What activity (Broadly) are conducted in the chosen facility

The chosen facility is the integrated steel plant situated at Siltara Growth Center Siltara
Raipur Chhattisgarh of M/s. Jayaswal Neco Industries Limited. The facility has the capacity
to manufacture the highest grade of Alloy Steel required for the core sector industries like
automobile, power transmission, Indian Railways, Shipbuilding Corporation of India,
Automobile Industries, white goods manufacturing industries, etc. The Unit had an installed
capacity of around 1 MT of finished steel, through Blast Furnace, Steel Melt Shop, and
Rolling mill route.

B. Why it is good to locate the facility where it is located (The Pros)

The facility is located at the Capital of Chhattisgarh, i.e., Raipur. The Unit is connected to
the Indian Railways main route connecting Mumbai, Howrah, and all other places of the
country. National Highway 200 and NH 6 passes through the boundary of the Unit and
Kharron River, the main source of water is adjacent to the Unit. Apart from that, the
primary raw material required for the manufacturing of iron and steel, i.e., iron ore and coal,
are abundantly available in the State of Chhattisgarh. Both the raw material are in the
vicinity of around 100 Kms from the project location. Moreover, Chhattisgarh is the country's
power hub, and power is one of the Iron and Steel Industry's principal raw materials.

Ideally speaking, the Unit is located at an appropriate place, having roads, railways, power,
water, and raw material availability nearby.

C. Why it is not fair to do so (the Cons)

Two significant aspects of choosing a location are also the ports and consuming plants. .A
primary raw material, which is Metallurgical Coal or Low ash metallurgical Coke, is not
available in the country, and hence the government had to depend on Imports of these
products. Since the ports are around 600 km away from the plant, a lot of dependency and
delays occur on coke procurement. Apart from that, Chhattisgarh had very negligible
consumption of high-grade steel; hence almost 95 % of the products are shipped out of
state to various locations like Punjab, Haryana, Maharashtra, Tamil Nadu, Delhi, UP, Bihar,
etc.

The company had been established with the best of technology available globally, as the
technology providers were from Italy, Germany, and China, who are one of the pioneers in
quality steel making. Some of the products are import substitutes of the country, like high
carbon steel, vanadium steel, free cutting steel, etc. could also understand that the
company's blast furnace had achieved a productivity ratio of around 2 per CUM, which is
highest in the country. The company is not dependent on its primary raw material, i.e., Iron
ore, as the same is produced from captive mines. This is unique to the manufacturing
facility.

However, the Unit, even though having a better edge over other Iron and Steel
manufacturers, is still to capitalize on its resources and ability.
