply) Amendment
Regulations, 2018.
◼ in regulation 5, for sub-regulation (2), the following shall be substituted, namely: - “(2) The
Electrical Safety Officer shall possess a degree in Electrical Engineering with at least five years
experience in operation and maintenance of electrical installation or a diploma in Electrical
Engineering with at least ten years experience in operation and maintenance of electrical
installations.”;
◼ for regulation 5A, the following regulation shall be substituted, namely: - “5A. Chartered Electrical
Safety Engineer.- (1) The Appropriate Government shall authorize Chartered Electrical Safety
Engineer from amongst persons having the qualification and experience as specified by the
Authority under sub-regulation (3) to assist the owner or supplier or consumer of electrical
installations for the purpose of self-certification under regulation 30 and regulation 43.
◼ (2) The Appropriate Government shall upload the name of the Chartered Electrical Safety Engineer,
as soon as any person is authorized as Chartered Electrical Safety Engineer, on the web portal of
the Government or Department dealing with matters of inspection of electrical installations for the
information of the owner or supplier or consumer.

What auditor should check


◼ a) Are licensed electricians available for electrical work?
◼ b) Whether area classification for electrical equipment has been carried out?
◼ c) Do the electrical fittings conform to area classification for electrical equipment?
◼ d) Is a ground fault current interrupter system (ELCB) in use?
◼ e) Are all connections made by using appropriate plugs, receptacles or enclosures? Are fuses provided?
◼ f) Are there any make shift connection bare wires or damaged cables?
◼ g) Is there a system of ensuring periodical inspection of hand tools, extension boards used for electrical work?
◼ h) Do the workers use proper types of PPE during the working on live line?
◼ j) Is the separate work permit issued for working on high voltage line?
◼ k) Whether the process(s) and equipment that generate and accumulate static charge have been identified?
◼ m) Whether all such equipment including pipelines for flammable materials are properly bonded and earthed?
◼ n) Whether earth pit resistance is measured and the record maintained?
◼ p) Whether lightning arrestor has been installed and is adequate?
