GENERAL
303.01 SCOPE
1. The work under this specification consists of setting out the

Principal’s minimum requirements for the management of Materials and
Water Sources for the Works.
303.02 REFERENCES

OPERATIONS
303.26 GENERAL – MATERIALS
1. Principal nominated pits or sites are detailed in Table Principal

303A.1. Nominated
Sites
2. For pits or sites arranged by the Contractor, the Contractor Contractor’s

must obtain any necessary permits required for entry onto the land and Sites
for the payment of any royalty for such borrow material. The Contractor
must also comply with the ENTRY TO LAND requirements of
Specification 100 GENERAL REQUIREMENTS.
3. Pits or sites where the Principal has obtained Environment Principal’s

and Heritage Approvals but will not be nominating as a Nominated Environment
and Heritage

303.27 – 303.30 NOT USED
303.31 CONSTRUCTION PIT MANAGEMENT PLAN
1. The Contractor must complete the Construction Pit Construction

Management Plan (CPMP) using the template at Annexure 303B. The Pit
Management
template must be used for pits where the Principal has obtained Plan (CPMP)
Environmental and Heritage Approvals.
2. The Contractor’s CPMP must detail the Operational Controls Operational

to be implemented on site to address the Principal’s Pit Management Controls
Requirements detailed at Annexure 303C.

3. If not submitted and explicitly approved in writing during HOLD POINT

the Tendering process, the Contractor must submit a suitably
documented CPMP to the Superintendent for approval prior to
commencement of work under the Contract. The Contractor must
allow ten (10) business days for the review of the CPMP.
303.32 GENERAL – WATER SUPPLIES
1. Where water is to be abstracted from surface water, ground Principal

water or stand pipes nominated by the Principal, site operations must be Nominated
Water
in accordance with this Specification. Details of water abstraction Abstraction
locations nominated by the Principal are shown in Table 303D.1 for Sites
Ground Water, Table 303D.2 for Surface Water and Table 303D.3 for
Potable Water.
2. For Principal Nominated Water Abstraction Sites, Annexure Principal’s

303E details the Principal’s Water Management Requirements that the Water
Management
Contractor must implement when abstracting the Water. Requirement’s

land and for the payment of any royalty for such abstraction of water. Water

requirements of Specification 100 GENERAL REQUIREMENTS.
6. Water used by the Contractor for material compaction and Water for
dust suppression must be obtained from sources other than Water material
Corporation water supply services, existing wetlands or rivers, unless it compaction
can be demonstrated to the satisfaction of Superintendent that and or dust
suppression
alternatives are not viable, and all required approvals have been
obtained.
303.33 WATER BORES
1. Where the Principal has nominated water bores in the Principal-

vicinity of the Works, these will be made available for use by the Supplied
Contractor as possible water sources. All risks associated with the use Water Bores
of such water bores will remain with the Contractor, as the performance
of the bores may be affected by seasonal fluctuations and cannot be
guaranteed. Details of pump tests, locations and any restrictions placed
on the use of water from these bores are given in Table 303D.1

2. The selection of the appropriate pumping equipment to Pump Type

utilise the bores is dependent on the nominal size and class of bore
casing used in the development of the bores.
3. Any test results provided cannot be guaranteed and may be Test Results
subject to seasonal fluctuations.
4. If drawdown at any water source during the Works is Excessive

considered excessive by the Superintendent, the Superintendent may Drawdown
direct the Contractor to discontinue the use of the bore or limit the
amount of water drawn from the bore. The Contractor must use
replacement water from alternative sources at no additional cost to the
Principal.
303.34 REPORTING
1. The Contractor must submit a monthly report on material and Monthly

water usage for the Works by completing the Contractor Monthly Reporting
Reporting Form available from the Main Roads website at:
https://www.mainroads.wa.gov.au/technical-commercial/contracting-to-
main-roads/ The report must be submitted to the Superintendent within
five (5) days of the end of each month.
303.35 – 303.80 NOT USED

1. Handover requirements required from the Contractor are Pit Operational

detailed in Table 303C and must be addressed in the Pit Operational Controls

plan and in determining completion criteria.
