1.0 Introduction
1.1. Background
1.1.1. Haldia Dock Complex (HDC), located at about 125 Km downstream of Kolkata, at the
confluence of river Hooghly and Haldi, comprises of an impounded dock [with 14 berths]
and riverine jetties [three oil jetties and two barge jetties] on river Hooghly. Ingress/egress to
and from Impounded Dock System is regulated by one Lock Entrance. Lock operation is
dependent on the tides.
1.1.2. The shipping channel from Bay of Bengal to HDC is subject to heavy siltation and
navigation is dredging dependent. Consequently, vessels with deeper draft [10 m or so] are
unable to call at HDC. In view of that, HDC had been exploring the possibility of a robust
lighterage system by which ships can be lightered at downstream anchorage points and the
lightered vessels can be brought to HDC for eventual landing of cargo in the port. This
process has been put into use. However, the lightered barges also have to enter the dock
basin using the lock only to discharge the cargo inside the port. Lock system is old and have
capacity constraint. With that, turnaround time for the barges goes up unusually.
1.1.3. With an aim to improve barge turnaround time and in turn improve the cargo throughput,
HDC explores the possibility of handling barges/Mini Bulk Carriers (MBC) up to 10,000 DWT
directly at the river front to obviate the lock system. These vessels could lighter
Panamax/Supramax Bulk Carriers at Sagar or other lighterage locations and bring the cargo
to the river front unloading facility to discharge the same to shore. Accordingly, HDC
conceptualized a riverine floating jetty in between 3rd Oil Jetty and Lock Entrance [refer
Figure 1.1: Location Map] for unloading bulk cargo, predominantly coal, from MBCs and
barges ranging from 2,000 to 5,000 DWT and accordingly tendered for the works.
1.1.4. Facility proposal included in the aforesaid bid document comprises the following:
• Anchoring floating Pontoon of 70m x 25m x 3m having 1.8 m draft on the river at about 60
m form the bank;
• One CBG 300 of Leibherr capable to handle 19.8 MT per cycle with 22 CBM grab with 28 m
extended boom is to be mounted on the center of the pontoon;
• One Hopper with vibro feeder of 600T per hour capacity is to be mounted eccentrically on
pontoon;
• Provision of Two 1.5 m wide Approaches on either side of Conveyor alignment is
conceived. First 60 m of the Approach Way rests on pile supports at same level of bank and
last 20 m rests over pontoon on roller on one end and on pile cap with yoke arrangement at
the other end to adjust to the tidal variations;
• Alignment of 1.2 m wide conveyor gallery originating from hopper on the pontoon to pile cap
is inclined with the alignment from pile cap to the shore. During high tide, level of the
conveyor from the hopper is above the level of the pile cap i.e. sometime in a day this
portion of the conveyor will be on reverse slope.
1.1.5. Haldia Floating Terminal Pvt Ltd (HFTPL), a SPV formed by Bothra Shipping Services Pvt.
Ltd (BSSPL) - the Lead Partner and Geo Services Applications Pvt. Ltd,- Partner, received
the award through competitive bidding for Supply, Installation, Commissioning, Operation,
Maintenance and Transfer of Floating Jetty at up stream of 3rd Oil Jetty for handling Mini
Bulk Carrier including construction of Hardstand, Road Network as well as Supply,
Operation & Maintenance of required Cargo Handling Equipment for transfer of cargo,
stacking and loading on wagon/truck inside G.C. Berth enclosure at HDC.

1.2. Purpose of this report


With the above background, it is necessary to define the project in detail and attain the
consensus between the two parties involved into this Contract so as the following
interdependent Contract commitments are expedited:
• HFTPL to start execution activities as quickly as possible, so as to start Commercial
Operation within nine months_ from the date of award;
• HDC to obtain relevant Environmental Clearance for Establishment and Operations.
With that, this report will form the basis for execution
1.3. Scope of Consultancy Services
BSSPL on behalf of HFTPL appointed Consulting Engineering Services Pvt. Ltd under
cover of letter no. 05102015/BSSPL-Vi/15-16/01-WO for Consultancy Services-CES dated
05th October, 2015 for rendering consultancy services. The scope of consultancy services
is given below:
1. Review the existing soil, bathymetry and survey data, identify gap, if any, and establish
requirement for fresh acquisition;
2. Prepare data acquisition plan through primary sources and assist BSSPL in execution of
data acquisition including coordinating/advising directly with specialized
survey/investigation agencies on behalf of BSSPL to ensure swift acquisition of data;
3. Review, refine and finalise the basic concept plan developed by BSSPL;
4. Prepare facility layout plan, material flow diagram with equipment brief and Project
Definition Report;
5. Reviewing of Project Definition;
6. Preparation of Final Design Basis Report;
7. Preparation of detailed design and construction drawing for the crane jetty on the basis of
crane load details provided by crane manufacturer Leibherr;
8. Preparation of detailed design and construction drawings for all offshore civil structures
(crane jetty, hopper jetty, mooring dolphins) with sufficient strength to withstand loads as
may be encountered while berthing a 10,000T Mini Bulk Carrier (MBC) and floating crane
alongside the civil structures;
9. Preparation of basic and detailed engineering design for onshore civil structures including
electrical substation, foundation for high masts, hardstand roads, drains and utilities as
required;
10. Preparation of basic and detailed design for Approach trestle and catwalks;
11. Preparation of basic design and engineering drawings for Electro-mechanical equipment
and infrastructure;
12. Preparation of civil and electro-mechanical works cost estimates based on the designs
finalized;
13. Review of designs provided by Civil and Electro-Mechanical sub-contractors and
approving the same for construction;
14. Deploying a team of qualified personal comprising Project Manager, Marine and Civil
Structural Engineers, Geo-technical experts, Material Handling experts etc. as required;
15. Monthly inspection for 8 months to monitor construction activities during the Execution
phase (total 8 visits).

2.0 Basic Data


2.1. Design Fleet
In accordance with the TOR Mini Bulk Carrier of 10,000 DWT has been considered as
design vessel size. Fully laden draft of the design vessel is ranging between 7.5 m to 8.0 m.
Berthing facility shall be designed to be adequate for such vessels. The broad
characteristics of MBC considered for design is mentioned below:
DWT: 10,000, Parcel Load: fully laden, LOA: 125m, Beam: 20m, Draft: 7.5m.
2.2. Commodity & Target Throughput
Planned commodity is Thermal Coal. Target Throughput shall be 10,000 TPD minimum.
2.3. Project Boundary
HDC has demarcated the Water boundary, Land side boundary and the ROW of the
interconnecting Road for the proposed development. Such boundary has been presented in
Figure 2.1. According to Figure 2.1, major boundary coordinates are as bellow:

2.4. River Bathymetry & Land Topography


River Bathymetry & the Land Topography details have been provided by M/s BSSPL. Such
details are based on the survey conducted in Oct 2015. River bathymetry as obtained has
been presented in Figure 2.2. According to Figure 2.2, River bed level along the
demarcated berthing line is (-) 8.00 m CD. Similarly, land topography as obtained has been
presented in Figure 2.3. From Figure 2.3, av. existing GL of the Hard Stand Area is (+) 7.1
m. Along the Connecting Road alignment, existing ground level is varying between (+)
6.67m & (+) 7.94m, with the existing finished formation level near the port gate of (+) 7.568
m. With the above no further survey is necessary for execution.
2.5. Meteorology and Climate
2.5.1. Wind
• Basic wind speed = 50m/sec
• Wind speed in operating condition = 20m/sec
2.5.2. Rainfall
This region is mainly exposed to south-west monsoon from June to September and an
average monthly rainfall of over 250mm is experienced (July and August are the wettest
months having monthly rainfall as high as 400mm). During north-west monsoon from
November to February monthly average rainfall of less than 50mm is experienced. The

average annual rainfall is around 1500mm and the average number of rainy days in a year
with rainfall of 25mm or more is about 20.
2.5.3. Air Temperature
In Haldia, there is a seasonal variation in the temperature. April and May are hotter month
whereas December and January are colder months. The highest temperature so far
recorded is 44.9 °C during the month of May in 1975 and the lowest temperature is 6.9° C
recorded during the month of December 1975. Design range of effective temperature is ±
25° C.
2.6. River State
2.6.1. Tide
The tide levels of river Hugli at Haldia are as follows
• Highest High Water (HHW) : (+) 7.26 m CD
• Mean High Water Spring (MHWS) : (+) 5.70 m CD
• Mean High Water (MHW) : (+) 5.01 m CD
• Mean High Water Neaps (MHWN) : (+) 4.26 m CD

2.6.2. Current
Flood tide current of 6 knots has been considered based on the data available from the
model study report as mentioned in CWPRS report referred in para 1.5
2.6.3. Sub Soil Condition
Generalized soil profile considered for the berth structure of proposed jetty at U/S of 3rd oil
jetty project has been considered for the purpose of the river front proposal of the present
report. Such profile has been presented in Table 2.1.

Similar to the river front structures, for the landside facility also generalized soil profile of the
same project has been considered for the purpose of this report. Such soil profile has been
presented in Table 2.2.

3.0 Project Development Plan


3.1. Basic Consideration
3.1.1. Upon review of the facility proposal, possibilities of having following constraints was noticed:
• River Hooghly has large variation of tides, unloading operation from vessel/barge using
heavy duty crane and hopper with vibrofeeder on the same floating pontoon would be
difficult;
• The alignment of feeder conveyor from the hopper on pontoon was to be at a certain angle
with the alignment of the backup conveyor for discharge on shore. Such arrangement would
typically need a transfer tower. Besides, angle of the feeder conveyor will be continuously
varying depending on tide and on some occasions feeder conveyor will be inclined upwards
with respect to the backup conveyor alignment at the meeting point;
• The arrangement would have limitation in achieving the MLP (Minimum Level of
Performance) as required by the tender.
3.1.2. To mitigate the constraint stated in para 3.1.1, HFTPL planned to deploy two cranes at the
Quay face. One crane will be mounted on the floating jetty and another of equivalent
capacity will be on proposed quay face fixed platform. Hopper to receive the material from
the quay face cranes and discharge to the conveying system will also be placed on the
aforesaid fixed platform on the Quay face. Conveying system to the stand area from the
Jetty area will be from the fixed platform on the Quay face. This would obviate the vertical
movement of the Conveying system due to tidal fluctuations and allow maintaining the
workable profile of the conveyor. These rearrangements have been considered with the sole
objective of attaining the MLP.
3.1.3. With the above, estimated quay face handling capacity will be as below

• Number of Moves /Hour : 25
• Effecting Working Duration : 24 hrs
• Quay Face Handling 10,560 TPD

3.1.4. With that stated in para 3.1.2, concept proposal of the water front development has been
presented in Figure 3.1. According to figure 3.1, Vessel berthing will be using the Fender
fixed in the Fixed Jetty & on the Berthing Dolphin at one End for Barges & MBC
respectively. On the other end, the anchored guided Floating Pontoon will be the Fender.
Nominal fender will be placed alongside the Pontoon towards the Berthing end. Lateral
movement of the pontoon will be restrained using the Guide & Fender towards the land side
end. Vessels will be moored using the Mooring dolphins. Mooring arrangement of the
Vessels has been presented in Figure 3.2 & 3,3 for Mini Bulk Carrier & Barges respectively.
3.1.5. Hard stand area will receive the cargo from the conveying system and transfer the same to
the Dock area without retaining any cargo as stack. Aforesaid transfer will be using Pay
loader, Poclaim & Dumper operation. With this and considering the transfer need of 10,000
TPD, simultaneous loading point requirement has been estimated as below:
• Target Throughput : 10,000 TPD
• Target Tipper Capacity : 20 T [Coal will be 16 T]
• Estimated Tipper Trip per Day : 625 Round Trip
• Effecting Working Duration : 24 hrs
• Capacity of Front End Loader : 7 cum Bucket.

3.1.6. Hard stand area will receive the cargo from the conveying system and transfer the same to
the Dock area without retaining any cargo as stack. Aforesaid transfer will be using Pay
loader, Poclaim & Dumper operation. With this and considering the transfer need of 10,000
TPD, simultaneous loading point requirement has been estimated as below:

• Target Throughput : 10,000 TPD


• Target Tipper Capacity : 20 T [Coal will be 16 T]
• Estimated Tipper Trip per Day : 625 Round Trip
• Effecting Working Duration : 24 hrs
• Capacity of Front End Loader : 7 cum Bucket
• Effecting Tipper Loading Time : 6 min
• Loading Point Requirement : 3 nos.

3.1.7. Hard stand area will be used to accommodate the installation necessary for the basic
Infrastructure including its operation, the Operating Office and the amenities for the
operator.
3.2. Functional Requirements
3.2.1. Water Front Facility
Following facility is necessary to satisfy the tender provision vis-s-vis the basic
considerations stated in para 3.1
• Quay Face Cargo Handling sufficient to Delivery minimum 10.000 TPD;
• Quay Face Cargo Transfer sufficient to Deliver minimum10.000 TPD;
• Floating Pontoon of 47m x 24 m with Crane and Guide Piles to restrain Horizontal
movement;
• Fixed Jetty sufficient to accommodate the following:
 Crane;
 Hopper;
 Conveyor Take-off;
 Supporting of Access Brow;
 Supporting of Approach Trestle;
 Supporting of Inter Connecting Walkways;
 Fender to allow berthing of Barges;
 Space to park One Heavy Vehicle;
• Mooring Dolphin to allow the Anchoring of Vessels;
• Connected Walkways;
• Vehicular access and Conveyor Corridor in between the Land side facility and the Fixed
jetty;
3.2.2. Land Side Facilities
Following facility is necessary to satisfy the operational requirement commensurate with the
tender provision vis-s-vis the basic considerations stated in para 3.1.
• Cargo Handling sufficient to Receive & Transfer 10,000 TPD – Hard Stand Area;
• Peripheral Fencing;

• Green Belt;

4.0 Project Description


4.1. Project Site
Proposed project site has been identified by HDC. Index plan showing the project site has
been presented in Drg No. 47501400/MN/P-01. Area for the proposed development has
been separated into following three segments

• Segment 1 : River Front Jetty Facility 1894.45 sq.m


Development Approach Bridge & Conveyor Corridor 423.30 sq.m
• Segment 2 : Hard Stand area 4000 sqm
• Segment 3 : Connecting road between Hard Stand area & Port area 14,191.10 sqm

Site reconnaissance and topographic survey report reveals that the land use of the area
identified for the on ground facilities is free for any habitation. Haldia Bhavan – WB Govt.
Circuit house and Tourist Lodge is located towards north-west corner of the site. Jawahar
Tower - Administrative head office of HDC is located towards north – west within 750m of
the proposed site. Entire land is within the control of HDC.
4.2. Water Front Facility
4.2.1. Water Area
As per standards, width of the berthing area should not be less than 1.5 times of the beam
of the vessel. Providing a keel clearance of 0.75m to 0.80m river bed level of the berth
pocket in front of the berth should be in the region of -8.25m CD to -8.30mCD for a width of
30m.
4.2.2. Water Depth
As per the Figure 2.2, the depth alongside the proposed berthing line ranges from (-)
8.20mCD to (-) 9.30mCD. Hence the present available depth is adequate for the design
vessel size without any capital dredging.
4.2.3. Facility Layout
Facility has been proposed based on the development plan stated in chapter 3.0. Facility
layout [plan & section] has been presented in Drg Nos. 47501400/MN/P-02, P-03 & P-04.
Salient features of the layout are given below seriatim:
1. A 47 m x 24 m steel pontoon mounted with Leibherr CBW 2640 type with 32T/28m with
suitable motorized grab for 0.9 to 1.3T/m3 density crane and fendering to receive the
vessels for berthing, placed along berthing line. Movement of the crews/workmen will be
using moveable ladder to be placed on Pontoon;.
2. Fixed jetty accommodating the following
• Leibherr CBG 300 type 30T/28m with Four rope Clamshell grab for 0.9 to 1.3T/m3
density placed on the Fixed jetty;
• Hopper with vibrofeeder;
• Fendering System
The deck level is proposed at (+) 8.70m CD to take care of HATL, Storm Surge and
Freeboard. RCC construction supported on Concrete cast-in-situ bored piles;
3. Conveyor gallery from hopper to on shore storage area in the immediate hard stand area.

piles.
5. Fenders for berthing of vessels/barges up to MLWL with due provision to protect piles of the
crane deck against hitting by the barges,
6. Dolphins fitted with bollards and connected walk ways are proposed for mooring of
barges/vessels and floating pontoons. Construction will be RCC, supported on cast-in-situ
bored piles.
4.3. Cargo Servicing
4.3.1. Water Front Transfer
1. Either, crane Leibherr CBW 2640 type with 32T/28m with suitable motorized grab for 0.9 to

1.3T/m density OR Leibherr CBG 300 type 30T/28m with four rope Clamshell grab for 0.9

to 1.3T/m density will be used to unload the vessels. These cranes will complement each
other in operation to achieve a good rate of discharge. Cranes will feed into the Hopper with
vibro feeder installed on the Fixed Jetty. Details of the Crane is as below:

2. Hopper with vibro feeder will be installed on the fixed jetty at a location within the workable
reach of both the cranes. Hopper volume of 50 T coal has been proposed. Conveyors of
capacity 800 TPH will be fitted at the bottom of the hopper to receive the material from the
hopper and convey the same to the same designated storage yard at the immediate back
up area. Details of the Conveyor is as below:

4.3.2. Hard Stand Area Handling
Material from the conveyor will fall freely into the area to form conical dump. Such material
will be transferred to the Tippers of 20 T capacity using Front end loader of 7 cum capacity
at three locations simultaneously along the periphery of the aforesaid conical Dump.
4.4. Land Side Facility
4.4.1. Peripheral Fencing
Chain Link Fencing of height 2.5m fitted with concertina wire on the top has been proposed
along the periphery of the Had Stand Area and the Connecting Road between Hard Stand
area & Port Area. Typical detail of the fencing has been presented in Figure 4.2.
4.4.2. Green Belt
Along the periphery of the Hard Stand Area, minimum 1.50m wide area has been proposed
for the development of the Green Belt. In addition, width of 0.50m on either side of the
connecting road between Hard stand area & the existing port gate has also been proposed
for the Green Belt.

4.4.3. Electrical Substation;


Towards the D/S river end corner of the Hard stand area an area of 12.50 m x 7.00 m has
been proposed for the substation. This will house the Transformer & Panels. Building facility
details will satisfying the Indian Electricity Rules and of Brick Masonry & Concrete
construction
4.4.4. Pump House and Under Ground Reservoir
Underground Reservoir has been proposed below the Pump house. Pump house will
accommodate the pumps, pipe Header and the Electrical Panels. Total land area of 10 m x
7 m has been proposed for this facility and the Construction will be Brick masonry &
Concrete.
4.4.5. Operation Office & Staff Amenities
Facility has been proposed using portable Office cabin. Three such portable cabin, each of
size 6 m x 2.40 m will be used. These will be placed on founding strip made of Brick
Masonry & Concrete construction.
4.4.6. Truck Circulation within the Hard Stand Area
Facility proposal will be as per the layout plan presented in Drg No. 47501400/MN/P-01.
Paving of this area will be of Heavy duty Concrete Block Pavement. Details as included in
the Tender have been upgraded taking into consideration of usage vis-a-vis the
development consideration of the subgrade.
4.4.7. Area to receive the Material from the Conveyor and allow the truck loading
Similar to para 4.4.6, facility proposal will be as per the layout plan presented in Drg No.
47501400/MN/P-01. Paving of this area has also been modified considering that the heavy
duty blocks are susceptible to loss due to payload operation. With that, material dump area
and the adjacent payload operation area has been proposed with a flexible paving as
detailed below:
• Base Course
• Quarry Run [650 mm]
• Brick Flat Soling
• Compacted Moorum ( 150 mm)
4.4.8. Road Connection between Hard Stand area & Dock Area
Plan & profile of the road has been presented in Drg Nos. 47501400/MN/P-05, 06, 07 & 08.
Generally, the alignment has been proposed in line with that proposed by ports except at
following two locations
• At 330 m from port end, alignment has been modified to avoid the pond. With the
modification alignment will be straight and avoid unnecessary curve;
• Towards the hard stand end, instead of two separate 10.50m road only one road of
divided 2 x 10.50m has been proposed. With this proposal, drainage between the two
separate roads will be simpler and the land use development plan in future will not be
having much limitation.
4.5. Basic Infrastructure
Basic infrastructure covering that stated in TOR has been proposed. Salient proposal of the
listed basic infrastructure are as below:

4.5.7. Pollution Control
Green belt has been proposed in the Hard Stand Area and a portion of the Connecting
Road. As the remaining area will be within the custom bonded area, proposed project will
not entail additional requirement of green belt Water sprinkling system for dust suppression
has been proposed inside the Hard stand area to mitigate environmental hazards due to
coal handling.
4.5.8. Bank Protection
Existing Bank slope is 1(V) : 3 (H) within the boundary. The area has not experienced any
major erosion. Protection has been considered around the land fall point of the Approach
trestle. Protection has been proposed for a length of 30m including the approach trestle
width with adequate layers of different size of laterite boulders laid over a filter bed of geo
synthetic mattress. Such protection has been envisaged from the (+) 8.7 m CD to (+) 1.0m
CD contour to protect the river bank from erosion.
4.5.9. Electrical System
Power supply at 3.3KV, 3 Phase, 50Hz will be received from the substation of HDC at 3rd
oil Jetty which is 1km away from licensed area by 3.3KV XLPE cable. It is roughly estimated
that 1500 KV power will be required for operation, illumination and other ancillary purposes.
An indoor substation and electrical control room will be constructed in the licensed area to
feed the following connected loads:

3.3 KV supply will be received at substation by VCB. Then 3.3 KV will be transformed to 433

5.0 Design Basis


5.1. Design Standard
The design standards in this project have generally been on the standard of BIS Code of
Practice as well as guidelines provided by BSSPL and HDC for this particular project. In
absence of any specific guidelines on the above, sound engineering practice and/or
Consultants experience and/or recommendation to fulfill the project requirement and bridge
the gap in guidelines/ standard have been followed.
5.2. Jetty Facility
5.2.1. Design Level Data
Levels of the proposed jetty has been proposed as below

considered for the design. The same has been evaluated based on
the Technical and cost criteria for final selection.

5.3.2. Water Supply


Potable Water System includes the following major units apart from the interconnecting
pipelines.
• Underground Intake Water Reservoir of capacity 90,000 litres to receive water from HDC,
KoPT supply and Pump house on top;
5.3.3. Drainage
Storm run-off from the Hard Stand area will be collected in inter connected catch pits. Catch
pits will be connected with buried pipe conduits for conveyance and discharge through
number of out falls. System design will be as per the Manual on “Sewerage and Sewage
Treatment” – Central Public Health and Environmental Engineering Organisation
(CPHEEO), Govt. of India. Average rainfall of 50 mm per ha has been considered. For
estimation of storm run-off Rational Formula, given by the expression Q = 10C i A will be
used, where

The two-month storm frequency has been adopted, as the basis for estimating maximum

• Maximum velocity of flow = 3.00 m/sec
5.3.4. Pollution Control
The Water sprinkling system at high pressure swiveling type nozzles has been considered
to cover the entire stockpile area. Two sprinklers, nearest to the stacking will have to be
operated to limit the dust generation due to stacking. In other areas, two sprinklers have to
operate sequential to cater the dust generated due to winds. Potable water will be used for
this.

6.0 Project Implementation


With the Facility Proposal presented in this report an implementation schedule has been
prepared. The same has been presented in Figure 6.1. From Figure 6.1, it is expected that
the total completion by June 2016 is possible to achieve in case Consent to Establish is
obtained before January 2016.
