The minutes of the pre-bid meeting held on 0405.2010 at 3:00 PM relating

to the Development of Model Tehbazari Kiosks’ site near INA Market, New
Delhi, are circulated for information of all concerned:

Q1 Eco-toilet for DBOOMT basis provides advertisement rights for 30 years

for construction and maintenance. Is there any scope of further extension?

Ans. No, there is no scope for any extension beyond 30 years for toilets on
DBOOMT basis. However, the discretion of the Commissioner will be final. It
can be terminated before the stipulated period in case it is not maintained properly
and if violates any other terms and conditions of RFP.

Q2 Who will pay for the tehbazari kiosk; MCD or vendors?

Ans. As is clear in the RFP, the construction of the Model Tehbazari Kiosk is
based on the following:

(i) Construction on the basis of Engineering rate contract: The space for the
tehbazari need to be tiled properly, pylons need to be made, CC TV and solar
system need to be provided. All these and others as specified in the RFP need to
be made on rate contract basis, for which MCD will make payment.. The kiosks
have to be made by the preferred/selected bidder as per specification laid down.

However, the tehbazari allottees will pay for the kiosks, which need to be
taken away by them after business hours.

Q3 Is there any pre-approved design for the construction of tehbazari kiosk?

Ans. There is no pre-approved design for this. Designs have to be presented by

the bidders. However, tentative proposed feature of design has been made which
can be obtained from the department.

Q4 Total estimated cost given for the execution of project as Rs. 1.00 crore is
too less.

Ans. The bid price is only indicative.

Q5 How the cost of 10 eco-toilets will be recovered?

Ans. The cost for toilet and maintenance need to be recovered from the
advertisements placed on the toilets. However, it need to be quoted alongwith
composite tender.

Q6 Is there additional regular power supply from conventional sources or all

power supply has to be made from solar energy?

Ans. All type of energy needs to come from solar panels installed for this
purpose.

Q7 Why only joint venture or consortium has been made as mandatory pre-
requirement for the project?

Ans. In this project, there are many components; for example kiosk maker,
provider of solar power, the civil contractor who will maintain/or pay money for
the construction of toilet, those who will provide CC TV etc. Hence, it is felt that
a consortium will help with or without stake of the partners.

Q8 Why only those who have executed 3 projects of Rs. 1.00 crore for street
furniture and beautification project are entitled to participate? The present project
falls under the category of project management.

Ans. The present project falls under the category of both execution and
management for which necessary experience is required.

Q9 Will there be a single window clearance from MCD for executing the
project?

Ans. The nodal department of Municipal Corporation of Delhi will facilitate

clearances from inside MCD and will provide ‘No Objection’ for obtaining
clearances from departments other than MCD.
