Article 1
There shall be established a scientific city to be called “King Abdullah City for Atomic and
Renewable Energy”.

Article 4
The City shall be the competent authority to meet the national obligations with regard to
all agreements signed or to be signed by the Kingdom regarding atomic and renewable
energy. The City shall take the responsibility for supervising and controlling all works
related to the use of atomic energy and the resultant radioactive waste.
National Center for Radiation Protection
(NCRP)
Vision:

A National Competent Radiation Protection Program

Mission:

To ensure the protection of life, health and the environment from the
harmful effects of ionizing radiation, safety and security of
radioactive sources and, to enable KSA implement a safe nuclear
energy program.
National Center for Radiation Protection
(NCRP)
NCRP is the national regulatory authority with the following
responsibilities:
• Development of regulations in the areas of radiation safety, emergency preparedness and
response, environmental monitoring and radioactive waste safety.
• Review and assessment of radiation safety.
• Authorization and licensing of all radiation practices (Medical and Industrial).
• Authorization and licensing of radiation workers.
• Inspections related to radiation safety and security of radioactive sources.
• Manage national registry of radioactive sources, occupational exposure and radiation workers.
• National and international co-operation and representation related to radiation safety.
• Issuing and Modifying the National Regulations.
• Regulatory review, Assessment, Inspection, and enforcement for the proper application of
regulations.
• Managing the radioactive waste regarding orphan radioactive sources.

Authorization of Radiation Practices Department
(ARPD)

Responsibilities:
1.Development of both practice specific and generic requirements
regulations and guides (medical, industrial, research and others).
2.Establishment of the categorization of regulated practices and
sources,
3.Review and assessment of license applications,
4.Inspection, review and assessment of the radiation protection
arrangements of facility workers, and radiation safety in the design
of nuclear and radiation facilities, analyses for normal operation,
anticipated operational occurrences and accidents concerning the
transportation of radioactive substances and radiological
consequences.
5.Keeping records of authorizations, all radiation sources,
occupational exposures and documentation of regulatory
inspections
Authorization of Radiation Practices Department
(ARPD)

Responsibilities:

6.Granting authorization of radiation protection related services:


training and certification of Radiation Safety Officers,
calibration services, personal dosimetry services, etc. and
keeping records on these authorizations,
7.Planning and implementation of an inspection program based on
the categorization of practices and sources: inspection intervals
and the contents of the inspections depend on the type of
practice,
8.Participating in planning of emergency preparedness and
exercises as well as conducting safety assessment during
radiological emergencies.
Authorization of Radiation Workers Department
(ARWD)

Responsibilities:
• Preparation of standards and guidelines for
authorization of radiation workers (radiation expert,
radiation safety officer (RSO) and radiation worker).
• Review and assessment applications for authorization
of radiation workers to ensure compliance to
standards and guidelines.
• Keep records of details of radiation workers.
• Organize radiation safety officers exams.
• Evaluate performance of radiation safety officers on a
regular basis.
Security of Radioactive Sources Office
(SRSO)

Responsibilities:
• Preparation of a road map for security radioactive sources
in Saudi Arabia.
• Preparation of standards and guidelines for security of
radioactive sources.
• Supervision and inspection on programs of facilities for
security of radioactive sources.
• Supervision and inspection on security of radioactive
sources during safe transport of radioactive sources.
• Manage national register of radioactive sources.
External Relations Office (ERO)

Responsibilities:
• Manage communications between NCRP and
individuals and facilities-customers for radiation
protection services.
• Handover of radiation safety officers certificates.
• Organize meetings between NCRP and stakeholders
and individuals and facilities-customers.
• Awareness on radiation protection services using new
media
• Handover of radiation practices certificates.
• Manage NCRP website.

Requirements for medical licenses depend on:


- Management requirements
Ensuring the application of controls and legislations signed by the
management of the establishment
- Technical requirements
Integrated radiation protection program in the facility in addition to
equipment, records and rehabilitation of employees.
- Basic requirements
An exercise program ensures the principles of licensing (justification,
inspection and limits)

Ionized Radiation in the Kingdom of Saudi
Arabia:

The General Regulations for Radiation Protection in


the Kingdom is the basic reference for the control,
functions and organization of the radiological work
of all radioactive sources and devices and the
protection of practitioners in the field. It contains
fourteen detailed chapters and quotes from the
documents and recommendations of the
International Atomic Energy Agency (IAEA).

Inspection visit:

It is the most important step of the licensing process implemented


to ensure that the file of the establishment matches the reality on
the ground, where the visiting team is assigned by the Director of
the National Center for Radiation Protection.

The field visit depends on the following steps:


• Interviewing the responsible manager of the facility.
• Interviewing the safety radiation protection officer and staff.
• Inspecting the equipment, supplies and records.
• Evaluating the shielding calculation.
