Invitational Speech Outline

Topic: Why the Internet should be considered a Public Utility.

Purpose: To invite.

Specific purpose: To invite my audience to discuss why the Internet should


be considered a public utility.

Thesis: In this speech I will explain why I think the Internet should be
classified under the law as a public utility like water and electricity.

Introduction:
I. Attention: Did you know that the internet is not a right or
privilege to have in the US? In 2016 the UN officially declared internet
access and to be fundamental human rights.
II. Reveal topic: In most cities, public utilities like power, water,
trash, and waste are available to everyone. Since the internet is not
classified as a public utility, there is no law that says you must have
internet at your home or business.
III. Credibility: As someone who is having to work from home
and pay the local cable company a lot of money for a subpar internet
service.
IV. Preview: I am going to show you two main reasons why we
as citizens, need a law passed that makes the internet a public utility.
Thus giving everyone another option to pick from for accessing the
internet.

Body:
I. Main Point 1: Competitive pricing
A. Sub-point 1: If the local governments can regulate the
infrastructure of the internet locally, it can be another option for
people to choose from. In the FCC Restoring Internet Freedom Order,
FCC Chairman Ajit Pai said, “Our rules will ensure that we have a
free and open Internet, and Americans will have access to better,
faster, and cheaper broadband.” That just is simply not true. Most

cities only have one cable provider available and the citizens are at
the mercy of the single provider. With no competition, there is no
need to innovate or make a product better. This is the opposite of
“better, faster, and cheaper broadband.”
B. Sub-point 2: If the internet were a public utility it could be
ran as a not for profit business and help drive down the costs across
the board for internet providers. By providing customers with a fixed
rate internet, this could set the bar for a standard of what should be
expected. This would allow customers to demand a better product
from a private company that charges more.

(transition) If the internet were classified a public utility, there would be a


better view into the operation of it.

II. Main Point 2: Better Transparency


A. Sub-point 1: All government run programs must answer to
the people. This allows everyday people see how and why a service
cost what it does. By having a board of trustees or something
similar, there can be accountability for who the system is ran. When
something is not working, the people have a voice in how to fix or
change it.
B. Sub-point 2: Having this newfound information on the
costs, people can make more informed decision about which
provider to pick from. Giving the customers more information to
make a more informed decision would be a great benefit. Rarely do
you get to have a voice in how something as large as the internet is
managed on a local level.

A. Question 1: Like all government things, there is the
possibility that it makes things worse. Do you think the government
is the right body to represent the people?
B. Question 2: Should this be a state or federal issue? Why?

(transition) Thank you for the responses, it is always good to hear other
opinions on a subject that affects us all.

Conclusion:
I. Summary: I believe that having a more transparent and
competitively priced government ran internet provider would help
push other internet providers to give more value to their customers. I

do not think getting rid of private ran providers is the answer, but by
creating a new player in the game will force the other players to take
note and bring their A-game.
II. Closing: We all are at the mercy of the internet providers in our
area, it is time to take a stand and demand a better service.

is one thing I feel strongly about being government ran.
